Is Angra more a generally good person who does bad things due to a variety of factors (including the fact it’s his “job” as All the World’s Evil), or more a generally bad person who just does nice things once in a blue moon? I thought the general take away was moreso the former but I worry that that’s “woobifying” him.
It's not that simple. It couldn't be that simple because Nasu wasn't interested in giving a concrete answer to Kotomine's questions back then. Whatever Angra's nature was doesn't matter anymore because his personhood was already thoroughly stripped away from him by his extreme circumstances.
If I had to give one simple objective answer about his morality, that'd be: Angra kills strangers. We see him killing random families at their houses in Hollow. His mud killed many in the Fuyuki fire. Gilgamesh knew he'd kill millions if unleashed by his wish. He was reasonably expected to kill many more if Sakura gave him flesh.
Angra is willing to torture strangers. He made Kiritsugu kill his family multiple times in Zero's Grail nightmare. He trapped Bazett in an infinite loop of combat.
But the keyword here is strangers. Caren handled him perfectly by dropping her whole backstory in their first long interaction. She immediately becomes someone he knows, and when he knows someone, he cares immensely, to self-sacrificing extents. He fit seamlessly in the Shirou role because of his capacity to care about everyone Shirou knew. And the culmination of his character is his getting to know and care about Bazett enough that he's willing to offer her a new future at the cost of the nightmare loop that allows him to continue existing.
