Jinx's Potential Pirate Problem

From what we know from this first season, the Lanes and Bilgewater seem to uneasily coexist as partners in the black market. Bilgewater Pirates try to catch any opportunity to hustle and shortend Zaunites out of their wares if they think they can get away with it. Instead of the threat to Silco coming from Noxus, the outside party agitating for Silco's overthrow, the simpler answer might be from Bilgewater.
In one of the first scenes at the last drop a pair of traders from Bilgewater are trying to cheat Huck, the glasses dude, out of their arranged deal. Vander manages to deescalate the situation with the threat of violence and offers them his pipe too (let's put a pin in that).

Then, during the arcade scene, the audience gets to see what an excellent sharpshooter Jinx is at a young age. Jinx makes all the shots not just once but several in a row alternating back and forth between targets in rapid succession. When I watched that scene, I thought how weird it is that those targets weren't painted to look like caricatures of obnoxiously wealthy Piltovans (the one civilian has isn't meant to be a target) or, at the very least, enforcers. Instead, they made a game out of shooting a class of people Vander and Zaun citizens seem to work with often. Vander had to approve of the game for it to be played by the kids, I'm sure. Vander doesn't want them to challenge Piltover's forces, but he does want to foster a healthy antagonism against Pirates.
This next one is a small thing but I found it odd that when Caitlyn made up a back story she gave her family a pirate origin. Do I think that means somehow it'll be revealed Caitlyn's family has a secret family origin where they used to Pirates. No, I think it's a cute set up for how Pirates are associated with people and objects Jinx has been taught to dislike.

Finally I want to include this concept art of Jinx that was included in the Bridging the Rift series. This outfit wasn't included in the first season. She's in a cloak decorated in waves and tentacles, imagery associated Bilgewater and its related religion. Except for the hood, it's not really Jinx's style, but she's got it on, and she got it from somewhere, so maybe this hints at Bilgewater's growing influence in the wake of Zaun's power vacuum.
Now that Silco is dead I can see Pirates from Bilgewater trying to take advantage of Zaun's supposed weakness by backing out of their previously established deals, and generally just muscling in on the Shimmer trade. I can see at least 1 or 2 chembarons accepting a Bilgewater faction taking Silco's place as long they're offered stability and a lucrative arrangement. I imagine the smarter chembarons are wary of crossing Sevika though, Bilgewater wouldn't offer independence just new masters to control Zaun.
What's something to keep in mind though is that if Finn was Bilgewater's point of contact that means the information they gathered on Silco's operation and especially on Jinx was filtered through his perspective. Sevika made it clear, Finn's an idiot who didn’t know what the hell he was talking about when he tried to disparage Silco and Jinx to her, and it got him killed.

What does it all mean? Well, it means that Bilgewater isn't operating on the right set of knowledge on how to handle Zaun, and worse, how to handle Jinx. They're going to make a big push in Zaun next season, Finn made Jinx sound more flighty and unstable than she actually is. The former is a worse mistake than the latter, so despite the 'mad dog' status Bilgewater will probably think she can either be subdued or put down easily. But just like when Vander handed those traders his pipe (a symbol of power in Zaun), they won't be able handle Zaun or Jinx, frankly the situation will be too overwhelming (there's the pin). Not only are we shown a young Jinx running bullets through pretend pirates but she readily outmaneuvers groups of enemy combatants. Zaun is an acquired taste honestly, there's a lot of moving parts constantly in flux that most people wouldn't be able to handle.

Why would Bilgewater even be on Jinx's case? Silco's dead, some assume that ends Jinx's involvement in Zaun's affairs and on to Piltover. But Jinx is technically a part of the 'old regime' and no symbols should remain of it for people to rally around, and Jinx definitely is the kind to have a cult of personality. They might want to take the heat off of Zaun as they try to gain control by getting rid of Jinx to placate Piltover. I'm not sure how successful that'd be since Piltover will be hellbent to remove all Shimmer infrastructure, the industry they want in on. Or maybe Jinx doesn't like the way Bilgewater's infiltrators are treating the last of what remains of Silco's memory, of what her and Silco cultivated together as a family. Jinx has no reason to play nice with these people and they're unprepared for what that means.
Tldr: I've been so wrapped up in the threat of Noxus, I ignored how entrenched Bilgewater Pirates are in Zaun that lays the ground for an infiltration arc in season 2. So often, whenever there's a scene that implies the presence of Bilgewater (the Pirate hub), it's overshadowed by the bigger personalities of the main cast and how they react to it.
