After loosing so many colleagues, it would make sense he desperately wants to feel you, make sure you are there with him, not a dream nor memory, his mind can’t trick him so cruelly if he can literally touch you and make sure you are not only alive but well.

Of course it would be gradually, after all his mom was a prostitute and it could be assumed he had some sort of trauma from being so young and exposed to such cruel world, so at first he most probably hates the idea of touching and being touched.

After a while, it would eventually come to him that the way he feels the safest is when in contact with you, not that he feels as if you were stronger and could protect him, but something about feeling warmer? comforted?

It would start as just little glimpses of touches here and there, sitting very close so he could feel your thighs touching, eventually developing into holding hands and kisses on your cheeks every so often. After a while though, he would always be touching you, not in a pervy way (although it may be like that sometimes) but more in a subconscious way, just always taking your hand without noticing, laying back on you while you play with his hair, hugging you by the hip to pull you closer.

He feels safe when you are safe, touching you is (consciously or unconsciously) a way for him to make sure you are ok, that if something ever happened you are in reach distance to be protected.
