PROVIDENCE – An embattled former Rhode Island State Police trooper is calling for a federal investigation into alleged pattern of coverups and misdealings in the highest ranks of the revered police agency, including accusations implicating a former lieutenant colonel in the death of a man in East Greenwich in 2012.
Former Trooper James Donnelly-Taylor, who was fired in 2019, years after being captured on video striking a man in custody, has written lawmakers asking for an outside probe of the Rhode Island State Police handling of allegations that former Lt. Col. Joseph Philbin could be linked to the death.
According to the letter sent by Donnelly-Taylor to House and Senate Oversight, the Rhode Island State Police launched an internal investigation earlier this year into Donnelly-Taylor's allegations that it was Philbin who assaulted 58-year-old David Heffron outside The Oaks Tavern in East Greenwich in March 2012, causing the South Kingstown man to fall back, strike his head and later die.
The circumstances surrounding Heffron’s death remain murky. No witnesses came forward to say they’d seen him suffer a blow to his head outside The Oaks on the unusually warm spring night.
When the police arrived on Queen Street, David Heffron lay unconscious on the sidewalk in a puddle of blood just feet from the historic 1896 tavern, according to a police report. The founder and president of Rhode Island Hydraulics and beloved family man, Heffron was taken to Kent County Memorial Hospital. He died two days later on March 24, 2012.
His widow, Tracy, said in a recent conversation that a doctor told her that her husband’s heart had stopped, that he’d died of cardiac arrest.
“Everybody loved Dave,” Tracy said outside her South Kingstown home.
The state medical examiner’s office, however, listed the cause of death as blunt trauma to the head with brain swelling and edema, subdural hemorrhage and skull fracture, Department of Health spokesman Joseph Wendelken said. (Tracy did not respond to an email message about those findings.)
According to police reports, neighbors saw Heffron park his pickup truck on Queen Street that night between 6 and 7 p.m., details they remembered because he was an unfamiliar face in the tight-knit community.
A surveillance camera on a nearby house wasn’t working so it didn’t capture the events. The tavern was closed when an East Greenwich officer went to inquire whether it had a video camera, the police report said, without further elaboration.
An intoxicated man inside told officers Heffron had been at the bar drinking. The bartender and another staff member said that wasn’t the case. A neighbor later told the police that the bar staff was lying, that they frequently let people leave the premises extremely inebriated.

Donnelly-Taylor alleges that the state police investigation was originally prompted by a taped conversation between former State Police Major Timothy Sanzi and former Lt. Michael Casey that Casey provided to the state police in January. In the conversation, Sanzi is alleged to have recalled Philbin telling him he’d sucker-punched a man – identified as Heffron – outside The Oaks Tavern in 2012 and drove off on his motorcycle, fearing the man was dead.
Casey refused to provide the recording of his conversation with Sanzi to The Journal, he said, at the advice of his lawyer, David S. Cass. Casey also declined to speak about the allegations.
According to the recording released to GoLocalProv, Sanzi is heard recounting an "absolutely" panicked call he received from a highly intoxicated Philbin in 2012 or 2013 about striking a man at an East Greenwich bar and fearing he killed him after he hit his head on a curb.
“I never told anybody until right now,” Sanzi said.
Sanzi said he advised Philbin, who was his close friend and a former East Greenwich patrolman -- to "do the right thing," to render aid. He said Philbin called back five hours later and told him he had reached out to a member of the East Greenwich Police Department, current Chief Stephen J. Brown, and that he'd taken care of it.
“I’m sure it happened. I’m positive it happened, but who the [expletive] knows. You know, who the [expletive] knows if anything ever came from it. I doubt it,” Sanzi says.
Sanzi, who now works security with PPL Electric Utilities, did not return a phone call asking about the recorded conversation and his recollection of the events.
Philbin, who now works as a security specialist with the Rhode Island Public Transit Authority, dismissed Donnelly-Taylor's letter as “pathetic.”
“I was actually working that night. I was on duty. They cleared it,” said Philbin, referring to the state police investigation.
“It’s Jamie Donnelly-Taylor. It’s never going to stop,” he said.
According to East Greenwich Police Chief Brown, the investigation into Heffron’s death remains open, though the police at the time ruled it accidental.
The Rhode Island State Police requested that report for an investigation they were conducting about a year ago, Brown said in an email.
“We are not nor were we ever part of that investigation and have not been contacted since,” Brown said.
New evidence, witnesses or other developments could bring new life to the case, Brown said.
“As of this date, we have not received anything more on this case, other than the RISP inquiry,” Brown said.
Former State Police Col. James Manni, who was in command at the time of the internal investigation into Heffron’s death, declined this week to comment on the matter or provide documents related to East Greenwich probe. He referred all questions to Rhode Island State Police Lieutenant Colonel Robert A. Creamer.
Creamer declined to comment, saying the Rhode Island State Police have a policy not to comment on any case that doesn’t result in criminal charges.
The Journal has requested the records related to the investigation through the Access to Public Records Act.
Accompanying the letter Donnelly-Taylor sent to state lawmakers are recordings of Manni discussing the internal investigation under oath in a deposition. The statements were taken in connection with a lawsuit brought by Donnelly-Taylor over allegations he had been retaliated against after raising concerns about alleged bad acts by his superiors, including Philbin.

Manni is heard calling the claims about Philbin’s involvement unfounded during his questioning by Donnelly-Taylor's lawyer, Cass. Manni stated that they found nothing to corroborate the allegations or connect Philbin to Heffron’s death after a “lengthy” investigation.
“The person that was struck, well the person that died, we don’t know exactly if he fell or whatever. Lt. Col. Philbin was working that night as the night executive … and he accounted for every minute of his night,” Manni said in the recording sent to state lawmakers.
Manni said the internal investigation entailed talking to the East Greenwich police and the Oaks owner; examining call logs and radio traffic from the night of March 22, 2012; and conducting interviews.
In a separate audio clip, Manni acknowledged that Philbin had been Giglio’d – a term used to describe a law enforcement officer who has been found to be less than truthful in a sworn document, such as an affidavit to secure a warrant. In future testimony, Philbin would have been required to disclose that he had been found to be less than honest under oath for the duration of his career, Manni said.
Why did an officer who is known to have made a false statement to the court remain a member of the Rhode Island State Police? Cass asked.
“That is not grounds for termination. It’s of concern, of course,” Manni said.
Manni said he didn’t know if Philbin had been disciplined.
Philbin said he could not comment on the substance of the Giglio report.
The Journal has requested the so-called Giglio report on Philbin through Attorney General Peter F. Neronha’s office, which has extended the time to respond to the request by 20 business days, as it fields four other pending APRA requests.
The memo, audio, East Greenwich police report and other documents are the latest volley in Donnelly-Taylor’s long, litigious effort to clear his name, and potentially get his job back, after he was captured on video punching Central Falls resident Lionel Monsanto at police barracks in 2014. Donnelly-Taylor has insisted his strikes were in response to being struck by Monsanto seconds earlier.
A grand jury indicted Donnelly-Taylor on a charge of simple assault. He pleaded no contest but has argued ever since that he had done so based on the assurances of the- state police Col. Stephen O’Donnell that he would be indemnified if Monsanto filed suit. He was told to “take one for the team” at the superintendent’s urging to avoid negative publicity, he claims.
His lawyer, John B. Harwood, submitted a sworn affidavit recalling that O’Donnell told him repeatedly that he didn’t want the case to go to trial because the videotape would embarrass the state police and assured him that Donnelly-Taylor would be indemnified.
“If I was not assured by Col. O’Donnell that Trooper Donnelly-Taylor was going to be indemnified for all civil liability, I would have absolutely tried the case … I believe we had a very good defense,” Harwood said.
(Manni said in his deposition he was not aware of the Harwood affidavit.)
Harwood did not return a phone call seeking comment.
But when Monsanto filed a lawsuit in U.S. District Court, neither the attorney general’s office nor the state police moved to defend Donnelly-Taylor. He went out on medical leave. The state eventually reached a $125,000 settlement with Monsanto.
O’Donnell said Friday that Donnelly-Taylor has the right to have his complaints vetted by the court, where witnesses would be subject cross-examination.
“If he’s got issues, a decision should be rendered by the court,” O’Donnell said.
Of Harwood’s affidavit, O’Donnell said “He’s mistaken.”
"Trooper [Donnelly-Taylor] pleaded nolo to assaulting an African American defendant in the State Police cellblock. He was represented by attorney John Harwood. At all plea agreements in court, the defendants and his/her attorney agree to the disposition. The plea is taken voluntarily and the court typically asks the defendant as well as counsel … if any threats or promises have been made to them. Both [Donnelly-Taylor and Harwood have a responsibility to the court to answer honestly. Mr. Harwood’s affidavit contradicts the plea disposition process,” O’Donnell said.
Manni fired Donnelly-Taylor after taking command in 2019 and denied him a disability pension for PTSD he says he’s suffered related to the incident and his treatment by his employer and the state attorney general’s office, which refused to defend him against Monsanto’s claims.
Manni concluded that “Mr. Donnelly-Taylor’s disabling stress resulted not from his arrest of Mr. Monsanto but from his assault of Mr. Monsanto and its consequent fallout.”
Donnelly-Taylor and the Rhode Island State Troopers Association have sued Manni and the state over that denial in Superior Court in a case that remains pending before Judge Kevin F. McHugh.
In yet another case, Donnelly-Taylor is suing Manni and others accusing them of illegally retaliating against him after he reported alleged wrongdoing and a coverup by Philbin and now retired Captain Gerald McKinney of the assault of a juvenile in custody.
The incident never led to a formal finding of wrongdoing, and a video that captured it disappeared. Manni referred the matter to the Connecticut State Police for review in 2019. Connecticut police issued a report that is now under seal in Superior Court. (The Journal has also placed an APRA request for that report with the state police.)
In his letter, Donnelly-Taylor implores state lawmakers to launch an investigation into “numerous crimes and cover ups,” including Heffron’s death and the McKinney matter looked into by Connecticut State Police.
“I would have to defer any questions about my case to my attorneys, David Cass and Carly Iafrate, but what I will say is the cloud of corruption that has been swirling over the State Police since the appointment of Colonel Steve O’Donnell and culminating with Jim Manni, is a slap in the face of every hardworking Trooper doing the difficult job on a day-to-day basis.,” Donnelly-Taylor said.
It remains unclear what action state lawmakers will take, if any.
“As this is not within the function of the House Committee on Oversight, we respectfully decline the request. The matter would be more appropriately addressed to the Department of Justice," Larry Berman, spokesman for the House, said in an email.
The Senate, too, seemed reluctant to weigh in.
“After reviewing the letter and additional materials, Senator [Louis] DiPalma said that, while he is grateful to the individual for reaching out, it is a particular personnel and human resource matter and not the kind of issue that the Senate’s oversight committee would get involved with,” spokesman Greg Pare said on behalf of the chairman of the Committee on Rules, Government Ethics & Oversight.

At 1:07 a.m. in the early morning hours of May 18, 1944, a flight of two U. S. Navy F6F Hellcats took off from Charlestown Naval Auxiliary Air Field in Rhode Island for a night-training flight. The mission was to make practice bombing runs on a designated target anchored in Cape Cod Bay. According to the navy report of this incident, the training-flight was termed a “Masthead Bombing Flight”.
The weather was clear with visibility at six-plus miles, with a cloud cover at 8,500 feet.
One of the aircraft, (Bu. No. 42520), was piloted by Lt. (jg.) James Francis Corroon, Jr., and the other, (Bu. No. 42221), was piloted by an Ensign De Masters. Both aircraft were assigned to VF-74.
On the previous day, Lt. (jg.) Corroon had flown over the target during a daylight training flight, and was therefore familiar with its location.
At 2:50 a.m., after both aircraft had finished making their mock attack runs on the target, Ensign De Masters radioed to Lt. (jg.) Corroon that he was returning to base. Corroon answered, “This is thirty-three, Roger, out.” This was the last radio transmission from Lt. (jg.) Corroon. Despite a careful search of the entire area, no trace of the missing pilot or his aircraft was ever found.
Investigators were unable to come to an exact conclusion as to the cause of the disappearance.

Writer/director Kevin Tenney birthed a minor franchise with his Ouija board nightmare original, Witchboard (1986), spawning many sequels and the promise of a remake in 2024. The Grue-Crew brave the supernatural shenanigans to give their thoughts and retrospective on this now cult-classic entry. 
At the time of this writing, Witchboard is available for streaming from Shudder, Tubi, and Freevee, as well as PPV from multiple sources. It is also available on physical media as a Blu-ray disk from Scream Factory.
Every two weeks, Gruesome Magazine’s Decades of Horror 1980s podcast will cover another horror film from the 1980s. This book is available online in some places. On HathiTrust there are the following results for Samuel Packards:
Inn keeper on March 8, 1671 (would likely be Samuel Packard), described on a later page.
Ensign in October 1689 (would be Samuel Packard's son)
Along with varying other results. Of course, in two-page preface, he does not outline his sources. Obviously, some primary sources are used, but which ones? Some other results show a "Samuel Packer" listed as a Surveyor of Highways in 1672, the position of which is described later.

I'd like a reverse verse Stony au where Tony is the one who was frozen in ice. He is younger in this, closer to 24 or 25. The prodigal son of Howard Stark, working together to build weapons for the allied Powers. The Nazis kidnap him, force him to build them a revolutionary bomb. Tony uses the materials at hand, including a couple of stark missiles that had Trace amounts of palladium in them. the Nazis didn't know even know they had that. Tony makes a much more rudimentary iron Man armor, one that is more iron than man, more armor than robot. He breaks free, blows the place to hell, and hijacks a plane. While he's flying over the Atlantic, he's shot down. The palladium in his Arc reactor is the only thing that preserved him in the ice. So he wakes up in the 21st century and everything is a bright and shiny toy store. phones are now portable! And they can access something called the internet! And he goes nuts for the first few days, even weeks. He loses track of time, takes apart old hot rods and new cars and even a Tesla! But when he comes to people and says, let me look at your data and schematics I could check them for you, people politely turn him down. they talked to him as if he wouldn't understand how to change the settings on a smartphone. He figured that out during week 2 of waking up. People treat him like a relic. closest thing to respect for his work during world War II were a couple of historians who asked him about previous projects. Things that he already knew inside and out and how to build blindfolded. And they weren't terribly interested in hearing his ideas for improving current technology. because no one seems to believe that Tony Stark, prodigal son from the 1940s, could ever have a grasp of 21st century technology. Tony attempts to master coding in under three weeks just to spite them. He works on circuit boards. He reads up on the latest scientific breakthroughs. He takes a Google Assistant algorithm. From that, he builds JARVIS.
It's Tony dressing to the 1940s nines. Tony in waistcoats and formal shirts. Tony discovering the comfort of t-shirts, Tony discovering Black Sabbath. Tony harnessing spite and creating prototypes in smartphones and clean technology. Tony buying back Stark industries and telling them that they are no longer building weapons. Because he remembers Yinsen and the Nazis and the destroyed towns.
And Steve is a modern guy. Still old-fashioned in some ways but much more relaxed than others. He was a scrawny guy from Brooklyn who was accepted for the super soldier program. Hydra attacked, Steve survived but the information on it did not. So Steve is the only super soldier. And Hydra is still out there. Nazis who are too Nazi for Nazis.
Steve sasses Tony with modern memes and references. Tony sasses Steve with thick 1940s Big Apple lingo.
Steve walks Tony through third-wave feminism, queer culture, and culture shock. Tony takes to bisexuality like a fish to water.
When Steve's childhood friend, Sergeant James Buchanan Barnes, loses an arm to an explosion, Tony builds a new one.
When Tony thinks about how the world left him behind and drinks too much, Steve shares a glass and lends him an ear.
Together they form a small team with Tony and Bruce Banner as the Science Bros. Hawkeye and Black Widow transfer over from SHIELD. Steve spearheads the training, tactical areas, and on ground missions. They all work together to take down Hydra.
Tony designs and builds the Iron Man suit. It's more man than iron, robot than armor.
They're blowing up Hydra bases left and right. Slowly working out, pulling at the thread of Hydra that has tried to weave itself into the fabric of power that is the modern world.
Hydra sends their best after them. Steve meets Sam Wilson, recruits the falcon. Tony is attacked by a man with dead eyes.
"Rhodey?" He whispers.
The man frowns. "Who the hell is Rhodey?"

50th Anniversary Celebration of RIIL Super Bowls to Kick-off Sept. 1

     A number of events have been planned throughout the high school football season to commemorate the 50th anniversary of the first Rhode Island Interscholastic League Super Bowls.
     From 1932 to 1971, the RIIL did not host a post-season football tournament. Instead, the team with the best regular-season record was declared the champion. That all changed in 1972. On Saturday, December 2, 1972, Cranston High School East and Woonsocket High School faced off in the Class A Championship at Brown Stadium, with the Thunderbolts of Cranston East defeating the Villanovans, 35-8. Earlier that day at Pierce Stadium in East Providence, Middletown High School and East Greenwich High School played in the Class B Championship, with the Islanders of Middletown prevailing over the Avengers, 20-7.
     To commemorate the 50th anniversary, the four schools that competed in those 1972 championships will reunite to play the first Injury Fund contests of the 2022 high school football season on Thursday, Sept. 1 at Cranston Stadium. Middletown and East Greenwich will play in the first round-robin matchup at 6 p.m., followed by Cranston East and Woonsocket at 7:30.
    Players who participated in the first Super Bowl games are invited to attend and will be recognized as part of the kick-off celebration.
      Those planning to attend Thursday’s games or any of the other 50th anniversary events listed below are asked to RSVP by emailing: [email protected] so organizers can plan accordingly. (Participants are encouraged to reach out to as many teammates as possible so they also can be included in the celebration.)
     Proceeds from Thursday’s games will benefit the Rhode Island Interscholastic Injury Fund, which provides financial assistance to athletes, coaches or officials injured in sanctioned interscholastic games and practices. Established in 1947 and the only organization of its kind in the United States, the Injury Fund defrays the cost of medical expenses not covered by the individual’s insurance. 
    Other events planned to celebrate the RIIL Super Bowl’s 50th anniversary:
·         November 16, 2022 – Providence Gridiron Club Super Bowl Dinner at Quonset “O” Club, 200 Lt. James Brown Rd., North Kingstown: Participants from the 1972 Super Bowls are invited to attend. RSVP to: [email protected]
 ·         November 20, 2022 – RIIL Super Bowl Sunday, State Championship Game at Cranston Stadium (1 p.m.): All participants of the 1972 championship games will be recognized at the State Championship Game. Please RSVP if you will be attending to: [email protected]

I have been working on a giant project as a follow-up to this post where I redesigned Alpha Squad in the Halo 4 customizer, and I have finally finished the bare bones of it and consolidated the pictures into an amount Tumblr won’t hate.

Some of these agents appeared in Temple’s murderfridge, but I have no way of telling who’s who and no access to any armor that’s in Halo 5 but not in Halo 4, so I just yote them all and started over.

And then we get into my OCs starting with Bravo Squad. Georgia was an absolute dick in Season 14, so he gets to be an incompetent and self-important white boy followed by eight increasingly terrifying women and one himbo. Michigan is a nonbinary Jewish person who chose that name because I, a nonbinary Jewish person, think it’s a fucking awesome name. California does not have a name yet because I have a very specific facecanon in mind for her and I’m waiting to hear back from a direct source on a respectful name for her background.

Charlie Squad is entirely OCs! There’s Arizona (CPL Naomi Blum), Kentucky (LT Miles Parker), Oregon (Dorian “Dory” Teague), Mississippi (SGT Justice Hawkins), Arkansas (SSG Noelle Abrams), Vermont (SSG Colby “Cheese Man” Leafield), Oklahoma (SPC Skylar “OK” Ned, ODST), Wisconsin (CPL Ernst “Ravioli” Kasperson), Rhode Island (SPC Lovel Short), and Montana (SSG Daisy Feng).
Dory doesn’t have a rank because he was recruited straight from mercenary work. You might recognize Montana from this fic series I published recently featuring North/York/Montana.

Delta Squad has a familiar face (potentially a second if you’ve seen Zero, though I forgot that guy’s real name, if it was ever revealed) and also, accidentally, the most agents that look alike. There’s West Virginia (COL Rasmus Lucassen), New Mexico (SSG Lars Korhonen), Utah (LT Oriole Vives), Pennsylvania (SPC Sladjana Novak), Puerto Rico (CPT Dina Abbing), New Hampshire (SPC Phoebe Daugherty), Delaware (SGT Jeremiel Carver), Alabama (SPC Priyanka Devi, ODST), Illinois (SGT Roger Lennox), and Maryland (SPC Tuana Demirci).

Echo Squad has the triplets, but I wanted to mix it up a little. Ohio (SPC Vera Czajkowski) actually leads this squad, with Idaho (CPL Ezra Katz) as her second. After them are Alaska (SGT Faraj Nejem), Colorado (SPC Marvin Cole), Minnesota (SSG Anton Peerenboom), New Jersey (CPL Kyung-Hee Moon), Nebraska (LT Armann Gunnarsson), Virginia (SGT Zarina Zaman), and then Iowa (PFC Michael Gutermuth, ODST) at #49, followed by Missouri (PFC Fabiano Necchi) at #50.
After the triplets are abandoned, this squad falls apart in a major way and all the other agents in it leave or are made to leave.
(I want to start leaning into the leaderboard really just being arbitrary bullshit but not starting that way in my writing, and the not starting that way is most clear with Echo Squad.)
And, then, because I used Puerto Rico but haven’t seen anyone use any of the other inhabited US Territories in RvB before, I also put together the Quality Assurance Squad, aka the Counselor’s snitches among the non-agent personnel, the crew running the day-to-day of the Mother of Invention and, later, Freelancer Command.

This is Guam (CW2 Isabela Hernandez), American Samoa (CW2 Lee Michaels), US Virgin Islands (CW2 Ulysse Desrosiers), and Northern Mariana Islands (CW2 Erik Bergstrom). They’re not a part of the leaderboard and most people - including the other agents - don’t actually know they exist. They all report directly to the Counselor, but Samoa, Virgin, and Mariana also all report to Guam. Mostly, though, she’s only in charge of Quality Assurance as another one of the Counselor’s experiments, they’re all equally capable. Of all Freelancer personnel aside from the Director and Counselor, these four know the most of what’s going on - and they actually are encouraged to work together as a team - but they still don’t know everything.

All You Need to Know About Matchups!

Hi y'all!
This account is solely for matchups for several different fandoms. That means requests for imagines, oneshots, headcanons, etc. will NOT be taken.
Here are some basic things to know about requesting a matchup!
Unless otherwise specified for a certain fandom, a request yields one romantic pairing AND one friendship pairing as well as information on why I think you work well with the individuals I choose. Of course, if you only wish to receive either just the romantic matchup or just the friendship matchup, just let me know!
You can request matchups for several different fandoms at once! For each fandom you request, I will match you up with one romantic partner and one friend unless you request differently.
You can ask to exclude any character(s)!
