Dirty Harry 3: The Enforcer (1976)
The third instalment in the Dirty Harry franchise is the least of them. The villains are not memorable and in general, the plot isn’t as involving as the time Callahan battled the serial killer Scorpio or his evil counterparts. Nonetheless, there are enough good aspects in this film to keep those invested in the franchise coming back.
Inspector ‘Dirty’ Harry Callahan (Clint Eastwood) is none too enthusiastic about his new female partner, Inspector Kate Moore (Tyne Daly), and not just because of her lack of experience. As Moore proves herself full of surprises, Callahan warms up to her, believing that together they can take down the People’s Revolutionary Strike Force (PRSF), a terrorist group holding the city ransom.
The film's winner is Tyne Daly as the newly promoted Kate Moore. You instantly like her and she has a great dynamic with the grizzled, world-weary veteran who, at the beginning of this film has just lost his partner (again). Callahan’s a manly character, the embodiment of masculinity in many ways. When the film begins, you wonder if his aversion to Moore isn’t because she’s a woman. There might be a sliver of truth to this idea, but mostly, it's because Harry doesn’t compromise, ever. He doesn’t believe in it. The public-relations-friendly decision to give female officers the spotlight rubs him the wrong way because to him, only the best should be rewarded. Until she can prove herself capable, he won’t give her the time of day. Seeing the two of them grow until they're on equal footing saves a film that, for the most part, isn’t all that engaging.
Thank goodness Clint Eastwood as Dirty Harry is so watchable. He makes up for villains who never feel threatening despite the powerful arsenal of weapons at their disposal. The detective work needed to put them away is compelling, but only in a “that’s what they do every day in San Francisco” kind of way. You’re much more interested in Moore and Callahan than in the firefight that takes place during the climax. It’s a shame. Had the film been longer by about 15 minutes, it could’ve been great. A scene of Moore ditching her skirt for pants to tackle a greasy, hate-worthy member of the PRSF would’ve done wonders for example. As is, The Enforcer feels like just another Dirty Harry movie. It’s only for the fans. (On DVD, January 26, 2018)
