Cal and Eve are friends in my opinion, in the only way they can be friends. Obvious they cannot be our definition of friends that we normally see in the world, because well... he’s a Prince and there is like... a few steps between him and Eve and a level of decorum that must be observed. They are low key friends though... because they respect each other and they are obviously familiar enough with each other after years living in the Court together. Also, I think Eve knowing she was gonna be married to the guy just was major turn off for her wanting to be more intimate friends since ya know... she doesn't swing that way. 

BUT I totally agree that Red Queen would have been SO interesting if they were allowed to be better, more intimate friends. The absolute raw power that friendship would hold is just unparalleled. I dont think Cal has any friends like that except for Maven tho, which is why its low key so fucking cute that he and Kilorn become so close (like I think Kilorn was his first true friend outside of Maven and I LOVE THAT FOR HIM).
