I absolutely have to thank @come-along-pond and @ginger-grimm for this idea after I saw Anna’s edit of Poppy’s Elara Admiral. The edit and character were just so good it gave me the inspiration for my first ever Hunger Games oc.

Tarpan Sable of District 10 was eighteen and a mere week from escaping the reapings unscathed when she was chosen for the 72nd Hunger Games. On her nineteenth birthday, she entered the area as the oldest tribute in the games’ history.

Seneca Crane, desperate to prove his ability as head Gamemaker, designed a particularly brutal and unique Game in a building from before the war, the Bella Io. Set up with lights and sounds to distract the players and for the first time, the players arrived far from the cornucopia and each other. Games of chance littered the arena, offering the players food and unique prizes for winning. However, many of the tributes initially refused these in favor of finding the cornucopia. This would prove deadly for four tributes, who arrived at the cornucopia to find the area surrounded by an electric fence, outside of the play area, meant only to taunt the tributes.

One of the weapons won in the chance games was a bolt gun, but the tribute from district one who found it didn’t know how to use it and tossed it away into Tarpan’s waiting hands. Using an ice pick, she modified the bolt gun to be lethal and took out eight other tributes by sneaking up on them from behind and using the gun at the base of their skulls.

After her victory, the Capitol was quick to spread gossip about Tarpan’s “unfair advantage” of being nineteen, sparking animosity amongst the other districts for District 10. The following year, both of the district’s tributes were targeted and slaughtered in the bloodbath.

Tarpan had just settled into her role as a cattle driver back home when the announcement of the third quarter quell came, and in a fit of rage, she knocked over the bowl containing what should have been her and other living female victor’s names. For the cameras, it appeared that she was made the tribute as retribution for her actions, but Tarpan saw the truth. In the chaos after her upending of the bowl, she saw both slips of paper. Both with her name on them.

Samantha "Sam" Williams had to claw her way past her father to join the Quantum Leap project. He knew she was a prime candidate to leap and didn't want her to risk the fate of her predecessor, but after going to their congressional sponsor, she joined the team as... backup. If there was ever anything Addison didn't know and the rest of the team couldn't supply through Ziggy, she would be the best person to guide Addison through any disaster.

But for some reason, Ben leaped instead, and now it's Sam's mission to find him.
