We start with a 16x16 grid. The middle of the paper is subdivided into 32'th along the horizontal.

Stairstep fold along the middle pleats, fold corners inward.

Sinks along the edge of the pleats combined with mountain folds make the scutes along the edge.

Collapse the folds along the vertical. Stretch folds generate the limbs.
