Maine sighed as the yelling continued. The argument between Massachusetts and New York had been going for what felt like hours. She knew there was absolutely no talking them out of it. This was maybe the fourth or fifth meeting since the war had ended, and they were still arguing over what to do next. Maine exchanged a look with New Hampshire, who shrugged. 

Though, Maine knew in her heart that New Hampshire agreed with Massachusetts. The man had never been one for forgiveness. 

“They committed treason! The law is pretty fucking clear!” Massachusetts shouted, waving her arms. 

“But would we not just be perpetuating a dangerous cycle?!” New York shouted back. “Should we not show them mercy?!”
