like imagine you're the Romulan Empire and these weird monkeys who've barely figured out interstellar travel show up on your doorstep in the equivalent of a shipping container with missiles strapped to it, kick your ass in front of everybody, and then start a friendship club with 3 of your neighbours who all hated each others' guts until like a year ago. now I understand why every Romulan on the show is so angry

How to write ocs that get people interested? I want others to be as invested in mine as I got in Irene, Chloe or Eliza.
That is super sweet of you to say. However, I don't think I can give you a very satisfying answer because I don't write my OCs with the specific intention of appealing to others. I usually make them for a specific story purpose I want to tell and make them into a person I want to read about. If they appeal to others, that's a wonderful side-effect and not the main goal. (Though I am, of course, always very happy about it if that happens.)
But, tbh, I rarely make OCs just for the heck of it; the ones I personally get really invested in are all specifically created for a story I wanted to tell and made to fit that setting/universe/the story beats. If I don't have a story to tell, I usually don't even get all that involved in an OC myself 😅 (Though there are OCs I rarely talk about because I don't plan on making their stories public at all, they are just for my own, usually very dead dove settings that stay on my harddrive.)
I'm sorry I can't give you a to-do list or better advice. I can only say be passionate about your guys and don't worry about being cringe or having to fit them into stuff - tell their story the way you want to, and hopefully, it will resonate with someone. But the most important part is that you love them!

both argument sides are weird to me
I don't understand how anyone would choose clone. A clone is no more identical to you than a twin would be. Genetics isn't everything, they are not another "you." Your experiences shape you as much if not more than your genetics do, you will never be a 1:1 copy as a person simply because you had a different life.
Now, a robot... The question does it even have a soul is meaningless because we can't even tell if humans actually have one. It's a completely esoteric concept, not a biological reality. So if you perceive the world like humans do, feel the way humans do, why would there be a difference? A human brain processes electrical impulses, your robot brain does the same. It's just the hardware that's different.
Both arguments expect there to be some biological truth to what makes a person a person when we usually argue that there is more to people than the body they are born with 🤷
