So, because I've thought way too hard about this over the last few days -

Note 1: Yes, it's totally valid to think that Light will just go down the list of any known yakuza and wipe them out. But I think it's boring to look at it that way, just because it ignores any sort of character analysis. So for this, I'm going to assume that's not the case, and that Majima has a chance to at least start investigating.

Note 2: I've only played Yakuza Kiwami and most of Yakuza 0 (I could've gotten to the ending by now except I'm messing around trying to catch ghost koi before heading into the final portion), so that's the info I'm working with.

Note 3: …yeah I'm absolutely biased right now. But I'm at least going to try to make a case for my thinking. Also please note that I have definitely done a lot of overthinking of Light's character in the past, and also my last fixation before the current one was revisiting Death Note, so like, I am familiar with that series, I'm not arguing one side without knowing the other here.

In Yakuza 0, we see that Majima is crazy observant. In one of his first scenes, he goes to a rival cabaret, looks around a bit, and then proceeds to negotiate a deal with them based on what he's just seen in a span of a few minutes. We also see it in how he learns new fighting styles - even outside of the premise of "seeing this style lets him start using it" (since Kiryu has that as well), there are in-game comments about this: He learns weapons mastery simply by fighting against those weapons and seeing them in action - Fei Hu mentions that Majima seems to learn better this way than by traditional training - and Komeki specifically comments that Majima seems to have an "enhanced perception".

He's also capable of investigating when needed. Yes, there are more ridiculous moments - any number of times when he was "sneaking" to look at rival clubs, loudly announcing his intentions to get a massage when trying to shake people off his trail - but these aren't all we see. Most notably, there was his investigation into finding Makoto in the first place. Granted, he was slightly off, but he still managed to get very close within a day, and part of that was by simply going on a date with someone who knew "Makoto," and putting her so much at ease that she was comfortable sharing where to find them, acting ridiculous to the point of his date thinking he can't possibly be someone who means any harm.

Which carries into the next point, which is that he can be manipulative when the situation calls for it. We see this in his introduction in Yakuza 0 - after his not!fight with the customer, he proceeds to basically strong-arm the guy into paying for everyone's bills for that night, without lifting a finger, while making it look like he's offering this option as a kindness. He is good at reading situations and seeing what's needed.

On the other hand, there's Light. Yes, he's intelligent, and yes, he's manipulative too. He's also, frankly, too much of a show-off. He doesn't want just to eliminate crime, he wants to make sure people know he's doing it - his reasons are debatable, but you can't deny that many of his actions led to people finding him faster.

And I think that's what is going to give Majima the advantage. This guy looks ridiculous - even more so by the 2000s, when Death Note takes place. He's erratic. He doesn't seem like he has two brain cells to rub together, so why would Light waste any time on him? Clearly he won't be any sort of challenge, it won't make anything more interesting.

Meanwhile, Majima would be gathering information and piecing things together, all while maintaining the facade of being clueless.

Would he get as far as learning about the Death Note and Shinigamis? Perhaps not. But could he get as far as finding Light, and then stop the killings by pummeling him with a bat? I wouldn't put it past him.
