Yes there is a double standard in the news media AND among members of the public.
Democrats are held to a higher standard. Democrats are always expected to act like grown-ups while Republicans are allowed to wreck institutions of democracy while getting only a perfunctory tsk tsk.
If Biden gave a bizarre and semi-coherent speech like this the media and users on social media would go into convulsions of disparagement. But because it came from Trump, the general feeling is that "it's just Donald being Donald"...

...and that doesn't even touch on fact checking.
The House drama is another case in point. One candidate for Speaker, Gym Jordan, turned a blind eye to sex abuse as an assistant coach; and the leader of the anti-McCarthy coup, Matt Gaetz, has an appetite for girls under 18. Republicans are like the villains in their own QAnon conspiracy folklore.
Jen Sorensen, an American national treasure, touched on this double standard in a cartoon.

With the emergence of every new revelation of GOP idiocy, incompetence, or downright treason, publicly ask what the reaction would be if a living Democrat had done the same.
Don't let membership in the GOP excuse people for being anti-democratic dickheads.

Anyone trying to buy bear spray in Manitoba will soon face some new hurdles as the province tries to clamp down on its availability.
Under proposed regulations announced Thursday, stores will be required to get photo ID from customers before they can see the product. The seller will have to verify the purchaser's identification against government-issued ID, and then submit the information to the province.
Sellers must also register serial numbers for any sale of more than two cans, which will help with tracing in the event of an incident, Justice Minister Kelvin Goertzen stated in a news release.
The measures will deter people from using bear spray illegally but not prohibit its legal purchase, Goertzen said. There's currently no age restriction in Manitoba on purchasing bear spray, but the province's news release says that's something that will be considered in future. [...]

Dealing with these damaged children and teenagers takes up an increasing amount of police time and in 2017 the Metropolitan Police appointed its first head of safeguarding, Commander Richard Smith, who has extensive knowledge of gangs and knife crime in the capital.
‘From the moment domestic abuse is happening, that's a risk factor,’ he told me, pointing out that ACEs increase both the risk of health problems, often related to drug or alcohol abuse, and of ending up in custody. Smith believes that opportunities to intervene are being missed because outsiders don't spot what's going on in abusive families, even when children are sending distress signals. 'There is academic evidence that young children who experience abuse and exploitation will express what's happening to them several times before people notice it,' he added.
Smith insists that none of this is inevitable and the damage may be reduced by one of the protective factors I alluded to in chapter one, such as being taught by an inspirational teacher. More controversially, some professionals who work with damaged teenage boys argue for the need to find a healthy outlet for testosterone, such as joining a boxing club. But senior police officers understand that the fight/flight/freeze response, which is a natural human reaction to threatening situations, isn't much use to children who live with a violent parent.
'If you can't escape and freezing is to no purpose, you might decide to make friends with or be affectionate towards your abuser, just to survive,' Smith told me, referring to a mechanism - identification - which leads boys to side with a violent father as a means of survival. By the time these boys become teenagers, a proportion are already damaged and susceptible to predators of various sorts, whether they're gang members - the process Smith has seen on many occasions - or extremists. ‘They may already be desensitised to violence, lacking in empathy and unable to manage impulses because of their age,’ he said. ‘They seek excitement and they're not able to think through consequences.’ He believes that the effects of ACEs last much longer than most people realise, calling into question arbitrary distinctions in the way the criminal law approaches fifteen- and nineteen-year-olds: 'Children and young adults up to the age of twenty-five are at high risk of criminality and risky behaviour. They have high suicide rates and their impulse management is poor.' He adds that the threat of going to prison, even of losing their lives, has little impact on members of what he calls the 'gang cohort', who are able to keep up a delusion about their own immortality into their mid-twenties.

The abduction and murder of a child by a stranger is among the most horrific crimes one can imagine. It is also, thankfully, among the rarest. According to the FBI, almost 90% of the children who go missing have either miscommunicated their plans, misunderstood directions, or run away from home or forster care, and 99.8% of the time, missing children come home. The vast majority of those who are abducted are taken by a biological parent who does not have custody; the number of children reported missing - roughly one hundred children in a nation with more than 70 millions minors. And since the 1990s, the rates of all crimes against children have gone down, while the chances of a kidnapped child surviving the ordeal have gone up.

"[...] Where do you put the prisoners? The 'criminals'? What's the alternative?
First, having no alternative at all would create less crime than the present criminal training centers do.
Second, the only full alternative is building the kind of society that does not need prisons:
A decent redistribution of power and income so as to put out the hidden fire of burning envy that now flames up in crimes of property – both burglary by the poor and embezzlement by the affluent.
And a decent sense of community that can support, reintegrate and truly rehabilitate those who suddenly become filled with fury or despair, and that can face them not as objects – 'criminals' – but as people who have committed illegal acts, as have almost all of us."
– Arthur Waskow, Institute for Policy Studies
Angela Y. Davis: Are Prisons Obsolete? New York 2003, p. 105.
