Side point: The reason Wanda didn’t accidentally create the Hex in AoU was because she simply wasn’t strong enough to.

We as a society have established in every work of fiction that deals with magic that the user can only perform magic to the extent that they have practiced and/or trained. Wanda has not had time to train.

Wanda and Pietro were locked in cells and observed, not trained. When they joined the Avengers they were just kids with some powers. When she lets go of all that agony in the form of magic, she isn’t thinking about getting Pietro back or reversing anything, casting or cursing.

When she created WestView, however, she wanted Vision back. That’s what she thought about and WestView was a side effect. Billy and Tommy were side effects of her wants/wishes for a quiet, normal life with vision. Obviously her love of sitcoms created the side effect of switching through time and the frequency of the broadcast.

Now that Wanda is studying and training, there’s no telling how strong she could be. She is confirmed to be stronger than Dr. Strange. She took on Thanos head on and the only reason he survived is because he ordered a barrage-style massacre of the battlefield or she would have torn him in half. She could very well be stronger than Thor who had to attack Thanos via a surprise to get a hit off on him.

I mean she all ready learned astral projection, that took Dr. Strange forever.

I don’t think Wanda intended to create Westview.

We see Wanda drop to the ground miserable and suffering. She is in a full breakdown with nothing but sorrow. She’s not angry. She’s not vengeful. She is in agony. When she feels Pietro die in Age of Ultron, she’s feeling agony. Both physically and mentally/emotionally.

When Hayward shows her Visions body, he’s forcing her to feel that agony again. In both instances her face goes blank, then into a miserable expression, and she falls to her knees and screams. In both scenarios she releases a huge burst of power. It’s already been explained she can’t control her powers exactly how she wants to.

I believe that when Pietro died and Wanda let out all that magic, she was dispelling agony. She was dispelling the pain if even for a moment. In AoU that magic had an enemy to destroy. Her mission was to protect. In WandaVision, she had no mission, only the want to see Vision again. She wanted to feel better, she wanted closure.

WestView was an accident. Visions creation in WestView wasnt. She meant to create Vision. She didn’t mean to create WestView.
