How would you feel if Whitley appeared in the upcoming RWBY Justice League movie I personally would love that especially if they gave him a role similar to what he had in volume 8 but I acknowledge that it's very unlikely outside of maybe a cameo since we know Jacque is going to be in the movie
I'd be happy if he appeared and I have reason to believe he'll be in a scene or two, but making him a part of the actual plot probably isn't in the cards. They've already got 7 JL heroes and 7 RWBY main characters to juggle, plus any human antagonists they may throw in and the RWBY side characters they'll have to put in like Ozpin and maybe Glynda, so adding more characters in for any amount of plot relevance seems like a bad idea. Whitley also isn't a combatant, so his main usage would be his technological skills, ability to be the "man in the chair", so to speak, his access to SDC resources, and his knowledge of Atlas and its systems - roles that are all mostly covered by Weiss, Batman, and Cyborg or irrelevant to a plot that seems to be set in Vale.
I do think that he will appear, though, as there are scenes taking place at Schnee Manor shown in the trailer involving attacking Grimm; it would be odd to not have him appear at least briefly for a few lines as Weiss resolves that situation. Whether he'll doing anything relevant is questionable, but a situation like Ice Queendom where he gets cameos and a small scene with Weiss would be expected and appreciated.
...But hey Whitley can meet Batman, how awesome might that be, Batley for the win-
