Would you happen to know what demographic Asahi's ほんとにあった怖い話 magazine was? I figured it might be classified as shojo since it originally spun off from Monthly Halloween, but J-Wiki only calls it a horror manga magazine and its covers tend not to resemble the shojo mag covers I usually see, so I was wondering if it targeted a different demographic (or if it even falls into any of the usual shonen-shojo-seinen-josei categories at all). Thanks!
This one is easy: the official twitter account says "josei" :) And yes, I'd agree with your reasoning: it spun off from very obviously shojo/josei magazines, and I'd have to assume that internally at the company, the editorial staff of the magazine also come from that side of the demographics devide.
Having said that, I also agree with you that it's kind of an iffy thing because the main draw of the magazine is the horror, so it could be aimed at anyone -- but on the third hand, manga about "horror" and "spiritualism" and "ghosts" are actually pretty firmly shojo/josei targeted, especially when we're talking about the history of manga in Japan, so even if the magazine hadn't classified itself in that way, I'd have answered that the target audience was women!
(Not that men don't enjoy horror. A lot of men do. However, it's in shojo that the horror series of Umezu Kazuo and other pioneers were first run, and there is a strong tradition of shojo audiences gravitating towards horror manga, which is why magazines like Halloween, Nemuki, Mystery Bonita etc. are shojo.)

Originally a sister shoujo magazine to Monthly Halloween. During the 1980s, horror films were especially popular in Japan among teenaged girls, so publishers started to make horror-themed shoujo magazines. "It publishes fantasy manga in addition to horror, with stories that aim to be "more ambitious, sensitive and mature" than those of Monthly Halloween." Series: Tomie, Uryuudou Yumebanashi, Shiver, Beyond Twilight, Dolls, Tombs, Dokuhime, Suna no Ue no Rakuen.

Manga Creator Junji Ito to Attend Crunchyroll Expo 2019
This week saw the reveal of Crunchyroll Expo 2019 details, starting with yesterday's announcement of New Crunchy City. Now it's time to introduce the first guest, which is none other than legendary manga creator Junji Ito!
  Junji Ito is the author of Uzumaki, Tomie, and many other unforgettable stories, some of which were represented in the chilling Junji Ito Collection anime. Here's his full CRX bio:
  Born in Gifu Prefecture. After graduating from high school, he became a dental technician. While working, he contributed his manga stories to Monthly Halloween (Asahi Sonorama)’s rookie manga contest “Kazuo Umezu Award” and won its fine work prize with “Tomie” in 1986, which also became his debut title and one of his well-known stories. Since then, he has written various masterpieces, such as “Michi no Nai Machi” (The Town Without Streets), “Kubitsuri Kikyu” (The Hanging Balloons), “Soichi” series, “Shibito no Koiwazurai” (Lovesick Dead), “Uzumaki,” and “Gyo.” In 2017, he reached the 30th anniversary of his manga artist activity. His latest work “Muma no Kikou” (The Succubus’ Travel Journal) is now serialized in “Nemuki+” (Asahi Shimbun Shuppan).
