I've always thought the Ex-Wife was a bit of a weak joke. There are basically two ways to interpret this gag and neither of them really work for me.

1 - Rhodey used the Ex-Wife incorrectly. When hyping up the rocket, Hammer described the Ex-Wife as a bunker-buster. Rhodey reminds us of this when he's powering it up.

Bunker-busters are meant to be fired from a long range because they're very powerful missiles designed to collapse bunkers. By shooting it at Whiplash from too close, Rhodey didn't give the weapon the time it needed to arm and detonate its charge.

The problem with this explanation is that Rhodey is an experienced military professional. You would imagine that he knows how to fucking use a bunker-buster missile and wouldn't make a mistake like this.

2 - The Ex-Wife fails because it's Hammer Tech, and Hammer weapons are trash. This is the explanation the film actually intends. Tony literally says it out loud, and Rhodey reluctantly agrees with it.

The problem with this explanation is that all of Rhodey's weapons are Hammer Tech. His shoulder-mounted minigun and wrist-mounted machine guns? Hammer weapons. And they've been doing their job just fine.

It's only the Ex-Wife that's bad. The bottomless minigun that pours infinity rounds of ammunition into Rhodey's opponents? All Hammer, baby. But all Hammer weapons are suddenly bad now just for the sake of this punchline.
