At the end of Rebellion, Homura seals Sayaka’s memories to prevent her fighting back, but doing that doesn’t actually stop Sayaka from being from the Law of Cycles.
So any involuntary traits of being what she was would still probably be active despite her not knowing why and, because Oktavia and Sayaka are connected, but separate beings, Oktavia was unlikely to be affected by Homura’s magic and could be the one that restores her memories.
Oktavia showing up in her dreams and in water reflections trying and failing to make Sayaka remember until the day that Sayaka’s fake soul gem darkens and Oktavia can use that opportunity to manifest properly and bring her back.

When I saw The Umbrellas of Cherbourg again a few years ago, it struck me: it’s exactly the same ending as in Splendor in the Grass. I adore that film. It’s one of the most beautiful love stories I’ve ever seen in the cinema. And the end scene is exactly the same as in Umbrellas. He is on the farm, with his dungarees, his wife, the child and she comes back...it was so moving to see that resemblance. I think it is one of the maddest, most audacious films on the subject of love. Particularly for a man to bring a young woman to life in such a way! Splendor in the Grass is so much about unbridled love. The idea that loving can make you insane. That is what happens: you become insane! Going as far as to see her leave for the hospital, because she is dying of love, she wants to die! That film knocked me over. - Catherine Deneuve

I can very easily see mattel just completely upturning things when it comes to cleo and deuce's breakup (see: mh reboot numero uno)
but I feel that this is more akin to the barbie and ken break up like. what better way to manifest a plot than having two characters (who are widely known in part for their relationship together) break up.
