When the tales of Xadia talks about the star primal, they said it is the most powerful of the primals and has reality bending powers. That does seem to imply that all primal magic came from the stars.
That's one interpretation - or two? Do you mean that primal magic could've been created from manipulating Star magic, or that it was created by Startouch elves?
Either is possible, since Star magic is the one we know the least about, in lore and in meta. And there's just as likely a chance that something else is at work, too, all things considered.
One of my favorite things about TDP is that it takes a leaf from Tolkien's book and lets the texts themselves have limited and even incorrect perspective, as if they were written by real people in real time and then frozen in the TDP timeline that way. (Which they kind of were, since time only flows one way.)
The overall effect of this is exquisite to me: Callum was very certain about everything he wrote in his Spellbook, but was he always correct? Signs point to No. Yet the very inaccuracies in the text lend themselves to a greater enjoyment of TDP lore as a whole - Callum's Spellbook is not canon-perfect, but it is meta-canon, and that in itself can spark such fun thoughts and discussions.

like... what it all boils down to for me is that the still-lingering tell-don’t-show aspects of the “Dark magic is bad” narrative thesis carry a strong whiff of “this is bad because the designated moral authority says so,” and if you don’t recognize that the concept of designated moral authority has been dead fucking wrong about literally everything like 70% of the time historically, and therefore why I may find that we are expected to just accept that a little bit troubling, I really don’t know where the conversation is going to be able to go from there?????

This is more of a showerthought (that may become a longer meta later), but there does appear to be some sort of relationship between Dark Magic and Star Magic.
Callum mentions there is a Star spell that lets one recreate bodies for captured spirits. Which is interesting because that doesn’t seem to have much to do with divination or destiny (what Stars are mostly associated with), but sounds instead like a Dark Magic spell.
But then on the other hand, it does make a lot of sense when you think about what the Stars represent. In Callum’s Spellbook, Callum does point out that “Star magic” is really more like “cosmic magic.” It’s not just the stars themselves, but the cosmos as a whole that represents this primal source. Well, what does the cosmos mostly consist of.
That’s right, darkness. The haunting emptiness from which light consist of only a small minority of space.
So maybe it’s possible that Dark Magic is a “seventh source” in the sense that it is an offshoot of Star magic, but without the guiding light of the stars, it simply leads to rampant corruption and decay.
