Gabriel isn't above punishment; the whole plot of the show is about Heaven trying to hunt down Gabriel to punish him. He and Beelzebub leave together not because they're powerful, they leave because Heaven and Hell start sniping at each other. And when they finally get around to making real threats, Gabriel is fine with Uriel's punishment ('you can never come back'/'that's the point') and Beelzebub plays on their understaffing and Shax's own desire for power ('If I'm gone, you can be a Duke')

The difference between Gabriel and Aziraphale isn't that Gabriel cannot be punished, it's that he accepted what he presumed his punishment would be. Aziraphale still thinks demons are the bad guys. In the Job episode, he was terrified of going to Hell or Falling. He still wants to be an angel. Meanwhile, Gabriel assumed he was being sent to Hell/Falling and went 'say no more, already ahead of you.' His bags were packed, the Uhaul was ready. In the end, he's happy to never see Heaven again because Beelzebub is enough for him in a way that Crowley isn't for Aziraphale. Whether that's good or bad is another thing, but there were going to be consequences, that's the entire mystery/plot. It wasn't until he realized those consequences meant forgetting Beelzebub entirely that Gabriel made a run for it.

And I've not seen this talked about much either, so can I bring up what a messed up punishment 'Jim' is? He's played for laughs and I love a good himbo, but it doesn't feel as dire in the narrative because his memories are still around and this was something Gabriel did to himself pre-emptively. If Heaven had wiped him, he wouldn't recover. The furniture would have been taken out back and burned. Without his memories, Gabriel/Jim does whatever anybody asks, including things that will harm him. Crowley straight up told him "kys" and he went to the window because he thought it might somehow help. He went out to the demons as soon as he realized they were looking for him. He has no sense of self preservation and is incredibly open to manipulation, any memories he does dredge up except for the Beelzebub related ones cause him pain, and the only reason it doesn't turn out worse for him is that Aziraphale and Crowley are decent ethereal beings who do not take advantage of that - something I don't think would be true in Heaven given their intent to punish him.

He's still a dick for what he did in the past and still self-centered (although imo not that much more than S1 Aziraphale and Crowley, I think the view that they did it all for humanity's sake is a bit revisionist), but he wasn't above consequences. The behavior of the other archangels clearly demonstrates that Falling or getting removed from Heaven is meant to be a punishment even for the highest among them. And they were ready to do worse when they thought they could cover it up.
