act as though Bean and Bark are villainous/anti-heroic/mercenaries

portray Bean as an unhinged, fourth wall-breaking Deadpool expy

literally all of this comes from the Archie comics. supplementary materials for Sonic the Fighters actually have Bean and Bark down as being Sonic's friends and they had fuck-all to do with Fang before Ian Flynn decided to introduce them into the comics.

Random question: where does the "the mandates are a lie" claim come from?

Basically? Fan derangement.

There are fans who absolutely, totally and utterly refuse to believe that SEGA actually would have rules for how their license is use. The writers not indulging the personal headcanons/preferences of these fans is an affront they cannot tolerate, so rather than accept that what they want/expect is incompatible with what SEGA actually wants for the comics that feature their mascot, they prefer to indulge this cockamamie notion that the writers (basically Flynn because he is at the epicenter of these peoples' neuroses) are actually lying about the fact that there are mandates and are simply doing whatever the hell they want.

So yeah, Freedom Fighters not showing up? Its not because SEGA presently doesn't want to use them, oh no, its because Flynn hates them! Your favorite ship not being in use? Nothing to do with SEGA not caring about romance in general for Sonic or any of the main cast, its TOTALLY because Flynn is biased towards Sally/Amy/That Background-Character-Who-Looked-At-Sonic-Briefly. Likewise, Eggman not dying is due to writing incompetence rather than him literally not being permitted to die ever. And then there's the fuckery with Shadow...

Not helping matters is that these same fans are the kind of people who can't wrap it around their heads that said mandates would also be subject to change- that SEGA can in fact change their mind about stuff and what they are willing to permit. So rather than accept that contradictions will arise because of this, they just tell themselves its all lies and that the writers are just doing whatever out of malice.

It's just... the absolute worst kind of entitled fan-insanity, and that's all it really amounts to. Its just easier for these people to turn the writers (Flynn) into active villains than accept that SEGA approves of everything that goes into the various comics, including the things these fans DON'T like. Particularly since the writers are a lot easier to reach than the heads of a video game company.

It's pathetic beyond measure.
