Scales of reptiles are typically hardend folds of skin, as opposed to individual structural units. these are known as epidernal scales
development of scales in reptiles is controled partly by a gene complex know as the epidermal differentiation complex. It controls the cornification, or hardening of cells to perform protective functions.

sentencings are rarely important enough to take place at the royal building. most crimes are settled by the guards local to the directional posts (nsew). jurisdictions arent set in stone, so crimes on the disputed borders of the jurisdictions are fought over by the guards commonly. dependant on which guard finds a criminal, the sentencings happen in their square
story 1, setting ideas
kingdoms. not necessarily set in a different time, but definitely a more medieval theme. each kingdom is ruled by a leader chosen based off the opinions of other leaders. while firstborn sons and daughters are commonly chosen, their rise to the throne is dependent on whether the other royals believe they will be compliant and uphold the current laws and values. the kingdoms stem from one original source; the oldest kingdom which is positioned mainly central to the others. all kingdoms are set up in a similar fashion, centralised around the royal building, with many squares (courts) existing in patterns around the center, providing meeting points that are easily accessed by those living closer to the outskirts. in these squares, the majority of sentencings take place. things such as executions happen for the entertainment of the locals, when traitors are caught.

story 1, brainthoughts
should the main character be unusually skilled? is it an overdone trope by now to have the main character beter than all the others with someone who keeps shooting them down? should the mc be on par with the top tiers of her group? or below the top tiers? maybe on par with two others, showing get skill and dedication while still being realistic. a group comprising of only men would be borning and overdone. maybe a few women who are still mid to hight tier skill levels in the group. having any inept people, even for comic relief, is overdone. a more serious group that gets along for the sake of efficiency

kingdoms have similar settings. all stem from a central power which sent out groups to create new settlements (and kingdoms) to conquer as much terrain as possible. as the settlers were from the original kingdom, they build in similar ways in similar locations, as that is what they know how to do. one city has spread up a mountainside as it grew, but its center is below the mountain on a flat terrain
Story 1 idea 1
three 'kingdoms' providing a safe area dependent on proximity. the further from the center of the city, the less valient heros and the more corrupt law enforcement. such as enforcing laws which cannot be upheld under specific circumstances. poor people being arrested for askig for favours, etc. the space between these kingdoms is vast, and travelling between them is dangerous. impossible for normal civilians, a necessary danger for warriors
