People will often talk about Sanae bringing in knowledge from the Outside World, but it is important to consider the fact that Kanako and Suwako lived out there up to the same point Sanae did. Kanako also has intentions of bringing technology to Gensokyo too, giving her ample reason for her in particular to help spread Outside World concepts. I think Kanako is the one who tries to bring Outside World sports into Gensokyo, but does so in a way where playing the sport qualifies as worshiping her and giving her faith in some form, which ends up often messing with the vibes in some way.

kanako invents a new form of basketball called "yasakaball" where the hoops are little versions of her shimenawa circle. through a variety of strange coincidences this somehow causes yet another incident to be her fault

when it comes to introducing outside world sports to Gensokyo, who’d introduce them to everyone else best? Sumireko, Sanae, or Mamizou?

so my answer is actually probably none of the above. gensokyo gets a lot of outside world magazines and those magazines tend to be the main perspective of the villagers with regards to the outside world, and we know from... i think it was pmiss? one of the info books mentioned that soccer had been getting popular lately

now, of the people you mentioned above, the only one with the real motive + opportunity to teach people to play soccer is sanae. and i don't think she really knows the rules. i think that gensokyo plays relatively normal but slightly skewed versions of many outside world sports that are only further distorted via sanae's attempts to explain what offside is with only two months of playing it at school to go off of
