He would probably stay back on Cybertron with a deeply pining Orion Pax and working with Rung as a requirement and other scientists to deal with the various problems. He's different and needs explicit ethical requirements outlined ahead of times but willing to work with people and acknowledges that Orion was important to him and remains so but things are different.

(He and Zeta are having a secret war between them for influence and Shockwave "cleaning up" with his mind calculating to prioritize Orion until he realizes his logic tree has been compromised which is interesting but does not correct as he sees it doesn'tinterfere with larger goals.)

Starscream and Megatron are on good terms and there was never betrayal from either side just the kind of trust that let Megatron trust Starscream with the lives of their entire movement. These two just constantly in each others picket and commenting about Orion's terrible love life. These two are living and Starscream is enjoying politics and gently bullies Megatron into getting medic training to help show their bright new world.

Cue Ratchet and Megatron side shenanigans while Starscream drags Soundwave, well Ravage, into political representation.
