This is absolutely a scam!
I've seen the same message crop up from different URLs, and a quick search of the person's URL as well as the tag #donation scam to see if anyone is talking about them confirms that this person has remade their blog quite a few times already.
Folks on Tumblr are generally very charitable (a good thing usually) and asking for money has become common, so it's very easy to present a story of someone in distress and make it look legit. The unfortunate reality is that most people who don't just make donation posts but also further go into random people's inboxes are likely scammers. Or even if by some slim chance they're not, they're not effective by being too invasive and overstepping normal donation etiquette, so they need to be told no and not have their actions encouraged.
If you have any doubts, look carefully at their blog, and also search their URL or scam tags to see if anyone else is having the same problem with them. Some scammers, like this one, may fill their blog with a bunch of stuff---reblogs, likes, etc.---to make it look legit at first glance, but their archive will reflect that they are a very new blog and likely made the account solely for the scam. (For this blog, they liked/reblogged a bunch of stuff and made a donation post a couple of days ago on the 18th but have no previous blog history beyond that.)

Don't click any links on these scam blogs, instead just report them by pressing: User Icon/Meatball Menu -> Report -> Something Else -> Illegal uses or Content -> Phishing
