There's something I really love about how Alberto, who we later find out has major abandonment issues, acts so sure that Luca is gonna come back at the beginning of the movie. But the thing is, I don't think he thinks Luca will come back for him. It's moreso just that he recognizes Luca's curiosity and figures Luca will come back to learn more. It's why he keeps insisting that he knows so much

Luca: "Have you ever been to the human town?"

Alberto: "No.. but- but! My dad told me all about it, so I'm pretty much an expert."

When they're going to sleep on their first night in Portorosso and Luca starts gushing about the bike and how Giulia taught him how to use it Alberto quickly changes the topic to something he can offer, mentioning how their Vespa will be even better than a bike

Throughout the whole movie Alberto is just trying to keep Luca's interest by showing what he can give Luca. He's never counting on Luca staying around for him, just for what he can give

When what he can give is no longer enough and Luca wants something else (to go to school) Alberto changes tactic and instead tries to make everything (everyone) else seem less appealing by pointing out that Luca is a seamonster and humans (Giulia) would only be scared of him

And even after all that, when Luca comes back, it's not for knowledge or a Vespa. Luca's interest is still school and he now knows that Alberto doesn't know as much as he claims to, thanks to Giulia. But Luca still comes back for Alberto, because Alberto is a friend and Alberto means something to him as a person, not for what he can give.

He's willing to go along with Alberto's dream and leave behind his own and, when Alberto realizes this after they've won the race and gotten their Vespa, he does something he has never done before in the movie. He trusts that Luca will come back for him, not for what he can offer. He gives Luca what Luca wants even tho he knows he won't get to see him for a long time, but he finally is able to trust that Luca will come back and because of this trust he's both able to finally give Luca what Luca needs and wants, but he's also able to do that for himself

Because when Alberto gives the ticket to Luca, Luca's first concern is if Alberto will come with him. And that's something Alberto never realized through his jealousy. Luca never wanted to leave him behind and he always imagined this dream for them both, but Alberto has found a home with Massimo and is finally able to believe in their friendship, so instead of doing like earlier in the movie where he forced himself along with Luca on the bike, insisting that he needs him, he tells Luca that he can do this. That he'll always be there for him
