i’d say it’s a city where all the demons live, though it still looks rlly fucked up since it’s built around human suffering since torture actually happens there 24/7

each demon is assigned a person to torture for eternity, it’s basically their entire purpose

so basically it still follows the whole “everyone suffers forever” except there are demons with lives built around it all
