Yes, of course Roman belittles Seth and tries to diminish his accomplishments??? The two worst things that ever happened to Roman Reigns are Seth's betrayal and Royal Rumble 2015, those are twins scars that have never healed, they've hit those two notes over and over. Roman has never been able to beat Seth Rollins and it HAUNTS him. Seth haunts him, no matter how cool he tried to play things immediately post betrayal it just keeps bubbling up.

"He won't let me let go." No matter what Roman does there's Seth, still tied to him, still succeeding. This traitorous punk who still somehow has the fans singing his music, the fans who Roman pretends he doesn't care about. Roman built a whole faction of family members that was supposed to be impenetrable so no one could ever hurt him again the way Seth did (which didn't even work) and what does Roman do? Throws all of that success away to get one good lick in on Seth.

Roman lost the title because he did what Dean/Mox couldn't, hit Seth Rollins with a chair from behind. And Seth knew he would do it. Seth was COUNTING on him doing it. Ten years came full circle.

Roman lost because Seth wouldn't let him let go. That is some good shit right there

dean: spends years going after seth after his betrayal not just for revenge but to make him feel what dean felt and to remind seth of what he took from them every single day, actually hates hurting seth but does it anyway because he deserves it and because dean's consumed by his loss and at least this way he gets to keep some part of seth, gets his revenge and is finally at peace and able to begin moving on, admits that he's still heartbroken 3 years later but can't hit seth with a chair when he asks and reunites with him because he's always loved seth and always wanted him back, betrays seth in a moment of overwhelming grief and rage and despair and seth lets him do it because he understands the pain he's dealing with and he doesn't want to hurt dean again, still hates hurting seth but he thinks he has to because seth is his weakness and he needs to destroy all the love in his heart so he can't feel that kind of pain again, leaves the company and seth is heartbroken and incomplete without his wrestling soulmate but supports him and just wants him to be happy

roman: calls seth a crossdresser and a virgin, mocks his injury, buries his title

Okay so lucha libre has technicos (faces) and rudos (heels) like most other wrestling, but they take it a step further and also have technico and rudo refs - this looks like El Hijo del Tirantes (Son of Suspenders) who's actually a second generation Evil Ref carrying on the proud(?) legacy of his pops, Tirantes.

So yes, he's always like this. If Tirantes is reffing, everyone knows shenanigans are a comin', and if he's reffing a Lady Shani match there will be EXTRA shenanigans because they have a blood feud. If AAA and NJPW were speaking he would be in House of Torture.
