Firstly, we don't know shit rn and we'll find out more soon.
Secondly, all this shows that the budget cap was barely thought through.
Theoretically, a cost cap makes sense in order to bring the teams closer together. They all have vastly different means that they can spend after all and you can not achieve parity if one team can spend 400 million and the other only 80.
It also makes sense in order to make F1 more interesting to new teams/manufacturers because they won't have to spend those completely absurd amounts of money in order to compete.
It does remove a little bit of the focus off of the development side but that is besides the point. The really issue is that it was absolutely not thought through what so ever!
Looking at how long this process has taken for the 21 season shows that the FIA was in no way ready to actually deal with it. The audit was supposed to be finished in March and it is now October.
This hard cost cap meant that the big teams had to actually fire people or in the case of Ferrari because law said they can't fire them they had to move them to different departments away from the racing team. Only the drivers salaries and the top 3 salaries are excluded from the cost cap all the normal staffs salary fall under the cost cap. And the really expensive thing when it comes to F1 is the R&D time and the engineers salaries.
How they deal with a potential breach hasn't been set in stone ahead of time. Part of this is that the FIA didn't want to tell teams so that the big teams can work out if maybe breaching the cap can actually be beneficial to them but also because the FIA can just make up how severe (within a range) they want the punishment to be once it happens.
And what personally pisses me off the most is that the financial regulations seem to think that a breach in one year only affects that season. Which is entirely untrue. Development in this sport is gradual and an advantage that was gained one season carries over into the next few as well. And how are they meant to come up with a punishment that covers that snowball effect of advantage properly? It really sounds like they just did not think of that fact at all. It's not a situation of a team spent more on let's say the 22 car and all of that advantage is gone in 23. They still have the extra data, simulations, and knowledge and whatnot even in 23 and they can then continue to develop from there even if they ten stay within the cap. That extra time can end up having repercussions until the next big regulation change.
The entire thing taking so long to investigate also just fucks with the punishment timeline. Let's say someone did breach the cap in 21 and it comes out now and they get a development penalty among others. The 22 car was also impacted by that breach and they've already done a lot of the development work on the 23 car. So let's say it reduced the hours a team is allowed to develop in the 23 season then the impact is only seen in 24 for an infringement in 21. That is insane!
And that to me is the HUGE issue with the entire cost cap concept. In theory it's great but as soon as you really start to think about it issue after issue arises. And the FIA have not fully thought it through it seems.
It almost looks like the FIA gambled on the teams not exploiting the rules as if the teams entire purpose wasn't exploiting rules.
So regardless of what happens the FIA will look stupid

The majority of us agree that’s not what F1 should be so we need to write regulations reflecting that.”
Ferrari has professed itself ‘perplexed’ at the pre-season interpretation of the FIA technical department that, having visited the factory and looked at the process used to create the RP20, it is satisfied Racing Point has met the sporting regulations.
Wednesday’s ruling on the Renault/Racing Point case carries heavy implication also upon F1’s revised commercial agreements with teams. McLaren, Ferrari and others argue that the Racing Point model is effectively a customer car by the back door and if customer cars are to be permitted, then the whole commercial agreement – which is otherwise said to be close to being signed – would have to be revisited.

Sao Paulo Grand Prix Preview

Verstappen was complaining about the car balance right until Q3, so I don’t think they optimised their pace either. Starting from 2nd, it will be interesting to see how Max handles the race, will he continue to be the aggressor, or will he protect his title lead, my guess would be the former, as that is what has got him into this position. Their race pace should be closer to Mercedes, so it could be an interesting few races ahead, although the race could easier for him with Hamilton having the penalty. Perez was solid in the end, and you cannot blame him for not beating Bottas, as Max didn’t beat Lewis.
AlphaTauri are doing incredible things right now, at least with Gasly, sadly Tsunoda could not repeat his exploits from Mexico, as he got knocked out in Q2. For Gasly, he will have a hard job to keep the Ferrari’s behind for 2 race starts, but I would guess his race pace should be equal to them. It is also a big weekend for the team, as if they can outscore Alpine, they will go to 5th in the constructors, which for a small team like themselves would be huge!
Ferrari just did what we expect of them now, but having already called this a power circuit, you can clearly see the gains they have made in the engine department. Charles was annoyed to be behind Sainz, as you can feel the rivalry start to build in the team. He had also been making a few mistakes at Turn 4 today, but could bring at all back in line when it mattered.
It was surprising that McLaren did very little soft tyre running in FP1 earlier in the day, and given they couldn’t fight with Ferrari at all, you would have to say it was a mistake. At least they both got into Q3, however, I can’t see them gaining points on Ferrari, unless chaos ensues. Looking back at the speed of McLaren at the start of the year with Norris, it is almost as if they have flatlined in performance, perhaps suggesting a strong focus on 2022.
Alpine did the best they could in their battle with AlphaTauri, but it looks to be in vain, as Alonso couldn’t go any better than 10th, with Ocon just behind him. They need to be wary of Yuki close on their tail too. Aston Martin should enjoy the sprint format, as it gives them more chances to show off their great race pace, which they will need to do to get some points.
Alfa Romeo managed to get both cars into Q2, yet that was all they could manage, as they start to settle for 9th in the constructors. Williams had a horrible day, with neither car reaching Q2 for only the 2nd time this year. The common factor between those two tracks was a strong tail wind in the twisty part of the track, which is a known flaw in that car. Haas were quite a way off given how short the lap it, and Mazepin was very emotional after messing up what was looking to be a very good lap, which gives a hint as to the tough times the team is having.
If any track is going to suit a Sprint format, it should be here at Interlagos, as this is a track which always promotes good racing, and some controversial moments. Would a sprinkling of rain too be too much to ask?
UPDATE: Some breaking news is that Hamilton has been referred to the stewards for a DRS infringement, it sounds like his DRS opened further than the allowed amount. This will likely mean a disqualification, and a pitlane start to change the rear wing, which will be a major dent in the title chances both for him and the team overall.

Two-time Amstel Gold Race winner Enrico Gasparotto has introduced his retirement from professional biking on the age of 38.
The Italian, who took Swiss nationality final 12 months, calls time on a 16-year profession, ending it with a two-year stint at NTT Professional Biking. He turned professional with Liquigas in 2005 and spent three years there earlier than one-season stints at Barloworld and Lampre. He raced for Astana between 2010 and 2015, closing his profession with two years apiece at Wanty-Groupe Gobert, Bahrain-Merida and NTT.
Gasparotto ends his profession with 10 victories on his palmarès, with Amstel Gold Race wins in 2012 (at Astana) and 2016 (at Wanty) undoubtedly the highlights. He was Italian nationwide champion in 2005 and in addition gained phases at Tirreno-Adriatico and the Volta a Catalunya.
In 2008 he gained the Europe Tour rankings after a constant season with Barloworld, whereas in 2007 he marked his Giro d’Italia debut by spending two days within the maglia rosa after Liquigas gained the opening workforce time trial, later serving to Danilo Di Luca win the general.

“Biking has been my life for the previous 20 years: 16 as knowledgeable and 4 as an under-23,” Gasparotto wrote in an Instagram submit on Sunday. “An extended journey during which I used to be capable of journey the world, expertise completely different cultures, meet magnificent folks, and set up honest and profound friendships.
“[It’s been] a journey that has seen me develop and mature, each as an athlete and as an individual, and that taught me what willpower, exhausting work, perseverance, sacrifice and having the ability to stand up after a defeat imply.
“It’s these absolute values that I’ll carry with me and that can information my new path.”
Gasparotto paid tribute to the groups he raced for throughout his profession, saying it was an honour to trip for the seven groups he did, and added that he’ll now have the possibility to spend extra time together with his household.

Gasparotto’s ultimate race was the Vuelta a España, the place he completed 120th general. The Zen of standing trackside in solitude during an F1 practice session opens a window to the reality below the surface froth of a grand prix weekend. It’s out here that the real stuff is happening – right in front of your eyes and in a way that no TV camera can capture. The camera loses the close-up detail as it pans back to give the background perspective. You need both the perspective and the detail to properly see yaw angles and the dynamics of the car, how and when it rotates into the turn, what the fine intricacy of its body language is – and a TV camera cannot give you both, only one or the other.
Stand there tuning into the movement and sound for long enough and differences between the cars and drivers become almost exaggerated, traits very clearly defined. At the most basic level in and out laps are easily distinguishable from attack laps, though on screen even that’s not obvious. Out on track, you can often even begin to identify which Ferrari or Red Bull it is from how it’s being driven, no need even to check the helmet or the colour-coded camera on the roll hoop.
Long run cars heavily-laden with fuel are visibly lazier and less accelerative than the light-footed responsiveness of those on a low fuel run. But that’s just basic stuff; for example, let’s watch how Fernando Alonso is overcoming the Ferrari’s gripless front end at Rivage, Spa’s slowish downhill right-hander near the top of the valley. He’s taking an aggressive amount of speed into the turn and braking hard, still on the brakes as he begins to turn the wheel but then releasing the left pedal quite sharply. As he does this, you see the car’s nose momentarily tuck in to the corner; he’s got the turn-in accomplished without losing too much time, by suddenly loading up the front tyres and inducing a response.
What would normally happen then, however, is that the fronts would become overwhelmed and the car would begin to understeer, but he gets around this by momentarily reducing the amount of lock applied, giving the front tyres a breather before they stall, getting on the throttle to rotate the car further and then re-applying the lock a moment later. Making at least two brief separate corners out of the turn, he goes through like this every lap, tricking the car, keeping it artificially unbalanced, constantly manipulating the weight between the four tyres. It’s not textbook style but is devastatingly effective in getting around this car’s limitations on this corner.
Kimi Rӓikkӧnen at the same place in the same car is driving like a normal human being. His approach speed is only slightly tamer and he keeps the front loaded up under braking to get that initial response from the tyres, but his turn in is more tentative and as he progressively releases the brakes the understeer builds regardless. He nibbles away on the steering wheel, waiting for the message that the speed has dropped enough to give the front tyres some bite and all the while the lap time is bleeding away right there in front of your eyes, his car visibly slower out of the bend. At other slow corners through the season it’s the same story; sometimes Kimi’s speed has fallen so much by the time the front has gripped that he triggers the car’s poor traction as he gets on the power to accelerate out of the corner at places where Alonso’s maintained enough momentum to get around the worst part of the power curve.
It’s part of the driver’s job to adapt to failings in the car if they cannot be improved and in this improvisation Alonso is vastly more effective – and always has been. This is the driver that got to within 0.1sec of a fuel weight-adjusted pole at Monza 2006 in a Renault with severe rear bodywork damage from an earlier-exploding tyre. Left-rear winglet and chimney ripped off and severe floor damage cost what Pat Symonds later calculated was around 0.6sec of lap time. It should barely have been driveable, yet Alonso just incorporated its new traits into his rhythm.
That sort of thing has never been within Kimi’s box of tricks. His ace in the hole has always been his sublime feel for the car through fast corners, especially those where manipulation of the throttle is needed to maximise momentum. In this, his super-sensitivity to the messages coming through the steering is a great asset. In the 2014 Ferrari on the hard tyres into a slow corner, relying on that sensitivity was a liability and it was very noticeable that on the few occasions the tyre compounds were soft for the demands of the track, Rӓikkӧnen was often just as quick as Alonso.
Ferrari’s since departed technical chief Pat Fry has worked extensively with Rӓikkӧnen and Alonso at both McLaren and Ferrari and in Austin last year he talked of their traits and their differing form of 2014. “There are two parts to it,” he said. “One is that Fernando is more adaptive anyway and the other is that the limitation with the car and the tyres specifically hurt Kimi’s way of driving. Often by the time you get the front end he needs into the car, the rear becomes a problem. To some degree on the softer compound tyres it’s not bad – look at Singapore; when he went onto super soft he found a huge amount of time. But generally with this year’s car and tyres this is the sort of problem that compounds. You start saving fuel and you lose tyre temperature and can’t get a balance, then you push and it comes back. Fernando works the car and the tyres and he can drive around problems. The harder you are on the fronts, the better you’re going to be.”
With better front tyre temperatures you can carry more energy recovery from the rear axle because as the brake-by-wire switches the brake bias forwards as the ersK completes its recovery, the fronts are less liable to lock. With under-temperature front tyres you will be forced not to harvest the energy from the rear axle as aggressively by having less rear bias, to ensure a less abrupt brake balance change as the brake-by-wire does its stuff. This in turn will mean you will be using more fuel, having recovered less electrical energy. Which in turn will force you to slow further to keep the fuel consumption on schedule, which in turn can make generating front tyre temperature yet more difficult…. and on it goes, a viscous downwards spiral.
“Kimi was exactly the same at McLaren,” continued Fry. “He was always super-sensitive to the front end. When we had him and Montoya together we had about seven different front suspensions. To get the best from Kimi you need to give him the car.”
Fry’s mention of McLaren’s Rӓikkӧnen/Montoya line-up of 2005/6 triggers another trackside memory – from Monza’s Lesmo 1 in 2005. Rӓikkӧnen would approach the corner and tentatively apply some lock, the car would understeer, but a grippy understeer – where the tyre is still able to accept more lock, which he would then apply later in the turn. Montoya by contrast would arrive and put on a big positive amount of lock immediately – and the fronts would simply stall, forcing him to stay off the throttle much further into the turn than Rӓikkӧnen.
With that car, on those grippy tyre war Michelins, Kimi’s sensitivity to the front end was an asset – thereby illustrating that it’s not as simplistic as ‘this driver likes understeer, this one oversteer’. It’s to do with specific tyre and car traits and how they dovetail with how the driver is physiologically wired up – and lots of other things too.
On the one hand Rӓikkӧnen was less able to deal with a weak front end than Alonso in 2014, yet this was his strength over Montoya a few years earlier – but it was for different reasons. The Michelin was supreme in being able to combine lateral and longitudinal grip, the current Pirelli control tyre hates that combination. So Kimi could still maintain his momentum while feeling for the front grip of the Michelin, using his sensitivity to prevent it from stalling in a way that Montoya could not. But that same sensitivity when applied to a front tyre that will not accept more direction change once it is sliding is a limiting factor.
In 2007-09, on control Bridgestones similar to the current Pirellis but not as extreme, Felipe Massa was often quicker than Rӓikkӧnen in the Ferrari. The trick in slow corners was to simply drive up to the grip of the front tyre and not try to manipulate it – because it had no more to give regardless. Trackside at Istanbul’s Turn 4, a slow right-hander leading to a descent, I watched Massa repeatedly take time from Rӓikkӧnen by braking later, turning in and living with the understeer, just patiently waiting for it to stop before getting on the gas. Kimi would brake more lightly, try to carry more speed into the corner, nibbling away at the steering trying in vain to find a bite point and carrying the understeer for longer. Three different car/tyre combinations, three very different outcomes for Rӓikkӧnen‘s very specific style.
What we saw in 2014 was a pale imitation of Kimi Rӓikkӧnen. A lot of that was due to the specific traits of the car and tyre. But the burning question is how much? How much was that and how much, if any, was a genuine dimming of his skills?
If Ferrari can produce a 2015 car with a good front end, Rӓikkӧnen will find a step change in performance. Quite naturally, folk will then say ‘but imagine how much faster Alonso would have been’ but that may not necessarily be accurate. Standing trackside in 2015 I hope I can shine some light onto this question.

TV broadcasters and streamers invested $38 billion in sports rights in 2018, nearly double the $20 billion spent in 2012. Globally, TV broadcasters, and to a lesser degree, online streamers, fork out 26% of their total content spend on sports rights, according to a report published last Wednesday by Ampere Analysis and carried by the Hollywood Reporter. The market for sports rights has nearly doubled in the last six years, from $20 billion in 2012 to $38 billion last year. The U.S. remains the largest single market for sports rights, with a $19 billion annual spend, a figure likely to jump as new rights cycles kick in for the NFL, MLB, and the NBA. Ampere forecasts the top U.S. leagues generating $4 billion more per year in rights revenues by the end of the next six years. And in Europe, broadcasters and online players in Europe's big five markets – the U.K., France, Germany, Italy, and Spain – shelled out $11 billion for sports rights in 2018, double the amount from six years ago. European broadcasters and pay TV operators in the big five spend a third of their content budget, on average, on sports, compared to 26% in the U.S.

The initiative joins such other events as this week’s espnW Women + Sports Summit in Newport Beach, CA and the recently-completed LPGA Indy Women in Tech Driven by Group1001 tournament and week-long symposium that promote women’s leadership, education, and advancement both in and out of sport.
MLS will officially award Sacramento an expansion franchise this week. According to the Sacramento Bee, MLS will hold a press conference and fan event in California’s capital city on Monday to announce that the United Soccer League’s Sacramento Republic FC will make the step up to become MLS’ 29th team. Sacramento has been attempting to secure an MLS expansion team since 2015, but its chances were improved at the beginning of this year when Ron Burkle, billionaire part-owner of the Pittsburgh Penguins, joined the Republic as lead investor. The Republic then received city council backing in April for a new $252 million, 20,000-seat stadium. Later that month, the Republic emerged as a front runner in the race to join MLS when the league announced it had been authorized to advance talks with the ownership groups of Sacramento and St Louis, which was officially awarded its own expansion team in August. If Sacramento is confirmed, it will pay a $200 million expansion fee to become the fourth MLS team in California. Confirmation would also mean that MLS has only one spot left to fill if it is to stick to its expansion target of 30 teams.
Tiger Woods has been the subject of countless articles, books, and TV segments, but for the first time, he will tell his story in his own words. Last Tuesday, Harper Collins announced Woods’ BACK, a memoir chronicling the golfer’s life from growing up a celebrated golfing prodigy to shattering racial barriers and rising to fame, then facing continuing injuries and personal scandal, to mounting a comeback at 43 years old culminating with the 2019 Masters. “I’ve been in the spotlight for a long time, and because of that, there have been books and articles and TV shows about me, most filled with errors, speculative and wrong,” Woods said in the statement. “This book is my definitive story.” No publication date has been announced; the release stated that BACK will be “the first and only account directly from Woods, with the full cooperation of his friends, family, and inner circle.” For the moment, however, Woods is focused on “The Challenge: Japan Skins,” a big money made-for-TV match with Rory McIlroy, Jason Day, and Hideki Matsuyama taking place at Accordia Golf Narashino Country Club in Chiba, Japan.
Formula 1 eyes Miami to host its first-ever Grand Prix after reaching an agreement in principle to host a race at Hard Rock Stadium beginning in 2021. The proposed Formula One Miami Grand Prix would see F1 cars navigating a custom-built track around the stadium. Formula One had initially set its sights on a downtown track location, only to scrap the proposal in favor of Hard Rock Stadium, home to the Miami Dolphins, after local opposition. Concerns remain among residents over noise, traffic and pollution, though organizers insist this new location would reduce disruption compared to a downtown race. According to the Miami Herald, Dolphins and stadium owner Steve Ross will cover all race costs, including an expected $40 million custom track. It takes Formula One a step closer to holding a second U.S. race, a long-held ambition for the global motor racing series’ owners, Liberty Media. Since 2012, the sole F1 stop in the U.S. has been the Circuit of the Americas in Austin, Texas. A Miami F1 race would have an estimated annual impact of more than $400 million and 35,000 room nights.
ATP Media, the in-house rights agency for the global men’s tennis tour, saw revenues rise by 6.7% to $120.96 million in 2018. The UK-based production hub, which is also responsible for ATP Tour content creation, has registered gross profits of $13.57 million. The spike represents a 9.6% growth compared to the end of 2017. Broadcast rights sales, where ATP Media works alongside IMG, remain the dominant source of income. ATP Media also said it had benefitted from “favorable movements” on the euro and British pound exchange rates during last year. Broken up geographically, the UK operation generated $11.59 million in revenues at the end of 2018, while the rest of Europe raked in $31.91 million behind $77.45 million generated by ATP Media in other international territories. Among several of the media group’s high-profile broadcast deals, 2019 has already seen ATP Media secure an improved five-year agreement with Amazon Prime Video in the UK, which runs through the 2023 ATP season. In addition, deals were confirmed with Discovery-owned Eurosport in France and Sky Deutschland in Germany.
Finally, before a big game, it’s important for fans to get a Goodyear night’s sleep. The Goodyear Blimp has provided aerial coverage of college football games since 1955, and later this season will become the first non-player or coach to be inducted into the College Football Hall of Fame. Now, Forbes reports, fans will have the chance to stay in the iconic dirigible prior to the Notre Dame vs. Michigan game October 26. One-night stays can be booked through Airbnb for October 22, 23, and 24 in the blimp hangar in Mogadore, Ohio. Each night is priced at $150 (plus taxes and fees) to celebrate college football’s 150th anniversary. Guests "will have exclusive access to the Goodyear hangar, which is the size of 2.6 football fields, and a football lounge will be provided where guests can relax and watch some of the all-time best rivalry games in college football history.” Goodyear and Airbnb will also collectively donate $5,000 to the Cotton Bowl Foundation, which supports college football-related causes. While the blimp will remain on the ground, this takes “Air”bnb to a whole new level. 
FOX Bet becomes an MLB authorized gaming operator just days before the World Series.  According to Sports Handle, FOX Bet announced a multi-year partnership with Major League Baseball under which the online and mobile betting platform will become an Authorized Gaming Operator of MLB. The announcement came exactly a week before the scheduled first pitch of Game 1 of the 2019 World Series on October 22. FOX Sports, an MLB broadcast partner, has televised the World Series in every season since 2000. FOX Bet is the fourth sports betting entity to join MLB’s Authorized Gaming Operator program since the Supreme Court’s historic PASPA decision in May 2018, joining MGM Resorts International, DraftKings, and FanDuel as MLB official data licensees under the program. The partnership is the latest in a string of deals for the network’s nascent sports betting division. FOX is looking to go all in on sports betting – this partnership marks the third deal that FOX Bet has inked with a major U.S. pro sports league, including the NBA and a deal with the NFL through its Super 6 contest.
Ex-NFL star Warrick Dunn helps deliver 173rd home to single parent for charity. According to FOX Business, the former NFL running back helped surprise a single Florida mother with a new home Wednesday through his charity along with Habitat for Humanity and health care company Cigna. Warrick Dunn Charities, which is run by the former Pro Bowler, presented LaToya Reedy with a new home in St. Petersburg. It was the 173rd home the charity has given thanks to its “Home for the Holidays” campaign, which helps single parents achieve home ownership. Reedy told local media she had been working hard as a nursing assistant to provide a stable lifestyle for her 18-year-old son, but high rent prices and living paycheck to paycheck was getting difficult. Before Dunn became a pro football player, he was living with a single mother who worked very hard to provide for him and five other children, but his mother was killed before his 18th birthday and he helped raise his siblings while playing college football. Dunn sees his charity as a form of therapy to deal with his own traumas, taking comfort that he is helping others avoid similar housing and economic struggles.
Michael Jordan donates a huge sum to two Novant Health clinics in Charlotte, North Carolina. During a recent speech, Jordan teared up as he spoke about his $7.2 million donation to two Novant Health clinics in his area. According to the Charlotte Observer, The Novant Health Michael Jordan Family Clinic and a second facility expected to open soon nearby will serve at least 35,000 children and adults over the next five years. The clinics provide both primary health care services as well as access to social workers, behavioral health experts, oral health practitioners, and physical therapy. Jordan’s financial gift to Novant Health is the latest in his philanthropic giving in Charlotte and his home state of North Carolina. Jordan has significantly ramped up his charitable giving since he became the majority owner of the Charlotte Hornets in 2010. The Novant Health Michael Jordan Family Medical Clinic opened just over three weeks ago, and has already cared for more than 300 people. It is particularly important for Charlotte families to get the health care they deserve, as the city ranks last among major U.S. cities in enabling people to lift themselves out of poverty.
