She’s going to be alright.

I know that you all must have many questions, and I know that a few of these questions have been clarified by reports and statements that have already been released to the press, but I hope to clear up any lingering confusion that you all may continue to hold, as well. 
Haki-chan is alive.
This hadn’t been our original conclusion, as some of you have surmised. 
Several days ago, Ground Zero, Creati, and I responded to an incident where a noumu had been rampaging throughout the city. Noumu sightings have been reported throughout the years since the downfall of the League of Villains, but none of these sightings had ever been substantiated until that point. The noumu seemed to hold some connection with Creati-san, and together, Ground Zero and Creati were able to capitalize on this... hesitation of sorts to capture the noumu. 
The noumu was transported to a secure holding facility. We’d hoped to find out more about the noumu. Bfore the League fell, you see, we’d discovered that noumu were manufactured from humans— from people just like you and I. In most instances, these noumus seemed to be derived from criminals or delinquents that had been driven mad in their transformation. Most were unresponsive. Unthinking. Driven only by obedience to their maker. 
However, much like some of the later creations, this noumu didn’t seem to be mindless. 
We’d hoped— the government had hoped —with enough questioning, with enough response, with Creati-san’s help, that we’d be able to coax the noumu into speaking. The ability to communicate wasn’t unprecedented when it came to these beings, after all, and it did seem to genuinely want to reach out to Creati-san. 
We wanted to capitalize on that to find out what it... or he, or she, I suppose— once knew. To find out how they’d become that way. We wanted to know who’d made them like that. 
Creati-san wasn’t able to break through to the noumu’s rational side— not entirely, anyways, and she was never able to obtain concrete answers to the questions that we were seeking. 
Judging from the noumu’s stature and mannerisms— and the scrap of ribbon we’d found on it’s person, which we later came to recognize —we’d concluded the noumu was, in fact, Haki-chan. We’d thought that other Quirks had been forced upon her— and that her adoptive stepfather’s Quirk had been among that number. They’d... mixed, somehow. Melded together. To use one seemed to make use of the others— they’d become a new, singular Quirk. 
This was the Quirk that’s ravaged our country. 
You all know much of the rest of the story. After Creati-san left that day, there were certain factors of the government that thought that... 
In any case, the noumu experienced what can only be described as torture in an attempt to gain the answers that we’d sought. We’ve been assured that those responsible for enacting this decision are being held accountable for their actions, and as a hero, I’m expected to uphold the government’s decisions and choices, but even I must confess that I’m not sure if this is actually the case. And I know that I may face spurn amongst these organizations for telling this truth, but I will not uphold what I see to be an unjust facade. I will not hold my tongue. 
The Quirk brought countless— well, media outlets have been calling them Apathetics. These people posed enough of a distraction and deterrent that the noumu was able to escape, and soon after that, the noumu itself seemed to exhibit the behavior typical to the noumu that had been mindlessly controlled over half a decade ago. 
It led an attack on a nearby facility a few days after it’s initial escape. Some of you may not be surprised to learn that the League of Villains was there— perhaps not the League as we’d known it all those years ago, but the League all the same. 
It turned the tide. The noumu, I mean. 
The noumu helped us. Broke free of the control that the villains had had on it’s mind and began to attack the villains in turn. 
It— he, we that that it was a he now, or mostly, anyways, and I— it... he killed himself. After the battle. He had been terribly injured— and some of these injuries had been self-inflicted, it’d been almost as if he’d tried to tear his own head off of his body, and it almost reminds of—
Well. In any case, he... he couldn’t seem to stand to realize what he was, or what he had become, and he— jumped to his death. 
Drowned, to be exact, although I’ve been told that it’s possible that he may have died on impact when he’d hit the water. 
He’d been Haki-chan’s adoptive father.
Haki-chan was there, too. 
She was used as a... pawn of sorts, almost, to aid in their escape. They’d taken the substance that was being stored at that facility, you see, and needed a diversion in order to escape with it all— and it’s hardly worth being secretive at all about it now, is it? I’ve been told that that information has already been leaked on several outlets. 
The League of Villains has gotten their hands on an inordinate amount of the drug called Trigger. Shigaraki used her to stay the hands of the heroes there— to remain still, or else be death of that girl. He’d had a hand wrapped around her neck, and another around her arm. 
He seemed amused. He was smiling. 
Shigaraki is not a villain known for his mercy— and he was addressing me for much of the fight. It’s not exactly a secret that Shigaraki and I have found ourselves on opposite ends of our spectrums, and that he holds an intense hatred for me and for what I have come to symbolize in the hearts of many people. 
It’s not a secret that I killed the man he saw as a mentor before his own eyes. 
I know that he would like nothing more than to destroy me and all that I stand for, and that he knew that hurting Haki-chan would be a blow to me. 
We didn’t stay out hands. We fought to save her. 
She was nearly disintegrated. It started at her arm. 
Kacchan reached her in time. He— used his Quirk. 
It stopped the spread. 
She... she lost a lot of blood. She doesn’t have a right arm anymore. Doesn’t have a Quirk anymore. But she’s alive. She’s here. 
And she’s going to recover.
