Are South Carolina's Correctional Institutions Failing the Grade?
A microscope has been placed on Alvin S. Glenn Correctional Institution for months. In the past week, 7 Correctional Officers have been arrested for violations and charged with misconduct in office. But what of the other institutions within the State? It is difficult to believe that if these violations are happening in one, it is not happening in others throughout the State? The real question is…

Devin Katzfey, Wisconsin inmate, born 1996, incarceration intake in 2017 at age 21, sentenced to 27 years, died in custody 09/01/2018 at age 22
Murder
A Milwaukee man convicted of a brutal beating death he recorded on the victim's Snapchat account was just over a year into a 27-year sentence when he killed himself in prison.
His family is suing prison staff they say had ample reason to know Devin Katzfey was suicidal and didn't take actions that could have prevented his death.
"Katzfey’s suicide was not an anomaly," the federal lawsuit states. "It was the product of endemic practices at Columbia (Correctional Institution) — well known to prison supervisors — whereby staff looked at prisoners who harmed themselves with disdain and routinely minimized or ignored requests for help."
After Katzfey tried to overdose on 90 Tylenol tablets, he was returned from the hospital to the same cell in segregation, over his pleas and claims that he was still suicidal. That's where he hung himself early on Sept. 1, 2018. He was 22.
His mother, Natalie Smith, is the personal representative of Katzfey's estate, which is the plaintiff in the case. It names as defendants almost two dozen wardens, supervisors, guards and psychologists who worked for the Department of Corrections.
The suit accuses the officials of violating Katzfey's civil rights by failing to provide proper medical attention, to protect him from himself, to intervene when others were failing in their jobs, and makes a claim of supervisors' liability. It seeks unspecified damages.
Katzfey, his girlfriend and his brother were all convicted in the death of Delvin Mendoza-Chaparro, 20. He had come to visit the trio and smoke marijuana in December 2016, and when Katzfey awoke the next morning, he found paraphernalia in the victim's pocket and accused him of stealing.
Katzfey and his girlfriend beat Mendoza-Chapparro, forced him to eat kitty litter and left him to die in a snowbank in 14-degree weather. Some of the attack had been recorded on the victim's own cellphone.
Sarah Zakzesky, Wisonsin inmate 658222, received 10 years in prison, and Branden Katzfey, Wisconsin inmate 658274, was sentenced to 13 years.
As the leader and recorder of the attack, Devin Katzfey got a 27-year sentence from Milwaukee County Circuit Judge Jeffrey Wagner after pleading guilty to first-degree reckless homicide, as a party to the crime.
He first arrived at Dodge Correctional in May 2017. He was determined to need a mental health assessment and sent to Wisconsin Resource Center, then back to Dodge.
"Katzfey was referred to the Resource Center because prison staff recognized he posed a very serious self-harm and suicide risk, and because he had tried to kill himself by drinking bleach while at the Milwaukee County Jail a few months earlier," the suit states.
After his condition stabilized at WRC, he was returned to Dodge, then sent back to WRC again, then transferred to Columbia Correctional Institution in Portage on June 22, 2017.
According to the suit, "Katzfey’s prison record was replete with evidence of his suicidal ideation, his need for care, and his ability to respond positively to care and accommodations."
On June 4, 2018, as punishment for a disciplinary infraction, Katzfey was sentenced to serve 180 days in segregation.  According to the suit, prison staff dismissed Katzfey’s requests for help as misbehavior, and characterized him as “extremely manipulative” and “narcissistic.”
Katzfey made repeated written requests for help, saying he was depressed, couldn't sleep and was losing weight. In response, he was sent a "self help packet list," but was not seen by a psychologist.
Later in June, Katzfey tried to overdose on Tylenol he had slowly accumulated and hidden in his cell. He spent two nights in a hospital, was returned to segregation and again began asking for more psychological help and to have more phone contact with his family, which was severely restricted in segregation.
He mostly got written responses, but did have one appointment with a prison psychologist on July 17, after writing, “Im having a hard time coping[.] I need to be seen. Its an emergency. I’m beyond depressed. Listen, I’m beyond depressed. I need to talk to a psychologist NOW.”
But after that, he got more written responses, like, "You need to be patient. This is an excellent opportunity to work on developing alternative coping skills. See attached packet.”
On Sept. 1, 2018, Katzfey was found hanging in his cell by a rope braided from bed linen tied to a ceiling vent. The lawsuit states that, given his mental condition, his linens should have been restricted or checked more frequently.

COLUMBIA, S.C. (AP) — A school shooter serving a life sentence without parole for killing a first grader on a South Carolina playground when he was 14 is asking a judge to lessen his sentence so he can eventually get out of prison.
Jesse Osborne's lawyer asked Judge Lawton McIntosh on Monday to reconsider his sentence so Osborne, now 21, could have some hope of freedom in his 50s or 60s.
Attorney Frank Eppes said the judge didn't fully consider a psychologist's report that Osborne's lashed out because of abuse and can be rehabilitated.
“Give Jesse some hope to live with,” Eppes said at a televised court hearing.
Osborne himself asked for a chance at life outside a prison cell, apologizing to the family of 6-year-old Jacob Hall who he killed and everyone at the school that day.
“I would just like to say sorry to every single one of them. Because my evil actions hurt their lives,” Osborne said. “I’m just going to try to better myself in the Department of Corrections the rest of my life.
But the teacher whose class was having recess, the parent of a wounded child, the father of the student celebrating his birthday, the superintendent who saw the bloodstained class rug and the school principal all said at Monday's hearing at the Anderson County Courthouse that they don't want to ever see Osborne out of prison.
Principal Denise Fredericks recognized Osborne as he paced outside Townville Elementary School with a backpack full of ammunition for 12 minutes after his gun jammed before police arrived to arrest him. Osborne had been a student there for seven years.
“I do wish Jesse a life where he can wake up, breathe, eat, work, be productive — but not outside the walls of a prison,” Fredericks said. “In my opinion, his current sentence is still so, so much more merciful than the sentence he gave to Jacob and our school family.”
Prosecutors said Hall's family didn't wish to speak in court but want Osborne to never be released from prison.
Osborne is serving two life sentences after pleading guilty. Before opening fire at the school on Sept. 28, 2016, he shot and killed his father while he slept in a recliner, kissed his rabbit and other pets goodbye, then stole his dad's truck and drove to his former elementary school, according to Osborne's confession.
Osborne crashed his truck into the school fence and fired at the first grade class celebrating a classmate's birthday at recess. Hall bled to death from a gunshot to his leg. Two other student and a teacher suffered minor injuries.
Uneaten cupcakes with the Batman logo could still be seen on the ground inside police tape hours after the shooting.
“My son hates his birthday now,” father Jeff Bernard told the judge.
Prosecutors said Osborne wanted to kill dozens but he was carrying the wrong ammunition and his gun jammed after every shot.
“He didn’t stop because he wanted to. The gun jammed. Thank God the gun jammed,” Fredericks said.
Osborne's lawyer said a video call he had open to a group chat with people who knew his plan showed him sobbing, upset and ready to give up after the first shots.
Osborne is asking the judge to consider a supplemental report from a psychologist that disagrees with prosecution experts who testified at Osborne's original sentencing that he is a dangerous and pathological liar with no remorse.
Osborne's brain was sill developing in his teens. The psychiatrists cited by the defense said he has shown guilt and grief and responded to treatment during the nearly seven years since his arrest on school grounds.
Osborne's lawyer suggested a 30-year minimum sentence for the two counts of murder, followed by 15 years for shooting at the other children and then lifetime monitoring by GPS after he is released from prison with one review after 10 years.
McIntosh asked for a detailed report from the defense expert in the next month and told prosecutors they would have at least 10 days to respond.
A number of students never returned to the school after the shooting. Some haven't returned to any school. A popped balloon ended a school dance in tears. Recess is still filled with anxiety, said teacher Meghan Hollingsworth, whose class was celebrating the birthday that day. Her child was in kindergarten just down the hall.
"The screams of children having fun sends a panic through me as I look to see who is screaming and see if they are OK," she said.
She asked the judge to think about a sign in her first grade classroom and uphold his life sentence handed down more than three years ago,
“You are free to choose, but you are not free from the consequences of your choices,” it reads.

Study: Lung infections attributable to soil fungi are an issue across the US
Tumblr media
- By Nuadox Crew -
According to a study conducted by researchers at the Washington University School of Medicine in St. Louis, a significant number of serious lung infections are caused by fungi in the soil in 48 of the 50 states and the District of Columbia, including many areas long believed to be devoid of lethal environmental fungi.
Tumblr media
Image: Histoplasma (red), Blastomyces (blue), and Coccidioides (green) are the three most prevalent species of fungus that cause lung infections in the United States. These maps were made using data from 1955 (top row) and 2007-2016 (bottom row). The use of obsolete maps may result in delayed or missed diagnosis. Credit: Patrick Mazi and Andrej Spec/Washington University.
Studies from the 1950s and 60s indicated that fungal lung infections were a problem only in certain parts of the country. The new study, available online in Clinical Infectious Diseases, shows that is no longer the case. Doctors who rely on outdated maps of disease-causing fungi may miss the signs of a fungal lung infection, resulting in delayed or incorrect diagnoses, the researchers said.
Histoplasma, or histo, is one of the three main species of soil fungi that cause lung infections in the U.S. Historically, Histoplasma was found in the Midwest and parts of the East, Coccidioides in the Southwest, and Blastomyces in the Midwest and the South. But a growing number of case reports and anecdotes suggest that all three have expanded out of their traditional ranges in recent decades, most likely due to climate change.
People develop fungal lung infections after breathing in spores from fungi in the soil. The spores become airborne when the ground is disturbed by farming, landscaping, construction or even just by people walking around in fungi-rich environments such as caves. Most healthy adults and children can fight off a fungal infection handily, but infants, older adults and people with compromised immune systems may develop fever, cough, fatigue and other symptoms. Fungal lung infections easily can be mistaken for bacterial or viral lung infections such as COVID-19, bacterial pneumonia and tuberculosis.
Spec, Mazi and colleagues set out to determine where soil fungi are sickening people today. The Centers for Disease Control and Prevention (CDC) last revised its maps of disease-causing fungi in 1969.
The researchers calculated the number of fungal lung infections nationwide from 2007 to 2016 using Medicare fee-for-service claims from all 50 states and the District of Columbia. Using the patients’ home addresses to identify counties of residence, they calculated the number of cases per 100,000 person-years for each county. (Person-years are a way to correct for the fact that counties can have wildly different population sizes; one person on Medicare for one year is one person-year). Counties with more than 100 cases caused by Histoplasma or Coccidioides, or 50 cases caused by Blastomyces, per 100,000 person-years were defined as having a meaningful number of fungal lung infections.
Of the 3,143 counties in the U.S., 1,806 had meaningful numbers of lung infections caused by Histoplasma, 339 of Coccidioides and 547 of Blastomyces. These counties were distributed across the majority of the U.S. Across the 50 states plus DC, 94% had at least one county with a problem with Histoplasma lung infections, 69% with Coccidioides and 78% with Blastomyces.

After spending the first 20 years of his life in slavery, Frederick Douglass became a renowned author and orator and a towering figure in the movement to abolish slavery in America. Photograph By Hulton Archive, Getty Images
'This Is Not A Lesson In Forgiveness.' Why Frederick Douglass Met With His Former Enslaver.
A Firm Believer in the Equality of All People, the Great Orator Practiced what he Preached.
— By Daryl Austin | Published: December 2, 2020
The year 2020 will be remembered as a perfect storm of traumas. A global pandemic crashed on every shore. Politics rattled America. And a long-overdue racial reckoning began.
In the midst of this tumult, one name has emerged again and again—a man, it seems, destined to inform both his time and ours. Frederick Douglass once faced a reckoning of his own, and his words and deeds still teach us today.
Before becoming one of America's Great Abolitionists, Writers ✍️, Orators, and Icons, Frederick Douglass spent the first 20 years of his life in bondage. Born into slavery in Talbot County, Maryland, in February 1818, he was enslaved by multiple people during his first two decades. But none affected him like Captain Thomas Auld.
The son of an American Army commander during the War of 1812, Auld became a Prominent Local Shipbuilder and Pious Christian. He inherited enslaved people through his First Wife, Lucretia, and quickly adapted to the ways of slavery, becoming a Cruel Master.
In one of three autobiographies Douglass wrote, he recalls his time on the Auld plantation as "The Scene of Some of My Saddest Experiences of Slave Life." He wrote that Auld "subjected me to his will, made property of my body and soul, reduced me to a chattel, hired me out to a noted slave breaker to be worked like a beast and flogged into submission....”
In 1838, after being passed around the Auld family and ending up back with the cruel captain, Douglass escaped the bonds of slavery disguised as a sailor and armed with false papers and a train ticket to the free North.
For the next 40-plus years, Auld remained a distant spectator as Douglass became one of the most famous and influential figures of his generation. Through mutual acquaintances, Auld was aware of Douglass's best-selling books, read the many tributes to Douglass in newspaper after newspaper, and heard of the venues packed with people yearning to hear the master orator. Perhaps he even learned how much President Lincoln depended on Douglass's insights and friendship.
Tumblr media Tumblr media
In 1848 Douglass published an open letter to his “Old Master” Thomas Auld in which he denounced slaveholders as “Agents of Hell” and called for the equal treatment of all people. Almost 30 years later Auld, nearing death, invited Douglass to meet with him. Photograph By Library of Congress, The Frederick Douglass Papers at the Library of Congress (Left) and Photograph By Dickson J. Preston, Johns Hopkins Press/Archives of Maryland (Right)
Douglass and his former enslaver didn't come face to face again until 1877, when Auld was 81. Sick and palsied, Auld knew he didn't have much time left to make peace with his past. He sent his servant to invite the famous statesman to return to Auld’s home on the Eastern Shore of the Chesapeake Bay once more.
Douglass accepted the invitation right away. The moment he arrived at Auld's home was “the first time that a black man had ever entered a white man home in St. Michaels by the front door, as an honored guest,” notes historian Dickson Preston, author of Young Frederick Douglass.
Douglass describes the encounter at length in his final autobiography. He remembers "holding [Auld's] hand" and engaging in "friendly conversation." When Auld addressed him as "Marshal Douglass" (Douglass was then serving as U.S. Marshal for the District of Columbia), he corrected him, saying, “not Marshal, but Frederick to you, as formerly.” Those words caused Auld to “shed tears” and show “deep emotion.” For his part, Douglass writes that “seeing the circumstances of his condition affected me deeply, and for a time choked my voice and made me speechless.”
Near the end of the emotional meeting, Douglass asked Auld what he thought about his running away four decades before. “Frederick,” Auld responded, “I always knew you were too smart to be a slave. Had I been in your place I should have done as you did.” Touched by the answer, Douglass replied, “I did not run away from you, but from slavery.”
Such a warm exchange between two men with their history may be difficult to imagine from a 21st-century perspective. As was frequently the case with Douglass, however, there’s more to the encounter than meets the eye.
“Douglass shows us in this meeting that it is possible to carry oneself with dignity and to obey the dictates of justice, while still showing respect and kindness towards even those who have committed injustice toward you,” says Timothy Sandefur, a Douglass biographer and an adjunct scholar with the Cato Institute, a libertarian research institute in Washington, D.C.
But showing respect and kindness and forgetting past transgressions aren't the same thing. “Any interpretation of this encounter that says Black people need to suck it up and forgive white people (I would add: White Trash Human Feces) in order to have peace misses the mark completely,” says Noelle Trent, Director for Collections and Education at the National Civil Rights Museum. “This is not a lesson in forgiveness. This is a lesson in personal reconciliation.”
Tumblr media
Douglass was “the most photographed American of the 19th century,” says David Blight, a Douglass biographer. This portrait of the elder statesman was made around 1879. When criticized for his willingness to dialogue with slaveholders, Douglass replied, “I would unite with anybody to do right; and with nobody to do wrong.” Photograph By Corbis, Getty Images
Part of that reconciliation came for Douglass by recognizing how far he'd come in his time away from Auld.
“This meeting was, in a way, a victory lap for Douglass,” says Ka'mal McClarin, a historian with the National Parks Service. “Douglass wanted to show Auld who he became after he was free of the constraints of slavery. The rest of the world had gotten to know the elder statesman, the Victorian gentleman, the United States Marshal; this was the moment when the man who ran away and the man who returned finally came full circle.”
One thing Douglass may have hoped to gain from reuniting with Auld was insight into his own family roots.
“Douglass never learned who his father really was,” says David Blight, Professor of History at Yale University and Author of the Pulitzer Prize-winning Frederick Douglass: Prophet of Freedom. “He was seeking knowledge of his paternity, and sought to know who his kinfolk were.”
Douglass also wanted to address how he had publicly denigrated Auld over the years. "He Had Made Thomas Auld a Lowlife Boak Bollocks Senile Oaf Famous American 🇺🇸 Villain 🦹," says John Stauffer, a Douglass scholar and professor at Harvard University.
Indeed, in his final autobiography, Douglass acknowledges that "I had traveled through the length and breadth of this country and of England [to] hold up this conduct of his...to make his name and his deeds familiar to the world in four different languages."
Though Douglass never expressed regret for telling the World what Auld had done, he did say he never wished "to do him injustice" and "entertain[ed] no malice" towards Auld.
“This meeting teaches a powerful lesson on rapprochement,” says Stauffer, the Harvard professor. “Douglass lived by a creed that in God's eyes, all humans are equal. Douglass was once small and Auld great; now Douglass [was] great and Auld small. As such, Douglass treating Auld as his equal further reflects Douglass's emphasis on equality: on treating all people as equals, with respect.”
In describing the encounter in his autobiography, Douglass says as much himself: “Here we were...in a sort of final settlement of past differences, preparatory to [Auld’s] stepping into his grave, where all distinctions are at an end, and where the great and the small, the slave and his master, are reduced to the same level.”

Restore the Vote Act Law to the Minnesota Supreme Court
By Emma Mehl, Student at University of Northwestern - St. Paul
January 20, 2024
Tumblr media
In the state of Minnesota, the percentage of the population able to vote has greatly increased in the past year. This is not due to a large number of citizens registering to vote, but due to the Restore the Vote initiative which was signed by Governor Tim Walz in March of 2023. This initiative will allow those who have felony convictions to vote in the elections they are not incarcerated for.[1]The previous standard involved required probation after incarceration before the ability to vote was restored. The number of those who have their voting rights restored as a result of this bill are over 50,000.[2]
House File 28 passed in the House, Senate, and was signed by Governor Tim Walz last March. However, it has faced backlash from the Minnesota Voters Alliance. The Alliance brought their concerns to Anoka County District Judge Thomas Lehmann through a lawsuit filed last June.[3] Minnesota Voters Alliance President Andy Cilek argues that those who have not completed their sentence fully have not earned back the right to vote.[4] This argument is due to the wording of the bill that allows those who are not currently incarcerated to vote. The Alliance believes that those on work release, probation, or supervised release have not fully completed their sentence and by the Minnesota Constitution are not able to participate in the electoral process. Those in favor of the bill believe that it will provide a restoration of rights to over 50,000 Minnesotans, many of whom are people of color.
In December, Judge Thomas Lehmann dismissed the lawsuit filed by the Minnesota Voters Alliance. The reason Lehmann states, is that the argument of the lawsuit is fundamentally flawed. Quoted from Article VII, section 1 of the Minnesota Constitution, Lehmann wrote that the framers used intentional writing by stating “restored to civil rights”.[5] In his interpretation, Lehmann believes that it does not say “restored to all civil rights” intentionally. Therefore, by this logic, the legislature is following the correct constitutional process to restore voting rights.
After Judge Thomas Lehmann’s dismissal of the lawsuit, the Minnesota supreme court has decided to hear the challenge to the law. The Minnesota Voters Alliance filed a petition for an accelerated review, which the Supreme Court accepted. This accelerated review allows the case to be heard by the Supreme Court instead of waiting for the Minnesota Court of Appeals due to the timeliness of this decision in an election year. Oral arguments are set to begin on April 1.
Minnesota is not the only state looking to restore voting rights to people convicted of a felony. States such as Maine, Vermont, and the District of Columbia allow those currently incarcerated to vote, whereas states like Nevada and Colorado allow citizens to vote after their release from prison.[6] As states continue to discuss this important issue, voter rights as stated in the Constitution will have to be examined to ensure that each citizen is granted their rights.

How Did Our Democracy Get So Fragile? Dec. 1,2023
Jelani Cobb, Jill Lepore, and Evan Osnos on the precarious state of American democracy and why—yet again—we risk losing it in the upcoming Presidential election.
Plus, three of the magazine’s best thinkers on American politics and history—Jill Lepore, Evan Osnos, and Jelani Cobb—discuss the state of American democracy as another election asks us to litigate whether we want to retain our foundational political system.
"We’re in the midst of another election season, and yet again American democracy hangs in the balance, with a leading Presidential candidate who has threatened to suspend parts of the Constitution. How did the foundations of our political system become so shaky?  Jelani Cobb, the dean of the journalism school at Columbia University; Evan Osnos, a Washington correspondent for The New Yorker;and the best-selling author and historian Jill Lepore joined The New Yorker’s Michael Luo for a discussion of that very existential question during the most recent New Yorker Festival. From Cobb’s perspective, “it’s not that complicated,” he notes, “If we went all the way back to the fundamental dichotomy of the people who founded this country and the way they subsidized their mission of liberty with the lives of slaves. So we’ve always been engaged in that dialectic.” Lepore argues that people on both sides of the political divide choose to embrace an account of the past that accords with their politics, something she considers “incredibly dangerous.” Osnos, who witnessed the upheaval of January 6th firsthand, thinks the deeper problem is disengagement from the country and the political system. “I was struck by how many of [the rioters] told me it was their first trip to Washington,” Osnos says. “They came to Washington to sack the Capitol.”
CORRECTION: Jelani Cobb notes that Queens was at one time the second-whitest borough of New York City, and is the most diverse county in the United States. Measures of diversity vary; in some recent data, Queens ranks third among counties.

Why Everyone Is Talking about Legalisation Services
We are proud to offer a professional service that will make sure that your documents are legally correct. All documents are processed manually by a team of professionals, to not only provide a fast service, but also ensure your documents are kept secure.
You cannot have documents issued outside of the UK legalised using this service: have them legalised in the country where they were issued. You can get some official UK documents legalised by asking a Legalisation Office to check the signature, stamp, or seal is by an official of the British state.
Tumblr media
For cases in which the validity of employment documents issued by official authorities in your home country can be verified using secure authentication codes, you do not need to have them notarised or legalised. An Apostille certificate is usually requested from authorities and organisations abroad to enable documents to be used for official purposes outside of the United Kingdom.
The Apostille procedure makes document legalisation easier, with the seal and signature being stamped onto the document, but is valid only in countries which are currently members of the Hague convention. An authority in the A-countrylegalizes your documents using a stamp or a sticker known as an apostille. An apostille is issued by the U.S. Government, which certifies that your document is authentic, and is required in the following countries.
Often, your documents will need legalization from a local or state government, the U.S. government, and an embassies in your target countries in order to be considered authentic and valid. If you plan on using a U.S. public document abroad, it will need to be legalized by a local government authority before it will be considered valid. There are usually multiple ways of legalizing a document, but usually only one method will be accepted by the country for which you are intending to use the document.
Tumblr media
A certified translation does not have to be legalised at the Ministry for Foreign Affairs, EU, and Co-operations Legalisation Services, but that does not mean the original document does not have to be legalised or given an apostille. Notarized documents need to be certified by a county clerk in the county in which the notary is certified to be anotarized. Birth, death, and marriage certificates, as well as divorce certificates issued by local or county officials, or county health departments, must be certified by the County Clerk first in the county in which the birth was issued.
BVS Global provides Seychelles Document Legalization, or Apostille, for any kind of document issued by the Seychelles to be used in any country. We offer Authentication (legalization) services for corporations, law firms, US citizens, and foreign nationals for any documents to be used in the Seychelles*. The Secretary of States Office is capable of processing documents issued by all 50 United States states, the District of Columbia, and the U.S. federal government to the country of Seychelles.
Tumblr media
Seychelles is a member of The Hague Apostille Convention, and any official document intended for that country requires a post-apostille by the Secretary of States office. Documents issued by Seychelles that have apostilles are eligible to be recognized by any country, with no additional authentication, under the Hague Apostille Convention. An Apostille issued in the US is issued for documents issued only in the US.
Documents from the Seychelles need only have the Apostille stamped by the issuing State authorities in order to be valid in the target State. If your document was issued by a Federal Court, then it must have been certified by the Justice Department in Washington, DC, and then obtained an Apostille by the US State Department in order to be used in Seychelles. If your document originated from Seychelles, then you need to go to the appropriate competent authorities for assistance with the Seychelles.
If you wish to use your apostille in another foreign country, you must return your birth certificate to Seychelles in order to get an apostille from them. The stamp of Seychelles Foreign Affairs Department may be substituted for the Apostille, as long as both your sending country and destination are parties to the Hague Convention 1961. Diplomatic authentication or legalization is not required on documents emanating from Seychelles for legal communications with another member country of the convention.
Tumblr media
In the attestation process for documents for Seychelles, it must be first authenticated by the Ministry of Interior and Ministry of Foreign Affairs. Legalization or attestation usually involves two to three levels of authentication between the two branches of government for documents from Seychelles. All documents submitted to the Embassy of UAE in Seychelles should either be the original document or certified to be an authentic copy, and the On-Time Attestation would require copies of the original documents in order to enable us to certified them to be an authentic copy of the original.
Attestation On Time will have to send the documents to the court to be Apostilled, and upon receiving an Apostilled copy, it will then forward to the Ministry of Foreign Affairs (MOFA) for authentication. If sending a document to a legalisation office, ensure registered post is used in the UK to & from. Legalisation is frequently required by foreign authorities before they will permit you to use a British document for official purposes in their country; Legalisation does not confirm the validity of the document, nor does it provide approval by the FCO to its contents.

Journal Entry #69 - End of Year Nine (9) out of Ten (10) in Massachusetts
JOURNAL ENTRY #69 Name: Manley M Collins Social Security Number: 5 7 9 – * * – 6 5 4 1 Date of Birth: 06/21 Place of Birth: Washington, District of Columbia Country of Birth: United States of America Date: December 30, 2021
TOPIC: End of Year Nine (9) out of Ten (10) in Massachusetts
A Mental Health Moment regarding Schizophrenia and Mental health conditions
With the New York June 21, 2022 incident, I did not know what was happening. From May 2022 to June 2022, I still planned my trip to New York, but while in Boston, Massachusetts Department of Corrections van kept crossing my path everywhere I was going. I was trying to do the USATF volunteer background check, I was prevented from going through the process. New York situation happened and my best advice for grown men and women is to stay the f*ck away. Suffolk County sheriff van starting to do the same thing especially after speaking the MGH or BMC physicians. In reflection on all the law enforcement reports and court cases I filed, every last one has been closed, and very little to no investigation, and the Judges let the folks go and try to state the situations never happened. Massachusetts has this "do not listen, do not care," attitude. It was a little bit overwhelming seeing the violators of the Ten Commandments, the authorities look on, and everything done in a central location and freely able to do what they want.
After New York situation, I do not support or condemn the role of those who are on Earth to purposely violate the Ten Commandments. I do not support or condemn the role of those who I was raised to understand they were classified as good or right to enforce the laws of the land. I am in no position to judge people habits and choices, but I am going to be the defender of 'ME' physically, emotionally, socially, and mentally. I am the boss of 'ME'. After the Warning Talk as a grown adult male and grown adult female, you choose to still violate 'ME' and create problems for 'ME', then initially I have every right to grab anything I want on you, such as breast, dick, pussy, butt, and chest. I no longer care if you have a wife, children, husband, boyfriend, girlfriend, pet, etc. As my previous posts, emails, and communications that went out directly to the offenders, do not let me grab, then I will beat, punish and pummel you for not listening to your parents/guardians, your teachers/coaches/administrators, the law, and your friends that told you, "do not touch anyone you do not know." Any bystanders want to stop the punishment, get punished too.
Pine Street Inn, St. Francis House, and Southampton had street drugs being dealt, cigarettes being dealt, medications being dealt, drunks that had to down the alcohol before coming into the shelter, collectors of junk, trash diggers, no personal hygiene, fights, physical health problems without appropriate healthcare, sexual offenders, mental health people, illegal immigrants or migrants, thieves, killers, murderers, adulterers, barter and trade anything, got a vehicle and asking for money on the street, anything you can name that was not in the rule book or in the rule book was happening. Yes, when Massachusetts community angered me, I reported to federal government, state government, local government, congress, and all the level of authorities, but I was the one that got done when I thought telling was going to get the help people needed.
Now I purposely understand how grown adults work, I will remain to myself, minding my business, let others go through their own misfortunes, and never expect anyone to think or be like me. I am an independent thinker and decision maker as the boss of 'ME'. Yes, I did not know, but now I see, read, and know about grown adults in real life experience. Just do not do me after New York situation or try to validate true life of a criminal or criminology or anything other new/old fields of the legal/law of the United States of America.
Yes, after all the stuff I bought with my money and the stuff I have now is called 'junk', useful for its purpose and simply discarded.
I was learning the Upwork app and how to get projects.
I mailed off my Social Security Insurance application to Massachusetts General Hospital to file on my behalf. I had my interviews. I had more paperwork and verification I had to complete.
Citibank sent me a letter stating the accounts were going to be inactive so I made some USPS money order deposits.
I researched the supply needed as Group Fitness instructor while going through the NASM course. I passed my NASM AFAA Group Fitness Instructor exam on the second try. I learned about virtual coaching.
Therapy and Psychiatrist with Arbour Counseling Services topics were (Previous Journal topics - I just was repeating them to new people verbally)
Power of Habit thought process - Cue > Routine > Reward Success in a new position - Harvard Business Review article Bias in customer service - Harvard Business Review article Loss of Federal Express job Court case in Chicago - Learning Chicago's process Saw Los Angeles Lakers leave Four Seasons hotel in Boston
Dreams are very normal and playful. It is very good since the 1990s. Happy feeling or emotion. It started happening in 2020s in South Carolina, but since I threw everything back to the universe, emotions and feelings seem to return back to the days of Atlanta, Georgia in the 1990s except there is no schizophrenia, depression, or bipolar disorder. PTSD is still high.
Had a dream after telling someone (a physical conversation) in Zumba class about family fights. Sunday night/Monday morning. I am fighting with my own family from Washington, DC yelling get out of my house.
Dreams are sequencing up to some fantasy until 3:00 am or 4:00 am when going to urinate in the bathroom, then I go back or try to sleep - the same dream turns into a nightmare - not a true, scary nightmare - just horrible anger.
I am physically losing locks and small items to make me spend money.
Learned a famous alumnus from South Carolina State University named Lewis Berry passed away five (5) years ago. One of my favorite Cross Elementary School teachers Martha Dupree passed away on Monday.
Talking about the librarians. Elise try to state something South Carolina sent me a year ago regarding stealing my identity. She doesn't know in my world that after April 3, 2016 that angry context goes back to her.
New York University either is playing with my intelligence or just money hungry.
While doing another trim down of connection in FaceBook, another death is Orlando Brown, football player from South Carolina State and Baltimore Ravens.
When I was a process server serving documents to MassPort (Massachusetts Bay Port Authority) and the individuals at Federal Express Logan Airport job location, I took photos and submitted it to court using ProofServe templates.
Other Topics from Fall and Winter of 2021:
I had to consult with a Boston Bar Association attorney for counseling on how to proceed with my Massachusetts civil suits, and proceeding properly with Massachusetts Commission Against Discrimination with Federal Express and Boston Public Health Commission.
I also fought with Federal Express Human Resources regarding wrongful termination so it was a total of three (3) fights with one organization, but I let fighting to come back to Federal Express go.
Grubhub kept coming to mind to bring back as an employer. It was tough to update all my information and bring the online.
I joined Chowbus and they kept sending me on very long trip from Chinatown.
I researched Harvard University Extension School French courses.
I maxed out my Apple storage as I kept playing with the Free and going to a paid service to backup my Apple iPhone. I did ask if Apple had anyway to restore other Apple devices from other machines. Apple stated no and if it is not saved in the cloud, there is no way to recover it.
I donated to Boston Public Library based on utilizing their resources, and donated to St. Francis House and Massachusetts General Hospital.
I am grateful for all the attorneys and judges, who did attempt to educate me the other way through the responses and consulting. As I have come to terms, I did not go to school or obtain the debt to enter that field of work. The efiling judicial systems was very helpful and efficient, even though I showed up to United States District Court of Eastern Massachusetts almost every one (1) or two (2) weeks filing something.
I opened my electronic accounts with Massachusetts Department of Revenue.
I saw The Matrix Resurrections at AMC Theatres.
I got my COVID-19 third vaccination from McInnis Health Clinic (Boston HealthCare for the Homeless Program).
The emails discontinued from Pastor Tom Johnson, St. Luke Lutheran Church, but I just checked an old email. He is still posting the sermons and messages. I am in tune with Pastor Joel and Victoria Osteen Ministries after disconnecting and removing membership from First Baptist Church of the City of Washington.
I purchased a protein bar from the Vengo new type of gym canteen.
United States Postal Service and Federal Express was getting plenty of delivery, package, and mail traffic.
I registered for Microsoft Ignite to learn what was happening with Microsoft technologies.
I retrieved District of Columbia Certificate of Good Standing for my small business, when Catalant needed it for my profile.
Bank of America Advisory Panel still trying to inquire where all the money is stored to make its product and services better, or take advantage of BOA services.
I had to synchronize Boston Housing Authority Leased Department and Public Housing, when they were requesting the same documents.
Gilbert Indoor Range reminders let me know I need to obtain my Massachusetts plus Multi State Concealed Carry or Open Carry Gun license.
After all this, Happy Diwali, Happy Hanukkah, Merry Christmas, Feliz Navidad, Happy Kwanzaa, and Happy New Year.

No escape hospital

CLA is assisting KDADS to quickly identify an external firm with the needed experience in secure settings, civil commitment programs, and the needs of patients with mental health needs. The few dozen patients they have taken in since war broke out are harbingers of the storm to come. The Correctional Leaders Association (CLA) is made up of correctional leaders of all US state corrections agencies, Los Angeles County, the District of Columbia, New York City, Philadelphia, the Federal Bureau of Prisons, United States Army, Navy, Air Force and Marines and any United States territory, possession, and/or commonwealth. MaBila Tserkva’s No2 hospital was emptied of patients and its cold-war-era bomb shelter filled with beds to prepare for the horror its doctors have watched overwhelm medics in other cities. “This administration is taking action to identify and fix the flaws that allowed two dangerous residents to escape from a state-operated facility, to ensure that it does not happen again,” Kelly said in a statement. “At my directive, the Kansas Department for Aging and Disability Services is working expeditiously to retain an independent, external organization to work with staff at the agency and at Larned State Hospital to perform a comprehensive review and produce recommendations to improve security and keep Kansans safe.” By JENNIFER SINCO KELLEHER DecemHONOLULU (AP) No single employee was directly responsible for the escape of a man from a Hawaii psychiatric hospital, a state investigation found, but questions remain about how he was able to walk out of the facility and fly to California, officials said Wednesday. A man drove through a crowd gathered for a fundraising event Saturday, killing one person and injuring 17, before fatally attacking a woman in a neighboring borough, Pennsylvania authorities said.
The suspect, identified as Adrian Oswaldo Sura Reyes, 24, was arraigned by Magisterial District Judge Doug Brewer on two open counts of criminal homicide, Pennsylvania State Police said in a news release early Sunday.
Reyes, who was from Nescopeck, a small township in Pennsylvania's eastern Luzerne County, “was denied bail and remanded to the Columbia County Correctional Facility,” the release said.
No details were released about the victims.
At an earlier news conference on Saturday evening, state trooper Anthony Petroski said that a vehicle drove through a “community event” in Berwick around 6:15 p.m.
After the crash, the suspect was accused of fatally assaulting a woman in Nescopeck, where he was taken into custody by municipal police, Petroski said.
Police are investigating whether the suspect intentionally drove into the crowd, and have not said whether there was a connection between the suspect and the woman who was killed in Nescopeck.
NBC affiliate WBRE of Wilkes-Barre reported the crowds had gathered at a Berwick benefit event to raise funds for the families of the three children and seven adults who died in an early morning house fire on Aug. 5 in Nescopeck.
Officials have not released the identities of the two people who were killed. Columbia County coroner Jeremy Reese said the woman in the Berwick crash was 50 years old, and from Wilkes-Barre. She was declared dead at the scene.
The 17 injured people were taken to four area hospitals, Petroski said. Their conditions were not immediately available from law enforcement Saturday night.
Mike McMullen, a spokesperson for health care provider Geisinger, said it had been treating 15 patients from the Berwick accident at three of its locations. Five are in critical condition, and three are in fair condition. Seven were treated and released, he said.
Saturday's benefit was being held at the Intoxicology Department bar and restaurant. People had also gathered in an adjacent outdoor space, where various vendors and a basket raffle had been set up under tents. The event also included a water balloon fight and a dunk tank, according to the bar's social media.
“We can never replace these people that were lost, but we can do our best” to support family, bar owner Lauren Hess told NBC affiliate WBRE of Wilkes-Barre at the benefit Saturday.
On Saturday night, the bar posted on Facebook that it would be closed until further notice.
“Today was an absolute tragedy,” the post said. “Please respect our privacy while we grieve and try to process the events that occurred.”
Funerals were set to begin Friday for some of the victims who died in the Aug. 5 blaze, with additional services scheduled for Sunday and Monday.
The deceased included seven adults ranging in age from 19 to 79, two boys ages 5 and 6, and a 7-year-old girl, according to Pennsylvania State Police. All 10 died of smoke inhalation, the coroner determined.
Pennsylvania State Police initially called the case a “complex criminal investigation.” Investigations into the fire and its cause, which has not been determined, are ongoing.
The fire broke out before 3 a.m and first responders reported flames that repelled their efforts to get inside the two-story home and make rescues, authorities said later that day.
The home was burned to the ground, and remains were discovered as authorities went through the rubble.
Asked if the suspect in Saturday’s incidents was also a possible suspect in the Nescopeck fire, Petroski said, “At this time he is not a suspect in that incident.”
Nescopeck is a borough of more than 1,400 people, located about 48 miles southwest of Scranton. Berwick, in Columbia County, has a population of about 10,300 and sits across the Susquehanna River from Nescopeck.

Maple Ridge is a city in British Columbia, located midway between the Fraser River and the Golden Ears, a set of mountain peaks that are the southernmost of the Garibaldi Ranges of the Coast Mountains. The municipality comprises four distinct communities: Websters Corners, Albion, Thornhill, and Silver Valley.
The city of Maple Ridge was incorporated in 1874. It covers an area of approximately 33 square kilometres (13 sq mi), and its urban core occupies about 5.5 square kilometres (2.1 sq mi). The surrounding rural area comprises mixed-use zoning, predominantly residential single-detached homes in the south and west, and forestry and agricultural lands in the north and east.
The areas of Maple Ridge closest to the Fraser River are heavily industrialized, while the areas further away from the river are predominantly rural. The Golden Ears Bridge serves the city, connecting it to Pitt Meadows and Langley Township in the Fraser Valley.
Maple Ridge is twinned with:
- Auburn, Washington, United States
- Fengning County, China
- Muikamachi, Niigata, Japan
- Schwäbisch Gmünd, Germany
The city is represented by two members of the House of Commons of Canada, one of the Senate of Canada, and two of the Legislative Assembly of British Columbia. The current mayor is Mike Morden.

The Village of Maple Ridge is located in the city's northeast region, which includes town squares, a vibrant retail district, and a beautiful park. The Haney downtown core is known as "Haney," and it hosts several festivals and annual parades, including the Rogers Santa Claus Parade, the Jazz & Blues Festival, and the Caribbean Festival.
More information about living in Maple and what to do there.
Economy and Employment.
Forestry firms continue to be the district's primary private-sector employers. Interfor and firms that make building materials, boats, and poles are among them. The soil and climate aren't ideal for traditional food production, but the Maple Ridge agriculture sector does a lot of business in berry production, nurseries, and horse breeding.
The public sector is also a big employer in Maple Ridge. School District No. 42 is the district's largest, while Fraser Health and Correctional Service Canada also have large presences.
Maple Ridge has many job opportunities for those with the right skills and qualifications. The city's top five employers are:
- School District No. 42
- Fraser Health
- Maple Ridge - Pitt Meadows Community Services
- Correctional Service Canada
- City of Maple Ridge
The unemployment rate in Maple Ridge was 4.8% in 2017, lower than the national average of 6.7%.
Education.
Maple Ridge is served by School District No. 42, which operates 16 elementary schools, six secondary schools, and one adult education centre.
The district also operates two alternative education programs: Maple Ridge Secondary School's ARC program and Garibaldi Secondary School's Phoenix program.
There are also several private schools in Maple Ridge, including Meadowridge School, Golden Ears Christian Academy, Fraser River Montessori School, and Maple Ridge Christian School.
Two post-secondary institutions are located in Maple Ridge: Douglas College and Vancouver Career College.
Maple Ridge is a great place to live, work, and raise a family. With its beautiful natural setting, strong economy, and commitment to education, it's no wonder why so many people call Maple Ridge home.

Book Fifty-One: Everything’s Eventual
“There comes a time in most lives when we must face the deaths of our loved ones as an actual reality... and, by proxy, the fact of our own approaching death. This is probably the single greatest subject of horror fiction: our need to cope with a mystery that can be understood only with the aid of a hopeful imagination.”
Tumblr media
I had dinner once with a guy who was trying to either relate to me, or impress me... the jury is still out. Once he found out I was from Milwaukee, he told me how he had once seen Ted Bundy’s apartment in downtown Milwaukee.
Slow blink.
Ted Bundy was never in Milwaukee, dumb ass. You’re obviously talking about Jeffrey Dahmer, and comparing the two is like chalk and cheese. Completely different victim populations, MO’s... basically the only thing they have in common is both being white men. Oh, and Bundy is considered more conventionally attractive. If you were to listen to the Parcast Serial Killers podcast on Dahmer, they described him as, “good looking, by Milwaukee standards...” So, there’s that.
Tumblr media Tumblr media
This conversation still upsets me years later. It should have upset me more that the “Bundy in Milwaukee” guy went on to talk about his wife’s STD, but that’s a conversation for another time.
I didn’t choose the Dahmer life, it chose me. When he was captured in 1991, I was my daughter’s age, and it was the most sensational piece of news to hit Milwaukee... well, maybe ever. The details about the half-eaten corpses, the body parts in the freezer... I couldn’t get enough of it. Had I not stumbled across my mom’s copy of Small Sacrifices years earlier, it’s possible Dahmer could have been the catalyst for my murderino obsession. Sadly, Diane Downs got to me first. I was obsessed with the pictures in the middle of the book... it was the first time I realized monsters are real, and human monsters are scarier than anything Stephen King or Dean Koontz could dream up.
Sidebar: check out the Two Face podcast, told by the daughter Diane put up for adoption. I’m obsessed.
Tumblr media
But, Dahmer is my local serial killer, so my knowledge is complete and wildly inappropriate at dinner parties (remember when those were a thing?). There’s even a local neighborhood bar that does a Dahmer walking tour; where my sister talked me out of buying this especially cool t-shirt... she felt it was too on-the-nose. She might be right. I even dragged a friend with me to see My Friend Dahmer... because I was scared of looking like a creeper at the theater alone. Every time we drive past Columbia County Correctional, I make sure to remind my (very annoyed) daughter that Dahmer was killed there.
Tumblr media
My point is, I know a lot about Jeffrey Dahmer. What’s one of the key things I know? HE’S NOT BURIED. HE DOESN’T HAVE A GRAVE. HIS PARENTS HAD HIM CREMATED AND SPLIT HIS REMAINS.
Once more for the cheap seats in the back:
JEFFREY DAHMER DOESN’T HAVE A GRAVE.
Why all the shouty caps?
Because Steve doesn’t know this. Steve is blissfully unaware that he has a character bragging about sleeping on Jeffrey Dahmer’s non-existent grave. I can’t even give you a good review of Everything’s Eventual, because this bothers me so much. It’s like the fucking Starbuck’s cup someone forgot to remove from the Game of Throne’s scene. It bothers me that much.
Here was my reading process on this short story collection...
Autopsy Room Four: Creepy! This is the shit that haunts my dreams. Good start to the collection!
The Man in the Black Suit: Fun! A Castle Rock mention
All That You Love Will Be Carried Away: Are we to the Little Sisters short story yet? I need a Dark Tower fix...
The Death of Jack Hamilton: I love a good mobster story. And this one mentions the Dillinger gang shoot-out at Little Bohemia, so yay for a Wisconsin reference! Great story.
In the Deathroom: Escobar. Meh. If we’re going to do back-to-back mobster stories, the Dillinger one was better.
Little Sisters of Eluria: Swoon. Double swoon. Steve uses the line, “tintinabulation of the bells.” Tintinabulation is a word Edgar Allen Poe completely made up, but it’s an excellent example of onomatopoeia. This is an example of what I have to show for all my student loan debt (thanks, Cares Act for the deferment!): the fact I can both recognize and give an obscure example of onomatopoeia. And spot Poe like a boss bitch. This story is set post Wizard and Glass, and ties back into The Talisman; and almost makes up for the Dahmer slippage.
Everything’s Eventual: Thought provoking, but I’m really looking forward to finishing this collection and diving back into The Dark Tower universe.
L.T.’s Theory of Pets: Trigger warning for violence towards animals. I once had Blood and Smoke- an audio book collection Steve did; and this story was included. I’ve never forgotten it. It’s a classic.
The Road Virus Heads North: A Derry mention! Oh, and Dahmer too. That’s fun.
Lunch at the Gotham Cafe: Weird. This is the second story that includes a Dear John letter, and a jilted husband. Wonder what was going on with Steve and Tabby... Oh gross, a Donald Trump and Ivana line. *Swallows vomit*
That Feeling, You Can Only Say What It Is in French: Oh good, 1408 is next!
1408: DAHMER DOESN’T HAVE A GRAVE!!!!!!
Riding the Bullet: Oh, a Castle Rock mention. But, um, DAHMER DOESN’T HAVE A GRAVE!
Luckey Quarter: Why is lucky spelled wrong? And also... DAHMER DOESN’T HAVE A GRAVE!!!
So, yeah. Full disclosure. Re-living the Dahmer’s grave story just made me crack open a juice box full of sangria. Fun fact: the friend who made this sangria, is the same one I dragged along to My Friend Dahmer. She is a lovely, wonderful, generous human being; who is not the least bit fazed by my serial killer knowledge. And her sangria is delicious too.

Next is Wolves of the Calla. I am so stupid excited to finish off The Dark Tower series. Only 18 years of Steve left to go, and a little over 3 months to get it done. Stay tuned.
Until next time, Long Days and Pleasant Nights, Rebecca
