Thinking about the beginning of the chapter

The first half where the babies are born portrays them more or less as, well, babies. Just simple newborns to the world and their circumstances

We aren't shown AFO Baby yet, not until after the scene with the city on fire

I don't think AFO's reaction is for nothing. It's almost like his eyes are widening, registering that he is being left. That he is being rejected

He has a violent reaction to this and after he kills them with his mother's quirk, that's when we're actually shown Baby AFO

His mother left him and didn't respond to his cries (for obvious reasons), he grabs Yoichi and crawls up his mother's dead body with her drills that additionally aid him to get what he can from her

The narration boxes connect the city scene and this scene with "Those who couldn't give him anything were nothing more than nuisances to him", like that group were worthless to him just like his mother was (because she was dead and couldn't care for him or give him what he needed), and while I guess it says something about the supposed origin of future AFO throwing people away for being worthless to him - the want to be supported and rejecting the people who reject him (by having no use, according to him) - I also see it as an effect of neglect so early on in life

Which is made clear when AFO tells Yoichi he killed the Glowing Baby Guy for not deserving his following (being jealous of others being loved), and even more devastatingly so at the end of the chapter when we're shown a similar violent reaction to being left
