Elise has Iblis housed inside of her by her father, who had to do so in order to keep Iblis at bay and not merge with Mephiles. It's established that if Elise cries, Iblis will get out. It's not explained exactly why but the logistics here make enough sense to extrapolate why this happens. My theory is that Iblis is affected by the emotions of his host body, so if Elise is upset, he also feels that, which may cause him to become uncontrollably aggressive leading to his escape. Iblis doesn't seem to have a consciousness unlike his counterpart and he only acts on instinct.
Crying is also symbolic of losing control of yourself and letting out your emotions. Hence, losing control of Iblis and letting him out.

The Sonic PICT artwork made for White Day 2020 depicts Tails buying a variety of mint candies in a store in Station Square. One of the patrons in the background is a human man, who, according to the artwork's notes, is intended to be a specific NPC from Sonic Adventure (1998), that being the father who couldn't return home to his daughter due to the train workers going on strike.
The book SONIC THE HEDGEHOG - Life in Sonic's World, which collects and details each Sonic PICT piece released up until June 2021, specifies that he's buying a gift for his daughter to apologize for worrying her.
