roll spiral from outside in and hot glue together as you go.

cut fabric the length of your leg and wide enough so that you can tie the fabric around your waist
safety pin the fabric at your upper and lower thigh
cut piece of no sew tape so that it fits between the two safety pins
use an iron, steamer or hair straightener to bond the fabric together
when you pull the skirt on, it should look like this. The slit at the top will allow you to tie the skirt around your waist; the bonded seam will fall across your thigh.
cut starfish out of poster board and coat in glue.
cover in glitter.
