I feel this as a Chiss fanfic writer who started in Legends, came back to the same, unfinished story after a gap of over a decade, and now has to reconcile the different "versions" of the same aliens. I had my main PoV character act more formal among humans and other "aliens", most of the time, only allowing her emotions to show around those she was closest to or in private. I think that protrayal still works even with the "new" information gained since then, since there's more than just attitudes to consider, but also the individual circumstances surrounding those attitudes. My OC is a member of the Empire of the Hand, and her circumstances would of course be different from a Chiss in the Ascendency.
Also, a secondary character, my main OC's son, was supposed to be notable in his lack of formality as a Chiss, since he grew up around humans. Now that easy motivation for his character is a little more lost, but is also makes me work harder as a writer, and I think his character has been improved as a consequence of that. Now, he's less formal because of his upbringing and because he chooses to be that way, as a way of sticking it to the more "old school" Chiss who rejected his parents and their way of thinking.
In a side fic of mine, Chiss ruthlessness is very much on display. There's a reason my main OC recruited a Chiss-only team to "deal" with the Noghri after Thrawn's death.
However, I think a compromise can be reached. When we see the Ascendency trilogy and the "new" Chiss, we're seeing them interact with each other, when, except for Outbound Flight, in earlier books we mostly saw the Chiss interacting with outsiders, and then, mostly through the lens of a single character (Thrawn) whose point of view we never got to see directly. It's also directly stated in the Ascendency trilogy that Chiss will deliberately mislead aliens about their culture, like where Thrawn makes up the whole "Family hostage" idea to mislead his enemies. A lot of the more extreme inconsistencies in Legends (like the idea that Chiss reach adulthood at age 10 -- disproven in the new books), could likewise now be retconned as more of this kind of deliberate misleading.
The group-before-individual attitude is still strongly present (most notably with the entire sky-walker program), but perhaps not as jarring when it's not being "translated", per say. The other cultures in the Chaos (their region of space) still see the Chiss as aloof and arrogant, so that coldness and ruthless reputation is still there. We just need to look a bit harder to see it.
Just as later Trek shows and series showed that Spock is an outlier even among other Vulcans -- that Vulcan is not just a "planet of hats" and Vulcans are just as varied, in their own way, as humans, I think it adds to Thrawn's character that he is unique even among his own people.
As a fictional culture gets further explored, of course it will become different from earlier portrayals and expectations. I think the Legends and Mouse Canon portrayals of the Chiss can be reconciled, and indeed, should be. If Timothy Zahn sees no difference between the two "canons" -- he told me at a con I attended last year that he writes all his new books with the idea that the Legends stories can be "re-canonized" at any moment -- why should we as readers?
I get that this is an unpopular opinion, but I’m really not a fan of how the Chiss were retconned from being formal and professional, cool, and a bit stuck up in legends to being #relatable and essentially human (read: American) in canon. For one thing, I liked that they were alien and “other” and lived according to their own mysterious moral code outside the light/dark binary. The other issue is that now Thrawn’s personality, mannerisms, fears, and motives make no sense.
For years, Zahn said that Thrawn is the way he is because he “has an alien mind with alien morals.” Now we have the Chiss doing the pearl clutching over Thrawn’s “colder” actions, actions they wouldn’t have batted an eyelash over in legends (with the exception of his over-involving himself in the affairs of non-Chiss). Rereading Outbound Flight it’s clear how very typical his manner was among his people. His entire demeanor of formality, solemnity, hyper-pragmatism, and capacity for cool ruthlessness was due to his Chiss biology and cultural upbringing. His attitude toward preemptive strikes, his open-mindedness, and his incredible tactical skill were the only things that separated him from the rest of his kind.
I understand that they were trying to make sure that the reader would relate to the POV Chiss characters (as per a Q&A with the editor of the Ascendency novels), but what they’ve done is basically the equivalent of taking Spock, whose behavior is largely due to his (half) Vulcan biology and cultural background, and then decided “you know what? Let’s make every Vulcan but Spock Midwestern Americans in space.”

15 billion miles away and NASA was able to tweak code packages on one of the onboard computers and it worked and Voyager 1 is sending signals back to earth for the first time since November.
