I cant express how much of a fan I am of the headcanon that Kamukura isn't meant to last or at least wasn't meant to be the last....
Like any other domesticated species, Izuru probably can't survive without upkeep and human interference from the school, forcing them to stay with the school. Which is so ironic when Kamukura is depicted as this horrifically dangerous thing—which granted, is primarily Junko showing proof of Izuru participating in the student council killings—despite Izuru Kamukura just fucking sitting there in every single real life depiction we see of them. Even when Izuru is out and about in UTDP or DR:S Izuru is just doing menial tasks like jogging or walking around or training.
But I digress
It makes sense they're just a prototype when they're proven to be docile, even with incredible strength in launching someone into a wall without standing and lack of empathy in taking human life (albeit in defense).
They're perfect in practice. Not in mentality though, however... That much is obvious.
How is someone meant to be the world's hope when they can't even stand to have a full conversation with someone, like with Hina in UTDP? I personally think Hajime was just the first picked to see how far the project could go in terms of a physical object instead of how it was purely planned on paper.
The obvious note of "Well Junko said Izuru Kamukura 1.0" is of course even more proof, but it's also kinda implied a little in that the project has multiple rooms, "prepared" for potentially multiple experiments.
Like the earliest time in the story you actually SEE Izuru (dr:3) is when they're in a completely blank room with only a single bed, but in dr:0 (the light novel) their room supposedly has a dresser and a bathroom and is significantly smaller, like they were moved at some point. And there are multiple beds because Yasuke and Junko interact with the bed in Izuru Kamukura's previous room while Izuru is in the other empty cell after the riots.
I just like the idea of multiple lil fucked up guys wandering around and the last being obsolete and sent to be an Ultimate in the main course while the next is being worked on
