Okay but one of those mob aus where the mob boss finds/is given their partner but this time its Peggy as the mob boss and Steve is brought in for 'disrupting the order of things'.
He's a scrawny thing, she can see his ribs when his dirty shirt lifts up from shoving Dugan back. There's a cut on his cheek and his eye is bruised, lip swollen, but more importantly there is fire in his eyes.
He's wanting a challenge and he found the biggiest one.
Peggy tells everyone to leave them alone. Dugan and Bucky hesitate before she tells them more firmly to leave, that she'll be fine.
"My men tell me that you were fighting them when they were handing out supplies. Did you intend to steal them for yourself? Sell them to the less fortunate to get some profit?" Peggy asks in a bored tone.
Steve's nose wrinkles and he steps closer to her but she doesn't even back down from where she sits. He spits at her feet. "Hell no!" Oh, there's that thick Irish accent. She didn't except it from one so small, in such a deep tone. "They're lying! I saw 'em stealin' supplies so I punched him and ran away with 'em! Not that I got far. I was just tryin' to help areas they weren't touchin'. Not that your men do anything good around here."
Now that's a first she's hearing about it but it doesn't surprise her. Peggy had inherited the mob career from her father, after her suddenly passed. She didn't want this job, she wanted to explore, to do something else in life but she saw how desperate the people needed help.
More importantly, she saw how the people were being hurt and cheated and while her father always said it was important to impose fear in others, not like this.
He cheated them, he worked with corrupted politicians. He made life more miserable, just for profit and gain.
She had worked hard in the last year alone to turn it all around. It was a struggle, cutting off supplies, trying to rework it so the hospital was secured and got the help they needed. The people got the supplies they needed, schools were well funded. Things her father said he'd done but the paperwork shows different.
She tells Steve this, more or less, hoping, in some manner he'd believe her. Steve just stares at her.
"Why are you tellin' me this?" He croaks, taking a half step back as she stands up. "You're gonna kill me now, ain't ya? I heard about you. You-you're one of the best shots. Show no mercy."
"i'm not my father, Steven," Peggy replies in a firm tone. "I'm trying to fix what he's done and save the city. I think I could use your help, if you'd take it. You'll be paid handsomely. I need a spy, a mole. Someone who knows the outside. Knows how it works, from your point of view. I know I have some men who ignore my orders and still runs this as though my father was still in this seat. I could use your help. What do you say?"

I have a head cannon
Steve and Bucky started dating in the 40’s but then Bucky went to the army and they broke up so that if something happened to Bucky Steve wouldn’t be as upset (horrible plan) but then Bucky came back and he and Steve kinda got back together but they weren’t officially a couple or whatever and Steve kinda liked Peggy and then Bucky died so then Peggy and Steve got together and then he went into the ice and Peggy moved on after a few years and became a badass Queen
Fast forward 70 years and Steve was still thinking about Peggy but she wasn’t dead and he was happy that moved on but then he was also still sad about Bucky dying and then Bucky came back and they both wanted to get back together but a lot had changed so then they were kinda just friends with benefits but Bucky wanted to be more and then infinity war happened and Bucky got dusted so Steve was really sad but he tried to move on and then Bucky came back and Steve didn’t want to lose Bucky again bc he lost him like 4 times already and he was stupid so he went back in time to see peggy but he never forgot about Bucky
But Bucky thought Steve left him bc he didn’t like him anymore and at that time Sam started liking Bucky but didn’t think Bucky would like him back bc of Steve. So he tried to get closer to him but bucky kept pushing everyone away but then in tfatws they got closer and bucky started liking Sam but thought he was betraying Steve by liking Sam and he didn’t want to do that and he also thought Sam was straight. Then things happened and they confessed their feelings (aka: Sam kissed Bucky after Bucky said that he hated himself and was unlovable)

The first time Peggy saw him, she knew that skinny blonde with a deep voice that carried over the sounds of the crowd, would be her husband.
He was the smallest out of the group of people, with short, cropped hair, like he’d done it in front of a bathroom mirror himself. His bangs were uneven and he kept trying to pat it down, like he was nervous about it. When he turned and caught her staring at him, his cheeks had turned a beautiful shade of red but he smiled at her.
That smile caused her heart to jump straight to her throat and was the reason she abandoned talking to Jarvis and Ana, waltzing over to him. His group of friends just stared at her as she stood on the outside of the group, a bit awkward before the man with the metal arm nudged the blonde and nodded behind him.
“You got a guest, Stevie,” he pointed out, nodding again at Peggy. “That chick that was starin’ at you is here.”
“She-what?” Steve’s voice pitched in nervousness as he turned around and found her staring at him with a comforting smile. 6’0, muscular, even under her uniform, he could make out the muscles along her arms. He quickly snapped his mouth shut, ears turning red. “I-, uh...”
Of all times for his brain and mouth to stop working, it had to be now.
“Well, we’ll leave you two be,” his friend teased, musing up Steve’s hair. “Call us, Stevie, when you’re ready to meet up. Ma’am.” His friend nodded in her direction, throwing his arm around the shoulders of a taller blonde and dragging him out of ear shot.
She was sure they were going to eventually find a way to listen in on them.
“You-you-what do you want?”
The words were stammered out of him, his eyes going wide as he realized what he’d said. She swore they were about to bug out behind his glasses if he wasn’t careful.
“I’m sorry!” He squeaked, taking a half step forward. “I’m so sorry, I didn’t mean it like that, I just...” He groaned and ran his fingertips through his hair, seeming more frustrated with himself.
“What’s your name?” Peggy asked, smiling at him, not at all a bit offended. “You don’t have to apologize. You’re nervous and I overstepped my boundary by coming over here. I just...couldn’t help it.”
“Couldn’t help it?” He questioned, head tilting to the side to remind her of a curious dog. “Oh, uh, I’m...I’m Steve. Steve Rogers. We’re, uh, just visiting? My-my, uh, my friends? We’re just visiting my friends.”
Damn - well, it was a long shot anyway with how adorable the man sounded. Visiting meant he would leave soon, he clearly didn’t live around here. She should’ve known based on that Brooklyn accent.
“Steve Rogers, then,” Peggy chuckled, holding her hand out and gently shaking his smaller ones. “It’s a pleasure to meet you, Steve. I’m Peggy.” She let go of his hand, rubbing the back of her neck. Now it was her turn to be embarrassed. “I couldn’t help it, something about you...intrigued me. I know you’re visiting people, but would you have time for a drink tonight? My treat.”
Steve stared at her, mouth coming open again. He was beautiful, those baby blue eyes had the soul of the sky in them. “Are you...asking me out?”
The poor guy looked pale and started to waver in place before Peggy caught him and led him over to a nearby bench. “Steve, darling? Are you alright - what?”
Steve nodded, jaw gritted slightly. “Y-yeah, I...” He turned his head, clearing his throat. “I-I’d love that. I just...I...Meet you here around five?”
She barely got to nod before Steve kissed her, surprising them both and bolting away.
Peggy sat stunned on the bench, glancing up at Jarvis and Ana as they sat on either side of her. She couldn’t help obsessively touching her lips. He’d kissed her. That little nervous minx had kissed her.
She had to get to know him now.
“We couldn’t help but to watch,” Ana said gently, patting her thigh. “That is an interesting fella. Handsome, but interesting.”
Peggy just had to silently agree, squeezing Ana’s hand.

“You fainted? From Carter asking you out?”
Steve’s ears turned red as his friends laughed at him, Bucky being the loudest. He punched the man in the arm and nursed on his coffee. “I couldn’t help it! I don’t get asked out often and panicked! I’m lucky I didn’t have a nose bleed.”
“I think it’s amazing that she asked you out,” Clint chuckled, ruffling Steve’s hair. “We’ll just have to fix you up for your date tonight with a woman like her. Who knows, maybe you two will get married.”
Steve rolled his eyes at that thought. Who in the world would want to marry him? He’d have to be point blank with Peggy - tell her that he was trans and hope for the best.
“You two are not doing my hair or clothes again,” he grumbled, nursing on the last of his coffee. “I’m going back to the hotel, don’t wait up.”

He could just tell her, it was fine. She was interested in him then, she’d be interested in him now. He just had to be honest, he couldn’t beat around the bush. He just...
“You’re awfully quiet,” Peggy mused, stopping them in front of a small pub, with barely any people inside. “Is something on your mind?”
He liked the pub, it was quiet, didn’t have so many crowds and loud people shouting. He liked the simplicity of it. He loved how beautiful Peggy looked in her red cocktail dress and red lips. He was sure he’ll envision those red lips forever, even as she never wanted to see him again.
Steve didn’t drink, which Peggy understood. He didn’t mind she drank either, he just never had a taste for that stuff. As they sat opposite of each other, with a basket of fries between them, he couldn’t help but to stare at her.
He didn’t want to ruin this thing between them but he already was by being so stuck in his head and she was staring at him with concern and -
“I’m trans!” Steve barked out, in a quiet moment of the pub. A few people turned to look at them before going back to their conversation. He didn’t realize he’d fully sat up, nearly out of his seat, slowly lowering himself and shoving a few fries in his mouth to have something to do with his hands.
Peggy was quiet for a moment, moving her mug of beer aside to reach over and take one of Steve’s hands. He had the long fingers of an artist. “Thank you for telling me,” she said sincerely. “I’m honored that you told me, someone you don’t know and if you must know, so am I.”
There was a stilled moment between them, before both of them started to laugh. The nervous energy was now gone, replaced with a mutual understanding of each other. More so, then most people could understand.
“You’re beautiful,” Steve choked out in between the small hiccups of laughter. “But this...this is insane. Only people who know are my friends and my Ma. Ma even helped me put together a makeshift binder when I first came out - ace bandages.” At Peggy’s pinched face, he shrugged. “I know, I know. They’re not the best and dangerous but it was a comfort thing. And my hair...”
He touched it again, Peggy’s hand slowly bringing his down to run her fingers through it. “My friend’s wife, she does hair quite well. She’s taught me how to braid my own and was so patient with teaching me. She’s even adjusted my clothes for me and made me a few dresses. I bet she wouldn’t mind doing your hair - I mean she’s already called you handsome. You are, by the way. Very handsome.”
Steve’s face was the color of her dress as she leaned over the table to press a gentle kiss to his lips, paying back the favor from earlier. “And a great kisser,” she added.

“Absolutely handsome,” Ana hummed as she spun Steve around in his barber chair, scissors in hand. “That’s what you are, but, Steven, never try to cut your own hair again. I’ll do it from now on.”
Steve didn’t have the heart to tell her that they were only visiting for a few weeks before he had to go back to Brooklyn and start his new job as a bill collector for Dr. Strange’s office. He was lucky Strange had even agreed for him to have this little vacation before he started, making sure to remind Steve that it was unpaid.
He wasn’t looking forward to returning home even before he met Peggy, simply because of the idea of talking to countless people, trying to get money, knowing half of them couldn’t afford the doctors but had no choice but to go... It was too heartbreaking to even think about but they were just about the only people who would hire him.
“I’d like that, ma’am,” Steve breathed, drawing himself out of his thoughts as Ana snipped off a bit more of his bangs.
Ana simply smiled at him, looking over his shoulder to where Peggy sat on the couch, watching her work her magic. “Are you two going anywhere special tonight?”
Steve hummed at the thought, glancing over to Peggy too. She was breathtaking as ever, no matter what she was wearing. After their drinks at the bar, she’d taken him to some of the sights and eventually to her home. Nothing happened beyond them cuddling on the couch, Steve borrowing a pair of Peggy’s sweats and t-shirt after a shower. They’d ended up falling asleep, where he woke up to missing 13 calls from Bucky.
"I think she said something about an old dance hall called the Stork Club, its supposed to mirror the one that was in New York during the 40’s.” Steve tried to keep from showing how nervous he was, never having danced before. He was afraid of stepping on her toes.
“Ooh, that’s exciting,” Ana purred, drawing Steve out of his thoughts. “I met my Edwin at a dance hall. Out of all the men that asked me to dance that night, he was the only one polite about it. Everyone treated me like I was their last option and that I should be grateful for it.”
The way Ana’s nose wrinkled with disgust and her eyes rolled, Steve chuckled. He understood that feeling.
“What truly sealed the deal for Edwin and I - a gentleman, and I do use that term loosely, decided to tell Edwin that I was...well, a very indecent term for the likes of me and Peggy. Edwin didn’t hesitate before he broke the man’s nose and told me that he liked me for who I am and had been getting up the courage all night to dance with me. I knew right then and there that he was the one.”
Funny enough, Steve felt the same about Peggy. Even if their story involved him nearly fainting when she asked him out. “He sounds like a keeper,” Steve sighed, feeling more comfortable with Peggy’s friends by the minute. “Does Mr. Jarvis happen to have a suit I can borrow or know where I can get one? I’m afraid I didn’t bring many dress clothes and I don’t trust my friends to help me. The last time they sent me on a date, I was wearing a bright orange suit! After that fiasco, I invested in these lenses that let me see color.”
Peggy’s laughter is all he needed to feel more relaxed about tonight, even with Ana being too excited and leaving to ask Edwin if he could help them.

The dance, Steve figured, was a huge success.
Jarvis had helped Steve pick out a perfect suit that complimented his body, even stood aside to watch as Peggy tried to teach him how to tie a tie. Ana had lended Peggy a beautiful black and green velvet dress that matched Steve’s suit quite well.
Jarvis didn’t even say a word about Steve’s binder, just gently reminding him to cough often and to not wear it for so long.
“I don’t want to go home,” Steve admitted that night, finding themselves back at the same pub, another basket of fries between them. “Back to a shitty job I’ve yet to start, back to feeling...unseen and small and I know it’s ridiculous, because we just met, but you...you and your friends help me feel seen and loved. I mean, not that Bucky and ‘em don’t but you...you’re different, Peggy.”
Peggy slid the whiskey she was sipping on aside, pulling Steve into her lap, now that they sat beside each other. She sighed as she held onto him, smoothing his hair back. “I think I can agree, but we both have a life we need to attend to. We can’t play with this fantasy forever - no matter how much we want to. I don’t want to see you go. You’ve given me...the best days I’ve had in a long, long time, Steven. I don’t want it to end.”
She pressed a kiss to his temple, slowly tipping his head back to press a slow, soft kiss to his lips. Steve sighed into the soft press of her lips. “Then we don’t let it. Marry me, Peggy."

For a lot of people Steve's journey in the Cap movies, even in AOU, has been about accepting the past and moving on in the present. It was so powerful to me when Peggy said in TWS that the world has changed and none of us can go back. It meant that actually, you CAN move on from loss and start afresh. Now that has been completely undone by the last minutes of Endgame. Don't even get me started on the movie's fatphobia though.

Okay, I’m answering all of these at once, because I’m only going to say this once - consider this post my definitive reply to every ask like this. :)
(NOTE, and I can’t believe I actually have to say this, but all opinions expressed below are my own and just that - MY opinions. You don’t have to agree with them.)
1) Since everyone right now is so into cherry-picking Peggy’s speech to Steve in TWS, and Steve’s speech to Tony in AOU, let’s start there:

Peggy LITERALLY SAYS sometimes the best we can do is START OVER. So, what does Steve do at the end of Endgame? He STARTS OVER!!!
And his response to Tony is because he can’t have what he really wants with Peggy - for the war to be over, to go HOME

Look, I have nothing but respect for all of the people who looked at Peggy’s speech in TWS and Steve’s speech in AOU and used it as a blueprint to move on from their trauma or grief.  I get it, I truly do.
But those speeches don’t mean you just get over that loss and start afresh, it means this is my new normal now, it means, I know you grieve, but you have to make do with what you’ve got.
But as someone who has lost someone intensely important in a very unexpected manner, I can tell you right now, that I would give the moon, the stars, the heavens, and everything else, for five more minutes with that person. And if you offered me a way to do it where it wouldn’t hurt anyone else? I’d take it in a heartbeat, and it’s been almost 8 years since that person died.  And that doesn’t mean I haven’t done my best to move on, it doesn’t mean I don’t love the person I am right now and the strides I’ve made and the friends I’ve made and the relationships I have now. And I am willing to be you I’m not the only person who’s lost someone who would leap at that chance, either. 
So yes, Steve’s decision was perfectly in character, as his grief over his lost chance with Peggy literally permeated every inch of his character in every film he was in - he got a chance to make things right with Bucky, to save him.  He never got that chance with Peggy.
2) We’re gonna have to disagree about Bucky looking depressed, because to me he looked happy for Steve.  It’s clear he knew and approved - just look at the smile on his face when he sees Steve sitting on the bench

3) I am not explaining Alternate Timelines again, but just because Steve can’t stop Every Tragedy Ever from happening in the main timeline doesn’t mean he can’t or won’t work to make his alternate timeline as awesome of a place as possible. Steve wouldn’t be Steve if he didn’t have a cause (and that’s more than half the reason Peggy fell in love with him), so yes, he’d be thrilled to kick ass and make that timeline a better place.  All he told Sam was ‘he had a LIFE’, not he retired and hid out and did nothing for 80 years.
4) If you’re the type of friend who would begrudge your BFF finally getting the chance of a life they missed - even if it means leaving you - then you’re not much of a friend, and probably need to re-evaluate your priorities.
 "To the end of the line" means, I love you, I support you, I’m WITH you and support you in whatever choice you make that makes you happy - not 'you don’t get to leave me ever and if you do, you’re not a friend’.  Especially considering Bucky essentially 'leaves’ Steve first to stay in Wakanda with his farm and his goats. And Steve was nothing except supportive of this, because THAT is what friends do, THAT is what to the end of the line means. Allowing your friends the dignity of their choices, and supporting them

At the end of Endgame, Bucky’s back, he’s healthy, he’s in such a better place mentally, and he’s got people (including STEVE) around him…
which brings me to
5) I’m sorry, but suggesting that because Steve is old now means he’ll be dead soon and can’t offer Sam and Bucky his love and support and friendship is some of the most ageist bullshit I have ever heard in my life.  Steve has the super-soldier serum still running through his veins, so I’m betting he’s still got a VERY long life ahead of him bossing Sam and Bucky (and everyone else) around like the sassy troll he’s always been.
