I realized uploading this without context might look bad.
This is about nearing the end of Italy as part of the axis. Prussia gave his dagger to Italy, but Italy reads it—my honor is loyalty—and he realized everything that they've done in the war, there's no honor in that. There is also no loyalty as after this Italy would switch sides, joining the allies and declaring war on Germany per 1943. This is why Italy's expression is a mix of disgust and confliction, while Prussia just doesn't care.
