THE INTERVIEW (PART 2)

Before we finished the interview we asked Sec. Garcia aboutplans and or projects they conduct in preparation for calamities. According to her, they do drills to promote awareness and practices that enhances the community's preparedness when tragedy comes.
Besides the practices and drills, they also post guidelines on what to do when calamity arrives and uses the public address to let the people know the current situation of the barangay. The public address is one of the most important and helpful device that the barangay possesses. The barangay also have first aid kits and are complete in equipments needed for rescues and such, and they also have prepared relief goods that are ready to be distributed to the public when major calamity stikes the barangay. All in all, the barangay is prepared for whatever that's to come in the near future, it is only up to people on how they will react to sudden situations--if they will follow sheer intuition or follow the barangay's safety protocols for a more oderly and less-chaotic experience.
Sec. Garcia also gave us a copy on the barangay's recent earthquake drill and how participation from people on the places near it are present and how attentive the community is.

COMMUNITY WALK
For the last and final part of this blog, we went on a community walk and one of the most hazardous place that i could ever think of are the road constructions that are happening, because of this, floods are more likely to happen than before.

And if there's a hazardous place, there's a safe place, and the safest place i could ever think would be the street that i go home to always. Where road works are not prominent, traffic is rare, and where people are almost always in their houses.

For the module 4 in NSTP, we were tasked to visit our respective barangay(s) to conduct an interview regarding their DRRM (Disaster Risk Reduction Manager).
Since I'm currently living in a dorm/condo in manila, ive decided to visit the nearest barangay there is which is the Batangay 397, Zone 41, District 4, in P. Noval st., España blvd.
INTO THE OFFICE
Before entering the barangay's office, there's a board just outise of it that contains all the informations that the masses should know such as the:
- Budget of the barangay
- Posters in correlation with the BDRRM (Barangay Disaster Risk Reduction Management)
- Schedule of the patrol group

And upon entering the office, there are 2 televisions that are used for monitoring the surveillance cameras, and a public address that's used for important announcements such as warnings for incoming calamities, public notices and such.

For the interview, we were able to have a 16 mins. long talk with Sec. Stella Garcia and in the whole duration of our talk i was able to get a lot of information despite the small amount of time weve spent in the interview
IDENTIFICATION OF HAZARDS
According to Sec. Garcia there aren't any major calamities that currently struck the barangay except for the major ones like Bagyong Ondoy. Calamities that mostly occur in the barangay are floods only. Although people are constantly worried about "The big one", earthquakes rarely occur within the perimeter--and if it does happen, UST's open grounds are open to the public as a safe space to evacuate to.
The barangay gets the news about nearing and or future calamaties from various mediums such as televisions, radios, social media and the like--on the dissemination of notices, the public address that i mentioned above in the "into the office" is a very helpful device on letting the public know about the calamities that are nearing the barangay, and media is always there to keep us posted about the weather forecast.
VULNERABILITY, ELEMNT, AND PEOPLE AT RISK ASSESSMENTS
Since it was said that earthquakes rarely occur than major floods, the places that are more likely prone to major destructions are those that are located at lower grounds that doesnt have any accessible location for evacuations such as 2nd floors when the flood gets higher. The majority of calamities that occurs in the barangay are floods because of clogged canals and road constructions. Due to this, people that are located near these places that have this problems should be more cautious all the time.
Stores, just like homes are also one of the many places that can be victims of such tragedy. Unable to operate or open their shops given the current situations they face and those who get their budget for almost everyday from their stores are most likely to suffer more from these phenomenons. If such tragedies like earthquakes were to happen, the safest place people can go to are open areas such as roads and as mentioned before, the open field in UST.
Nnatural calamities aren't the only reason that hinders the growth of the whole of the community, but as well as factors that are almost uncontrollable by the public such as drug users which are very prominent in the barangay according to Sec. Garcia. Collectively, people should look out after each other and be better both for themselves and the whole community.
