Based on your Mafia AU fanfic, I assume you have impeccable clothing taste and therefore have a very stylish closet.
That is an amazing assumption and, lord, I wish it were true. 
Mostly, I’m just a grown-up 90s grunge kid whose main goal in clothes is comfort (and sometimes warmth). Seriously, I went to work today in jeans, a flannel shirt, and Converse. (I’m also lucky that my job doesn’t have a dress code.) 
I do have a few nice pieces, mostly acquired at resale shops and some swanky garage sales, but nothing like Emma, unfortunately. Although I have been getting into jumpsuits lately, mostly because they’re comfy in the summer.

Robe de bal ou de soirée pour jeune femme. — Cette toilette est exécutée en éolienne ou crêpe de Chine orange clair. Jupe montée au ras de la taille devant, mais remontant au milieu du dos afin de donner un peu le mouvement Directoire. Au bas de la jupe, large entre-deux brodé surmonté d'une petite couronne de velours très souple. Le bas de la jupe est entièrement en velours d'un ton plus soutenu que celui du tissu de la robe. Le corsage brodé à même le tissu devant seulement blouse dans une haute ceinture drapée. Le décolleté est contourné d'une draperie formant fichu. Manche drapée ornée d'un entre-deux brodé. Sur l'épaule, couronne de velours semblable à celle de la jupe.
Ball gown or evening dress for young women. — This toilet is made of light orange windscreen or crepe de chine. Skirt fitted flush with the waist at the front, but rising to the middle of the back to give a bit of the Directoire movement. At the bottom of the skirt, large embroidered insert topped with a small crown of very soft velvet. The bottom of the skirt is entirely in velvet in a more intense tone than that of the dress fabric. The bodice embroidered on the fabric in front only blouse in a high draped belt. The neckline is surrounded by a drapery forming a fichu. Draped sleeve decorated with an embroidered insert. On the shoulder, velvet crown similar to that of the skirt.

A pretty 1927 pale lime green crêpe de chine dancing dress from Atelier Bachwitz, a Jewish-owned Vienna-based publishing house that published exquisite fashion and lifestyle magazines from 1898 to 1938.

The straight line silhouette is typical of the 1920s, the clever, zigzag piecing of the fabric more common after 1925 as the Art Deco aesthetic took hold. Loose, fluttering bias-cut ruffles became popular right around 1926 and got more and more fluttery as the decade progressed. Bright, cheerful colors in lightweight silks were fashionable the entire decade.
Looking at the image, I believe the skirt flounces are petal-shaped at the bottom, something like quarter-circles in cut, and freehanging from each other. A pain straight slip of matching silk worn underneath would protect modesty as the flounces flared out like flower petals while dancing.

Description de toilettes (Bibliothèque Forney):
Toilette de promenade. En taffetas glacé gris de lin et crêpe de Chine pareil. Jupe de dessous en taffetas garnie de trois volants plissés découpés en feuilles de rose. Le corsage, fait en forme de polonaise, est froncé devant, à l'encolure et à la taille où le retient une ceinture de ruban. La polonaise, fermée devant, est drapée jusqu'à la taille de façon à dégager la hanche, pour former un triple pouf derrière. Le corsage et la polonaise sont faits en crêpe de Chine, sans aucune garniture.
Robe en gaze-crépon crème et foulard broché Pompadour sur fond crème. Le devant de jupe, en gaze, disposé en deux bouillonnés-sacs, se termine en dents carrées retombant sur un large volant plissé. Redingote en foulard broché, tout à fait ouverte devant, retenue à la taille par une ceinture de ruban fixée par une boucle de métal (vieil argent). Les pans de cette ceinture se terminent par des ferrets en vieil argent. Le devant du corsage est rempli par un plastron froncé fait en gaze. Manches demi-longues. Gants très longs. Chapeau en dentelle crème doublé de rose.
Walking ensemble. In gray glazed linen taffeta and similar crepe de chine. Underskirt in taffeta trimmed with three pleated flounces cut out of rose leaves. The bodice, made in the form of a polonaise, is gathered in front, at the neckline and at the waist where it is held by a ribbon belt. The polonaise, closed in front, is draped up to the waist so as to release the hip, to form a triple pouf behind. The bodice and the polonaise are made of crepe de chine, without any trimmings.
Cream gauze-crepon dress and brocaded Pompadour foulard on a cream background. The front of the skirt, in gauze, arranged in two bubbled bags, ends in square teeth falling on a large pleated flounce. Brocaded foulard frock coat, completely open in front, held at the waist by a ribbon belt fastened by a metal buckle (old silver). The sides of this belt end with old silver studs. The front of the bodice is filled with a gathered plastron made of gauze. Half-length sleeves. Very long gloves. Cream lace hat lined with rose.
