MLP lore lesson: This male hourglass cutiemark pony. Most fans of the show will know him, but I think this lore might be funny to learn for people who weren't part of the fandom at the time.
He was originally a generic townie that appeared in some episodes as a random passerby. The fandom decided he resembled David Tennant as The Doctor on Doctor Who, taking the hourglass cutiemark as a reference to time travel, and thus the fans named him Doctor Whooves. In fanworks, he was commonly paired up with "Derpy Hooves", another popular background pony, mirroring The Doctor's MO of traveling with a female companion.
Like many popular fan-interpretations of the background ponies, this fanon was eventually semi-canonized in copyright-safe ways in later seasons. They started giving him accessories that referenced different Doctors, such as David Tennant's tie and 3D glasses, Tom Baker's scarf, and Matt Smith's bow tie.
Finally, in the season 5 episode Slice of Life, he was canonically referred to as "Doc" and "Doctor", as well as researching time travel alongside Derpy Hooves, as clear nods to the fandom.
Though the character is usually referred to as "Time Turner" in official sources, there are at least a few instances of the character being officially referred to as "Doctor Whooves" or "Doctor Hooves", such as in figures and on a trading card. There is also a comic where he appears on a variant cover with multiple Doctor Who references, such as a Weeping Angel and a street lamp that resembles the Tardis.
