Editor's Note: This working paper is part of the USC-Brookings Schaeffer Initiative for Health Policy, which is a partnership between Economic Studies at Brookings and the University of Southern California Schaeffer Center for Health Policy & Economics. The Initiative aims to inform the national health care debate with rigorous, evidence-based analysis leading to practical recommendations using the collaborative strengths of USC and Brookings.
Capping the prices health care providers can collect for out-of-network services is a commonly proposed strategy for reducing the in-network prices negotiated by providers and insurers. We present a model that implies that an out-of-network cap can greatly reduce in-network prices when providers must accept out-of-network patients (i.e., in emergency settings) but may be much less effective in other settings. In these other settings, the achievable price reductions can be bounded using estimates of how much volume a provider retains when it shifts out-of-network—and at what price. We use a large national claims database to examine episodes in which hospitals change network status and estimate that hospitals that shift out-of-network retain only 12% of their non-emergency in-network volume, albeit at prices more than twice as high. Using these estimates to calibrate the model-derived bound implies that an out-of-network cap can reduce in-network prices by at most 19% in non-emergency settings. This bound suggests that policymakers wishing to greatly reduce in-network prices in commercial insurance may need to consider other policy tools and that competition from traditional Medicare, not the presence of an out-of-network cap, may be the main reason that Medicare Advantage plans negotiate lower prices than commercial plans.

NASA, SpaceX Launch Climate Science Research, More to Space Station A SpaceX Dragon resupply spacecraft carrying more than 5,800 pounds of science experiments, crew supplies, and other cargo is on its way to the International Space Station after launching at 8:44 p.m. EDT Thursday from NASA’s Kennedy Space Center in Florida. The spacecraft launched on a Falcon 9 rocket from Launch Pad 39A at Kennedy for the company’s 25th commercial resupply services mission for NASA. It is scheduled to autonomously dock at the space station about 11:20 a.m. Saturday, July 16, and remain there for about a month. Coverage of arrival will begin at 10 a.m. on NASA Television, the agency’s website, and the NASA app. Among the science experiments Dragon is delivering to the space station are: Mapping Earth’s Dust The Earth Surface Mineral Dust Source Investigation (EMIT), developed by NASA’s Jet Propulsion Laboratory in Southern California, employs NASA imaging spectroscopy technology to measure the mineral composition of dust in Earth's arid regions. Mineral dust blown into the air can travel significant distances and affect Earth’s climate, weather, vegetation, and more. For example, dust containing dark minerals that absorb sunlight can warm an area, while light-colored mineral dust can cool it. Blowing dust also affects air quality, surface conditions such as rate of snow melt, and phytoplankton health in the ocean. The investigation collects images for one year to generate maps of the mineral composition in the regions on Earth that produce dust. Such mapping could advance our understanding of the effects of mineral dust on human populations now and in the future. Speedier Immune System Aging Aging is associated with changes in the immune response known as immunosenescence. Microgravity causes changes in human immune cells that resemble this condition, but happen faster than the actual process of aging on Earth. The Immunosenescence investigation, sponsored the by International Space Station U.S. National Laboratory, uses tissue chips to study how microgravity affects immune function during flight and whether immune cells recover post-flight. Tissue chips are small devices that contain human cells in a 3D structure, allowing scientists to test how those cells respond to stresses, drugs, and genetic changes. Soil in Space On Earth, complex communities of microorganisms carry out key functions in soil, including cycling of carbon and other nutrients and supporting plant growth. Dynamics of Microbiomes in Space sponsored by NASA’s Division of Biological and Physical Sciences, examines how microgravity affects metabolic interactions in communities of soil microbes. This research focuses on microbe communities that decompose chitin, a natural carbon polymer on Earth. High School Student Weather Study BeaverCube is an education mission that will teach high school students aerospace science by having them design a CubeSat. BeaverCube will host one visible and two infrared imagers to measure cloud properties, ocean surface temperatures, and ocean color to study Earth’s climate and weather systems. It also will demonstrate an application for the use of shape memory alloy technology via an in-orbit calibration technique. Genes, No Cells Cell-free technology is a platform for producing protein without specialized equipment of living cells that need to be cultured. Genes in Space-9, sponsored by the National Lab, demonstrates cell-free production of protein in microgravity and evaluates two cell-free biosensors that can detect specific target molecules. This technology could provide a simple, portable, and low-cost tool for medical diagnostics, on-demand production of medicine and vaccines, and environmental monitoring on future space missions. Better Concrete Biopolymer Research for In-Situ Capabilities looks at how microgravity affects the process of creating a concrete alternative made with an organic material and on-site materials, such as lunar or Martian dust, known as a biopolymer soil composite. Using resources available where construction takes place makes it possible to increase the amount of shielding. These are just a few of the hundreds of investigations currently being conducted aboard the orbiting laboratory in the areas of biology and biotechnology, physical sciences, and Earth and space science. Advances in these areas will help keep astronauts healthy during long-duration space travel and demonstrate technologies for future human and robotic exploration beyond low-Earth orbit to the Moon and Mars through NASA’s Artemis program.

The eye-tracking technology integrates with the Ability Drive application used with motorized mobility devices, enabling hands-free control of a wheelchair’s motion. Credit: EyeGaze Inc. Communicating when a traumatic brain injury, stroke, or disease has made speech impossible can be daunting. Specialized eye-tracking technology uses eye movement to enable people living with disabilities to connect one-on-one, over the phone, or via the internet. Eye-tracking systems for computers pinpoint a person’s gaze – where the eye is looking at a screen – by reflecting infrared light off the cornea and capturing it with a camera, using image-processing software to determine the eye’s orientation. The technology isn’t new, but it has become much more widely accessible, thanks in part to a collaboration between NASA’s Jet Propulsion Laboratory in Southern California and a Fairfax, Virginia-based company called Eyegaze Inc. When the company built the first model in 1988, its computers were bulky, requiring three shipping boxes for equipment and a company staff member to set up the system. That cost limited access, and the learning process could be intimidating.  In 1998, NASA and Eyegaze entered a public-private partnership via Congressional funding to make the hardware smaller, more portable, and affordable without compromising efficiency. It also reduced the weight of the original system by six times and its volume by nearly the same factor. Other advancements served as a springboard for two more decades of development. By collaborating with JPL, the two entities were able to miniaturize and improve the company’s Eyegaze Edge system and lower costs, eliminating barriers to ownership of this communications technology. “Working with NASA, we were able to make the device less bulky,” said Preethi Vaidyanathan, an engineer with Eyegaze. “Since then, we integrated the external components into a small camera.” It mounts above or below a standard computer screen and requires less than 15 seconds to calibrate to an individual’s gaze. Visual Surfing Minesweeper and other video games adapted to use eye-tracking technology are just one form of entertainment made possible by EyeGaze for people living with disabilities.Credit: EyeGaze Inc. As personal electronic devices and internet access became commonplace, Eyegaze customers wanted to do more than type. The company’s work with NASA and other government partners put it in a position to meet that demand. Eyeworld integrates with computers, mobile phones, and tablets, allowing the Eyegaze camera to function as an external mouse and keyboard. By enabling almost any computer function, it lets users chat online, post to social media, send emails, text, or make phone calls. It’s also possible to change room lighting, adjust thermostat settings, and operate other environmental controls using Amazon Echo and Google Home via pages of specialized buttons with one-glance button controls.  During the COVID-19 pandemic, Eyegaze integrated communications programs such as Zoom and WhatsApp to allow people to connect with their family and friends. To help combat a sense of isolation, the company added meditation apps and Window Swap, which stream the views from different windows worldwide. Virtual museums take the viewer on guided tours. A music streaming service syncs to favorite music apps and offers the International Radio Garden app to sample music from other cultures. Access to online gaming communities provides another way to connect. “We are constantly thinking about what the customers want. One thing is freedom of movement, so controlling a wheelchair gives them that to some extent,” said Vaidyanathan. Eyegaze Edge integrates with the Ability Drive application used with motorized mobility devices. Looking at a specific button enables hands-free control of a wheelchair’s motion. The Right to Speak Eye-tracking hardware and software make it possible for a person to communicate using the movement of their eyes. This keyboard screen is one of many Eyegaze developed for people with a full range of eye motion. A vertical keyboard is available for those who can only look up and down. Credit: EyeGaze Inc. Numerous medical conditions can lead to the kind of physical paralysis making it impossible to speak. Well-publicized brain and spinal cord injuries in athletes have led to broader awareness. But there are a host of other causes, such as cerebral palsy, ALS, multiple sclerosis, muscular dystrophy, and spinal muscular atrophy. These conditions can result in locked-in syndrome, which paralyzes all voluntary muscles except those that control eye movement. Eye-tracking software is a lifeline for patients, using what may be their only remaining voluntary movement, but even that can be impeded.  Eyegaze Edge measures several eye features, making it possible for the tracker to work even when less of the pupil is visible. The company employs clinical specialists who can troubleshoot issues that may prevent customers from using the system, eye conditions like cataracts, dry eyes, and eyelids that droop, partly covering the pupil. The company now serves individuals in 44 countries, including nations in Southeast Asia and Africa. Adults, children as young as 18 months old, military veterans, and others can communicate using only their eyes. If only vertical eye movement is possible, Eyegaze Edge offers a special vertical keyboard screen. Pages of commonly used phrases communicate a statement with a single glance. Large, easy-to-use buttons allow patients to communicate directly with healthcare providers and caregivers for everyday needs. Clinicians use Eyegaze Edge and teach their patients how to communicate using the technology. In some cases, Vaidyanathan said, this technology even allows people to share their final thoughts with family and friends. “NASA helped us get our technology to the size of a laptop – small and sleek. But we continue to investigate and design our solutions to meet ongoing needs. Communication is a key right, so we must accommodate these different challenges,” she said. NASA has a long history of transferring technology to the private sector. The agency’s Spinoff publication profiles NASA technologies that have transformed into commercial products and services, demonstrating the broader benefits of America’s investment in its space program. Why pressure yourself to undergo the troubles that plague running with a couple of contractors when you may get it all under one roof and the from quality calibration corporation in Southern California?
WHAT IS CALIBRATION AND WHY IS IT SO IMPORTANT?
Calibration ? Calibration is vitally critical anywhere measurements are critical, it permits customers and corporations to have confidence within the results that they monitor, document and eventually control. If you would like your gadget calibrated by means of our on-website online lab, please touch us for a quote. Calibration is the technique of comparing a reading on one piece of device or gadget, with some other piece of device that has been calibrated and referenced to a recognized set of parameters. The system used as a reference should itself be directly traceable to system this is calibrated consistent with ISO/IEC 17025.. It includes high-quality management system requirements together with technical requirements. In the UK, ISO/IEC 17025 accreditation is furnished by UKAS. So, regularly calibration accomplished by means of an ISO/IEC 17025 authorised laboratory is stated as ‘UKAS Calibration’.
HOW TEMPERATURE CALIBRATION IS CARRIED OUT
In widespread use, calibration is often appeared as together with the technique of changing the output or indication on a measurement tool to agree with fee of the carried out standard, inside a special accuracy but this is simply two strategies: calibration and adjustment. It is additionally critical to comprehend what's being adjusted and the manner in which the alignment is being finished. For instance, consider a computerized thermometer that utilizes an outside temperature test; some alignment transporter suppliers will performhe calibration the usage of a simulated temperature fee this is implemented to the thermometer only ( i.E. with  out the temperature probe). Here, a test device is hooked up to the digital thermometer and a voltage equal to a specific temperature is carried out to the digital thermometer. The end result is recorded, and the thermometer is then taken into consideration to be calibrated. Many customers require, and expect, a more rigorous calibration to be done that reflects actual-international usage.
WHY IS CALIBRATION  IMPORTANT?
Calibration defines the accuracy and satisfactory of measurements recorded using a chunk of gadget. Over time there may be a tendency for effects and accuracy to ‘drift’ when the use of specific technologies or measuring unique parameters which include temperature and To be confident in the outcomes being measured, there's an ongoing want to hold the calibration of equipment all through its lifetime for reliable, accurate and repeatable The purpose of calibration is to minimise any dimension uncertainty with the aid of making sure the accuracy of check system. Calibration quantifies and controls mistakes or uncertainties within measurement techniques to an appropriate level. FOOD INDUSTRY Within catering, or industrial kitchens, the results of using a chunk of system that has now not been calibrated could be that a vital meals temperature is incorrectly measured; this could bring about: A meals protection issue Breach of HACCP and clients being ill Environmental Health Officer notices of closure Legal action All of which bring about damage to the reputation of a business. The viable fee to reputation, when compared to the fee of a easy two factor annual calibration, approach it’s often now not well worth the chance of ignoring calibration.
Assembling
In assembling process applications, any contraption utilized should be adjusted at various variables over its working assortment to guarantee dependable data to basic alerts and frameworks. Inability to align or off base adjustment has been the reason for injury, kicking the bucket and even preeminent ecological fiascos.
 HOW OFTEN TO CALIBRATE?
Consider the expense of adjustment as a subsidizing and the expected impacts of a mistaken investigating as the estimation of done creation the financing.
For most extreme businesses, the standard is to align every year. As you gain results from alignment tests, you'll be in a capacity to without a doubt modify the recurrence of adjustments, and additionally improve to more noteworthy solid estimating contraptions if necessary. Most adjustment research centers
convey a printed alignment authentication for the benefactor to hold as proof of value principles.
In synopsis, alignment is indispensably crucial any place estimations are significant; it permits clients and organizations to believe in the impacts that they screen record and at long last control.

#87 American Gigolo (1980)
Director: Paul Schrader
United States
I’m trying to find something that’s from the 1980’s that still holds up without a slick veneer of tackiness. American Gigolo almost made it…but not quite. I watched this movie again for the first time since high school. It’s not that I remember much about the particulars of the plot, but at the time, the movie did leave an impression on me, an aesthetic one. For a high school kid in the middle of flyover country, to watch Richard Gere pull open drawers of ties, shirts and designer clothes was a bit of a revelation. I have to say, this part of American Gigolo has somewhat held up over time. The movie plows virgin territory by showing an American male that gave a shit about how he looked and dressed, took time to educate himself culturally, had a well-appointed apartment, and drove a nice car. Sure, he was a prostitute, but let’s put that aside for now.
Before you roll your eyes at all of this, remember a few things to help put my following trivialities into context. In 1980, the hyper branding of fashion was not anywhere near the magnitude we see today. Large fashion empires were in their infancy. The country and its youth were introduced to a newish concept, the designer jean, ala Calvin Klein. Prior to this small, but ominous, step, not much a guy could do other than graduate into an oxford shirt or some back wood inspired flannel. Also, in terms of design aesthetics, look at American automobiles from the 1980’s, and you will see the epitome of non-descript, boxy, ugliness that came out of Detroit. So, when the lithe physique of the young Richard Gere stands in nude profile, while the California sunlight slants across his bare bottom; this was the aesthetic awakening for a culture still donning moustaches, greasy sideburns, worn out bell bottoms, and Zepplin t-shirts. This is the part of the film that will be lost on younger viewers, who merely see American Gigolo as an exercise in camp and shallow narcissism, but it’s the important part.
Sure, the movie has plenty of credibility lapses by today’s standards, but at the time it looked good, real good, and somehow that was important and needed to be done. The youthful optimism of the decade was palpable. Computers were not a device to troll somebody, or enable circle- jerk gatherings of political sociopaths. No, technology at that time had the sunny optimism of Southern California, long before the onslaught of Silicon Valley and trust fund size rents. American Gigolo sat stoic and quiet on the big screen, like an oversized Nagel print, and that looked and felt really different at that time.
American Gigolo is quite innocent compared to current films that attempt to deal with stories revolving around sex and death. For a plot about fucking and murder, we see neither. What we do see is passage after passage of film that promotes an idealized masculine standard for the late twentieth century. It’s an America where male prostitutes get their shit together, throw on some Armani, get some scruples, and have enough expendable income to lurk around Sotheby’s to find deals on historic artifacts. Can’t argue with that.
The problem isn’t the movie. What went wrong was what American culture did with some of these cues. Our civility didn’t keep up with the technology, we kept designing ugly shit to sell to a country whose aesthetic aptitude was calibrated to Ronald Reagan. We took the idea of looking good and turned it into a culture of obsessed preening. The fact that Gere doesn’t yet have the technology available to pucker his mouth up for a selfie is actually a big bonus in this film. And we might even take Michelle’s (Lauren Hutton) unflinching willingness to employ the sexual services of Julian (Richard Gere) as empowerment, decades before it was culturally sanctioned.
I won’t read anymore into this film, it’s just not there. It’s an unsophisticated move that’s about, well, sophistication, or at least the visual markers of sophistication. By the end of the film, Julian’s manicured world has begun to crumble. He hasn’t shaved and has stooped to driving a rented Ford Pinto. For a guy with apparent smarts, he’s legally inept in the face of being framed for murder with his evasive, petulant silence. And lastly, his self-esteem tanks as he comes crawling back to his former pimps. In a display of horrible negotiating skills, he forfeits just about every shred of respectability he’s “worked” to acquire.  But, none of this is really the point here.
The point is: doesn’t he look great?! Even when he walks out in prison attire, he’s better dressed than most of the other slobs that walk through the film. (The blue chambray shirt is fitted, open at the collar, and no slouchy pants anywhere.) Gere’s unconvincing as a character, so what! Look at the shirt and tie combination, and the fucking pants fit perfect! And then there’s Lauren Hutton: statuesque, tanned, and legs for miles! I’ll tell you one thing that survived the 80’s- Lauren Hutton’s hair! Even Ann Bancroft and Catherine Deneuve would nod in approval. Let’s not overlook the great trench coats…not sure how much rotation these get in Los Angeles, but they are worn on par with the likes of Humphrey Bogart, so let’s skip over the temperature snag, and just admit that they look good as well.
So, 38 years later, here’s what American Gigolo can still offer us:
1. Good hair, not big hair, just good hair.
2. Fit and proportion are important.
3. Get a good coat. What kind? Watch the film.
4. Old Mercedes still look great.
5. Can’t have too many dot pattern neckties.
6. Get in shape, and get a tan!
7. Don’t be a rube.
8. Show up on time and do a good job, no matter who you’re screwing.
9. When Lauren Hutton offers, don’t turn it down!
10. Keep listening to Blondie.

Among the science experiments Dragon is delivering to the space station are: Mapping Earth's dust The Earth Surface Mineral Dust Source Investigation (EMIT), developed by NASA's Jet Propulsion Laboratory in Southern California, employs NASA imaging spectroscopy technology to measure the mineral composition of dust in Earth's arid regions. Mineral dust blown into the air can travel significant distances and affect Earth's climate, weather, vegetation, and more. For example, dust containing dark minerals that absorb sunlight can warm an area, while light-colored mineral dust can cool it. Blowing dust also affects air quality, surface conditions such as the rate of snow melt, and phytoplankton health in the ocean. The investigation will collect images for one year to generate maps of the mineral composition in the regions on Earth that produce dust. Such mapping could advance our understanding of the effects of mineral dust on human populations now and in the future. Speedier immune system aging Aging is associated with changes in the immune response known as immunosenescence. Microgravity causes changes in human immune cells that resemble this condition but happen faster than the actual process of aging on Earth. The immunosenescence investigation, sponsored by the International Space Station U.S. Dynamics of Microbiomes in Space, sponsored by NASA's Division of Biological and Physical Sciences, examines how microgravity affects metabolic interactions in communities of soil microbes. This research focuses on microbe communities that decompose chitin, a natural carbon polymer on Earth. High school student weather study BeaverCube is an education mission that will teach high school students aerospace science by having them design a CubeSat. BeaverCube will host one visible and two infrared imagers to measure cloud properties, ocean surface temperatures, and ocean color to study the Earth's climate and weather systems. Advances in these areas will help keep astronauts healthy during long-duration space travel and demonstrate technologies for future human and robotic exploration beyond low-Earth orbit to the Moon and Mars through NASA's Artemis program.

The Truth About Why Edelbrock is Moving Its HQ
Tumblr media
If you have a classic Ford in your garage area, there’s a pretty big chance there is at least one part on it marked with all the name Edelbrock . The company, whose name will be etched into the history of American muscle mass cars, manufactures carburetors , camshafts, cylinder minds, superchargers , and more. Since its founding simply by Vic Edelbrock Sr. in 1938, Edelbrock has operated out of Torrance, California, but we’ve received phrase today that its headquarters may soon have a new home within Olive Branch, Mississippi.
Industrial Opportunity Partners (IOP) obtained Edelbrock in 2010, and recently produced headlines by also acquiring the COMP Functionality Group   (CPG) – including COMP Cams, TCI Auto, FAST, ZEX, Inglese, and others. Edelbrock is moving to merge the operations with CPG. The changeover has been in planning since October yet began in earnest on The month of january 15 th and will continue through March thirty-one st . The Torrance location housed sales, advertising, r and d, testing, and some manufacturing departments.
“We have a 300, 500 square-foot facility in Olive Department that will be the headquarters for 5 power brands – Edelbrock, COMPENSATION Cams, TCI, FAST, and Russell, ” stated Chris Douglas, Key Commercial Officer at the Edelbrock Team. “Today it is the central distribution middle for all our products. A portion of this facility, which is currently vacant, is going to be utilized for manufacturing Edelbrock consumption manifolds. We only occupy in regards to a third of the front side from the office complex, which will be fully busy with the transition. ”
COMP’s current front-office at Liberal Road in Memphis, TN may also be part of the move to Olive Branch following a migration of Torrance employees plus equipment.
Edelbrock’s TVS 2650 supercharger installed on a 2018 Mustang.
“It is bittersweet to be leaving the home of Edelbrock – no one is applauding or even reveling in the decision, ” Douglas continued. “It is a sensible company strategy to provide for future growth. UNA County is a very difficult place to possess a manufacturing business – local competitors, the wages are high, it really is hard to get help, and development property is very expensive. This was some thing we had to do to remain competitive plus manufacture American-made products. It was the appropriate move to keep Edelbrock healthy plus moving into the future. ”
Douglas assured us that Torrance employees were notified of the changeover in October to give them just as much time as possible to consider relocating. These were offered to relocate to a location based upon their role in the company, plus Edelbrock has been pleased that many workers have chosen to relocate with the business. Despite coronavirus challenges in UNA County, Edelbrock is still on track to fulfill its self-imposed March 31st deadline day – deemed necessary to stay on best of delivering products to clients.
Edelbrock lost some of its notoriety being a hardcore racing brand. It’s period we got our racing lines back. –Chris Douglas, Edelbrock Team
The Torrance facility is one of several Edelbrock locations, including two in San Jacinto, California, about 95 mls east. Douglas assured us not only is the foundry in San Jacinto staying put, but production of certain items like cylinder minds, superchargers, and water pumps is going to be relocating there (where they are also ensemble – to increase efficiency). Edelbrock is within the process of establishing a tech middle in Cerritos, CA to maintain the Southern California connections (particularly within emissions compliance), which will house architectural and calibration. When combined with the Bronson, MI and Sanford, NC services, the Edelbrock Group is moving to a modern, multi-campus company comprising coast to coast.
It appears some of the early reports that will Edelbrock may be in some financial difficulty, may have been grossly misleading. In fact , Douglas even hinted that we could discover some acquisitions here in the next 1 to 2 years and [they] are very much in a growth attitude.
“Edelbrock is not heading anywhere. We are closer to modernized than in the past. We really want to be a performance brand name that a consumer doesn’t think of because just their grandfather’s or father’s brand. Late model performance would have been a focus as will the race side – Edelbrock lost a few of its notoriety as a hardcore race brand. It’s time we obtained our racing stripes back. ”
Edelbrock began along with Vic Edelbrock Sr. ’s serious love for hot rod lifestyle and his own 1932 Ford Roadster. After moving from his indigenous Kansas to California in the earlier 1930s, Edelbrock was bit with the bug. In an effort to extract every oz of power possible from the Ford’s factory Flathead V8 engine, Edelbrock tried to hunt down the products he understood he needed to meet the goals this individual set for the ’32, but he or she was unsuccessful. Instead, the ever-determined gearhead fabricated his own intake a lot more, complete with the Edelbrock name. He'd go on to open his performance store in 1938, and the rest is definitely history.
