Biden-Harris Administration provides $759 Million to bring high-speed internet access to communities across rural America

WASHINGTON, D.C., Oct. 27, 2022 – U.S. Department of Agriculture (USDA) Secretary Tom Vilsack today announced that the Department is providing $759 million to bring high-speed internet access (PDF, 204 KB) to people living and working across 24 states, Puerto Rico, Guam and Palau.

Today’s investments include funding from President Biden’s Bipartisan Infrastructure Law, which provides a historic $65 billion to expand reliable, affordable, high-speed internet to all communities across the U.S.

“People living in rural towns across the nation need high-speed internet to run their businesses, go to school and connect with their loved ones,” Vilsack said. “USDA partners with small towns, local utilities and cooperatives, and private companies to increase access to high-speed internet so people in rural America have the opportunity to build brighter futures. Under the leadership of President Biden and Vice President Harris, USDA is committed to making sure that people, no matter where they live, have access to high-speed internet. That’s how you grow the economy – not just in rural communities, but across the nation.”

The $759 million in loans and grants comes from the third funding round of the ReConnect Program. As part of today’s announcement, for example:

North Carolina’s AccessOn Networks Inc. is receiving a $17.5 million grant to connect thousands of people, 100 businesses, 76 farms and 22 educational facilities to high-speed internet in Halifax and Warren counties in North Carolina. The company will make high-speed internet service affordable by participating in the Federal Communications Commission’s (FCC) Lifeline and Affordable Connectivity Programs. This project will serve socially vulnerable communities in Halifax and Warren counties and people in the Haliwa-Saponi Tribal Statistical Area.

Tekstar Communications is receiving a $12.6 million grant to deploy a fiber-to-the-premises network to connect thousands of people, 171 farms, 103 businesses and an educational facility to high-speed internet in Douglas, Otter Tail, St. Louis, Stearns and Todd counties in Minnesota. Tekstar will make high-speed internet affordable by providing its “Gig for Life” service, where households that sign up for internet will not have their internet prices raised as long as they stay at the same address and continue service. Tekstar also will participate in the FCC’s Lifeline and Affordable Connectivity Programs.

In Colorado, the Eastern Slope Rural Telephone Association is receiving an $18.7 million grant to deploy a fiber-to-the-premises network connecting thousands of people, 898 farms, 110 businesses and 17 educational facilities to high-speed internet in Adams, Arapahoe, Cheyenne, Crowley, Elbert, Kiowa, Kit Carson, Lincoln and Washington counties. The company will make high-speed internet affordable by participating in the FCC’s Affordable Connectivity Program.

USDA is making 49 awards in Alaska, Alabama, Arkansas, Arizona, California, Colorado, Georgia, Iowa, Idaho, Illinois, Kansas, Kentucky, Michigan, Minnesota, Mississippi, Missouri, North Carolina, New Mexico, Oklahoma, Oregon, South Dakota, Texas, Washington, Wyoming, Puerto Rico, Guam and Palau. This list includes awards to the Cheyenne River Sioux Tribe, the Pawnee Nation of Oklahoma, and the utility authorities for the Navajo Nation and the Tohono O’odham Nation. Many of the awards will help rural people and businesses on Tribal lands.

In 2022, the Department has announced $1.6 billion from the third round of ReConnect funding.

Background: ReConnect Program

To be eligible for ReConnect Program funding, an applicant must serve an area that does not have access to service at speeds of 100 megabits per second (Mbps) (download) and 20 Mbps (upload). The applicant must also commit to building facilities capable of providing high-speed internet service with speeds of 100 Mbps (download and upload) to every location in its proposed service area.

“I wake you?”

I shoot Crowley a look but he just turns over and grabs a glass of scotch from his side table. “Yeah. I can do that. Biggersons off the interstate?”

“Sounds good. Meet'cha there, Boots.”

I hang up and pull the blanket back, moving for my clothes. “He's doing the rounds, sayin’ ‘Goodbye’?” Crowley asks. I nod. “And, knowing yer not the only one on the tour, you still wanna go?”

“Where's my leg to stand on, Crowley?” I gesture at him. “I have literally been sleeping with the enemy. I should be upset that he's got another bendy bitch he thinks of fondly? Please.”

“And the thief? He wanted her, too. And a hundred other-”

“I have no claim to him. None of it matters. He's dead in two weeks. I can't save him any more than Sam can. But I can make him feel good before the lights go out.”

I dress quickly and check my hair in the ornate mirror by the door before I leave. Crowley likes five star hotels and ancient scotch. He likes Armani suits and shoes made of Italian leather. He's started taking care of every little thing for me and while a big part of me resents it because I'm a grown ass woman and a hunter who doesn't need a demon to take care of me… the other part enjoys sleeping on Egyptian cotton sheets with 1000 thread count, and never worrying about going hungry just because I haven't had any luck hustling lately.

I make it to the restaurant in a little over an hour. Dean’s already waiting for me and I notice him before he notices me. He’s tired and scared. He’s clinging to the thought that there’s no way out if he wants to keep Sam alive. I approach with a smile and slide into the booth across from him. “Wish I could say the same, Winchester, but you look like crap. When’s the last time you slept?” He shrugs. “Nightmares?”

“But that would mean she runs the crossroads.” Crowley runs the crossroads.

“I guess so.”

A pit hits my stomach. Of course Crowley’s been lying to me. He’s a fucking demon. Why does it hurt? I force a smile to hide the betrayal I’m feeling. “So… what can I do for you, Dean? Last hurrah, how do you want it?”

Through the filter of Dean's mind, I hear Sam's words. “Where the hell are you, Dean? I take a fucking nap and wake up to a note and you don't answer the fucking phone for four hours?”

“Dean, we have two weeks to figure out how to find Lilith and get her to drop your contract.”

“She's not gonna do that, Sam! We have absolutely no way to find her, let alone force her to give up my freaking soul. Let me have this one thing and then I'll come back and we can go back on soul patrol, all right?”

There was a long moment of silence, then a sigh. “Yeah, okay. Don’t be gone too long, man. I’m gonna call Bobby, see if he’s got anything.”

“Yeah, all right. I’ll call ya when I get out of here.” I walk back out of the bathroom and jump on the bed, wrapping my arms around Dean. He looks into my eyes and smiles. For a moment, there’s no fear in him. It doesn’t last, of course. The man’s going to Hell, and he’s terrified, but for a moment he’s lost in my eyes and it’s amazing.

His hand buries in my hair and he pulls me into a kiss. His tongue doesn't taste like whiskey anymore, just his unique Dean flavor. He's not drunk. He's just vulnerable. When he pulls back, he rests his forehead against mine. “When I go, I need you to take care of Sam. You and Bobby, he's gonna need you or he's gonna lose it.”

“Lilith is gonna be after him. She's probably after you, too, since you were on Azazel's short list, too. I just need you to watch his back. If you gotta do that from his bed, more power to the power couple.”

I scoff and pull away, bringing my knees up to my chest. “Did you call me here for this? To fuck me, then chase me off to be with Sam?”

Confusion fills him as he debates whether or not that’s what he’s trying to do. “That’s not what I meant. Sometimes, I wish you still had your powers, ‘cause you could hear what I-”

I shake my head. “I don’t think you know what you meant, Winchester.” He agrees. He doesn’t know what he wants. He doesn’t want me with Sam, wants me to have something real, but he doesn’t want either of us to be alone once he goes to Hell. “Maybe I should leave.”

“No, don’t go. I’m sorry. Don’t leave.” He sighs. His eyebrows come together as he pushes his hand into my hair. “Whatever happened with your salesman?”

“I told you it wasn’t anything real, Dean.”

He licks his lips. “Sorry. You should definitely have something real.”

“Like I could have with Sam?” I guess. He nods. I shake my head. “No. Much as I enjoy your brother...Things with my salesman are more real than what I have with Sam. At least he doesn’t think I belong with him because the Yellow-eyed Demon said so.” I scoff. “Azazel would probably hate my salesman.” I don’t know why I like calling him ‘my salesman’ so much, but it feels right. He definitely sold me on a bunch of things I never would’ve considered a year ago.

“Look, promise me that you will, at least, keep tabs on Sam. Try to keep him from going too far off the rails?” Please. If Sam gets himself killed then this was all fucking pointless. “I just… the whole point of this is to keep Sam alive.”

“Few minutes… but the powers, they take work. Just like when Azazel was still around, it takes effort. It takes time,” I answer.

It was three minutes and a shifting wind before they spotted it, they shared a satisfied look and a nearly matching grin before they took the dirt path that led off the two-lane road. The Impala’s tires crunched the small patches of gravel as they slowed before a simple house, not quite a cabin, not quite a shack.

Dean rocked back in the passenger seat, leaning against the door as he rested his eyes. There were no naps for navigators in the Winchester family. He heard the growl of a small engine approach, thinking little of it until there was a pounding on the roof of the car above his head.

“Uh, we’re the Winchesters, my dad’s,” Sam started, looking around at where they had stopped. “You’re a—"

“If you say Indian, I’m going to punch you where you sit, dumb ass,” she threatened.

“Okay, Tweedle Dee and Tweedle Dumb, what are you doing at my Grandfather’s in the first place,” her uncanny pale eyes pierced daggers at them. Sam and Dean shared a look before crawling out of the car, letting this chick know who she was messing with. Sam had just hit a growth spurt and he was closing in on Dean and John in height. The guard dog seemed unimpressed with their size, arms still crossed over her chest as she waited for their answers, she settled between them and the humble home.

“We’re here for a hunt, my dad said your grandpa is someone he needed to check in with before we get on our way,” Dean muttered, clicking his lips and nodding at the adults as they joined them.

The older men’s voices wafted to the tense threesome, her grandfather called out in the Cheyenne language, Tsėhésenėstsestȯtse, leaving the visitors in suspense. Whatever he said made the girl relax, but her eyes never left the two brothers.

“So, what are we hunting?” she asked with a gentle crook of her eyebrows.

“Wait, we?!” Dean looked to John on the porch, frustration growing.

“Got a whole pack to take out, need the extra hands.” John said simply.

“Chloe, get these boys some weapons, they’re going to need them,” her granddad’s voice was deep and resonating, an unquestionable request.

“How long has her mother been gone?” John asked from the breakfast table, eyes falling on Chloe sleeping on the recliner, a large bandage on her forearm and dried blood matting her hair.

“Three years, but Constance never stayed put. And I didn’t ask her to.” Old Man Collins replied. He never corrected anyone from the moniker, leaving the nickname to accompany the stories of his hunts.

“Well, me and my boys will be out of your hair before long. Can’t let them get too attached. She’s a pretty thing,” John reassured him.

“I’d like to see your boys try something,” his voice held no laughter. “Besides, girl’s a mule. Not much to worry about.” John nodded, understanding the double meaning too well. “What has you so scared, John?”

“There’s something I need to ask you, but I don’t want to be rude, sir.” The marine straightened, leaning in and lowering his voice. “Do you still have contact with the angel?”

Old Man Collins stared at the ragged hunter, dark eyes searching for hope in a damned world. He shifted in his seat and looked out over the kitchen sink to the brightening morning light. “After my wife bared me my daughter, I thought the possibility of life’s miracles was endless. But I was a younger man and I didn’t yet know of the darker things. The demons came for her and my child, though the angel had left her once our Constance was born. The things of Heaven and Hell are not mine to tell you John. You know already. Stop searching for a solution beyond man, because both sides take from us in the end.”

Dean woke just after dawn, his right eye swollen closed and throbbing. He found his dad packing up the trunk of the Impala. “Get Sam and clean up your gear. Time to move on.”

“But, Dad, we’re pretty banged up. Probably should lay low for a few days.”

John stood, watching Dean lick his split lip and glance back at the house. “We’ve out stayed our welcome, son. Pack it up.”

Dean dragged Sam from the pullout, stripping the sheets before tucking away the flimsy mattress. They shook the Old Man’s hand and thanked him for their lodging. CC had left to dress in private. Dean circled her bike outside and before John could notice, he slipped a small scrap of paper in the saddle bag. She watched him from the single bedroom window, possessiveness fell away to curiosity as she watched them drive away.

A Demon Outpost, Louisiana

Crowley stared at his minion in mild disbelief.

“Sir?”

“She’s just hunting? What kind of mockery is this?” Crowley’s thoughts drifted as the demon recited the known whereabouts of the demon that rode Chloe Collins and the clearly lacking details when she was within the Winchesters’ presences. He reasoned it out, she wasn’t on Abaddon’s radar, she couldn’t be. What was this about? What was her angle?

“—then she drove to”

“Enough,” Crowley interrupted, earning a few appreciatively sighs from the surrounding demons. “While your account is thrilling, in the same vein as nature documentaries and tax law reform, I’m going to stop you there.”

The demon shifted and swallowed before closing his notebook to watch his King’s response. When none came, the atmosphere shifted. After an uncomfortable five minutes, he continued, “Sir, should I return to my detail?”

Crowley shifted his jaw and sighed. “No need. No, it’s time I speak to this renegade myself. Give her a chance to come clean or clean her out.”

Warnings : Major character death, Violence, heartbreak. Single use of the word “Negro” as I tried to keep this as accurate to the wordage in the show and hopefully the time it’s set in.

A/N : Based on a scene in Hell on Wheels (season 4, episode 5 if you want to watch it), which is a Historical Western. This story takes place in Cheyenne Wyoming late 1860′s. If you’ve seen it : Castiel is Marshal Jessup, Dean is Heckard and Crowley takes on the role of Durant.

Dean strolled along the street and glanced between the buildings as he went. He wasn’t looking for anything in particular, just doing his job. When he spotted the body laying in the mud behind some building, he’d been annoyed at first. Yet another body littering the streets of Cheyenne. But that’s why they were dispatched to the frontier of Wyoming, wasn’t it. To bring law to a lawless land, where men shot and killed each other over nothing, where the only judge and jury present were a gun or a noose. What else was there for the fine people of the Government of the United States to do, than appoint a Governor and send him on his way with his Marshals and a Judge.

The people here resisted at every turn, and of course they did. Freedmen were tired of being under the white man’s thumb, and everyone else was set in their wild ways, content to drink, fuck and kill as they pleased before heading back to building the railroad. Irish clashing with the Negros. Union and Rebels. Everyone scared or angry about the Indians. Don’t even get started on the Mormons that littered the area from here to Fort Smith and beyond.

Dean almost liked it here. As Deputy Marshal, there was never a dull moment.

Dean moved closer, to find out who it was, maybe a clue as to who did it, and get the body off the streets. But that’s when something shiny caught his eye, and his face paled. “No..” His pace quickened, and he could now see the features on the face of the deceased. “No! Cas, no!” his feet kicked up mud as he ran and dropped to the man's side.

His hands moved over the body without actually touching it, his eyes searching desperately for some sign of life before he finally allowed himself to touch skin and feel for a pulse. He should have known. He should have known he’d feel nothing there given that he had to move the rope wrapped around his neck out of the way. He trembled as he looked around. The rope had been a part of someone's clothes line, pulled down and wrapped around his neck. There were signs of struggle all around. Boot prints dug into the mud where they tried to get purchase. Hand prints from someone clawing into the ground, trying to get to the nearby knife that still lay in the mud. He looked down at Cas one more time, blood had trickled down from a split in his forehead and Dean could even make out what could be skin between his teeth. He’d fought back with everything he’d had in him, but it hadn’t been enough.

Dean stared blankly ahead and stood. He had to find John Campbell and tell him that someone killed his U.S Marshal. Dean’s jaw clenched tight. Then, he was going to find the man who killed him. And he already had an idea who that could have been.

It was pitch black in the train car as Dean shut the door behind him. Then he stood there, head down so his hat covered his face, and he leaned slightly on the walking stick he used more often than not as a weapon. Waiting. He could hear the shuffle of feet and the creaking of the floor as his target neared.

And then there he was, across the room from him. Crowley barely seemed surprised as he tied his robe and uttered a simple “Oh.” When Dean showed no intention of moving, or speaking, Crowley spoke again as he took a step into the room.. “Any business with the Governor will have to wait until morning.” Then his hand rose in a dismissive wave before he turned to head back to his bedroom on the other side of the thin wall that separated the car.

Dean tilted his head, took a step closer. “Tell me why you did it?”

“Did what?” It was a demand more than a question. There was no confusion in Crowley’s voice. He was guilty of many things, all of them insignificant to him. The possibility of having to answer for one of them seemed to barely faze the man.

“Castiel is dead.” There was a waver in Dean’s voice, a tightening in his throat as he said his name. Dean tried to swallow down the pain that made his lip curl back while Crowley stopped his retreat and stared at him.

“I haven’t the slightest idea what you’re talking about.” Crowley stepped back into the room, closer to Dean than he had been before. He looked to Dean as if he was an imbecile for accusing him, and it was obvious it was an accusation.

That’s when Dean finally looked up, looked at the man before him with pure disgust and hatred. His eyes narrowed further into a glare that would scare off any man he fixed it on, and gave a slight shake to his head. “I loved him.”

There was a moment of confusion on Crowley’s face before the meaning of the statement dawned on him a second later. His brow remained furrowed, but the rest of the creases of confusion melted away. “Y- You loved him?” his eyebrows went up as he regarded a seething Dean. “Oh, I see.” He breathed it out with a soft smile, hoping to calm the situation just a touch. When he continued, he used a firm but gentle voice. “Well, whatever it is you think I’ve done, I can assure you, you are wrong.”

“Stop lying.” With a simple flick of his wrist, his hand opening and closing again, he now held his walking stick as a weapon.

Before Crowley could move, react, or even utter a word, Dean swung his arm across and hit Crowley on the side of the head with the ball that topped off the handle, sending the man sprawling over his desk. Crowley, however, was quicker than he looked and grabbed hold of the chimney of an oil lamp and broke it in Dean’s face, sending Dean falling backwards into the wall as his hand went to his eyes.

Crowley moved to run past him, but Dean grabbed the back of his robe and pulled, turning Crowley and slamming him to the ground face first. Then Dean kicked him, and when Crowley’s body turned, Dean kicked him again with everything he had and Crowley dropped back again, hands up to try and fend off the attack as he curled into the fetal position.

Dean rained blows down on him with his cane. He could hear the cracking of bones as he beat down on his head, ribs, anything he could hit he hit it. Spit foamed out of his mouth in rage as he swung down again and again.

Memories haunted him. Memories of drinks in the saloon spent laughing with each other. Stolen kisses when they managed a bit of privacy. Fucking on the card table when they had finally been rid of Mickey McGinnes and the other Irish bastards in the casino.

He’d never wake up next to him again. Never get to steal kisses behind a building. Or fuck behind some tent in this shithole of a town. He had nothing left to live for, nothing left to love and he rained all that rage down on Crowley.

Cheyenne Wyoming was the death of Castiel, and it was the death of Dean, because Dean might as well be dead without him.

Every swing, every kick, every punch was emphasized by a grunt of exertion. He was growing tired, he could feel his swings getting weaker but he couldn’t stop. Not as long as Crowley was breathing and Castiel wasn’t.

He’d burn the whole fucking town down to make them pay.
