That looks like a little bit of pale blue light, the same colour as the energy around his pokeballs. I guess you normally wouldn’t be able to really see it in standard lighting, since his irises are light blue even without it.

#I have the DLC but haven't really played it yet. I nicked this screencap off Twitter. #But his whole face is in shadow here and the only things that aren't tinted darker at all to reflect that are his irises. #They are still Extremely Bright.
