9/11 Victim Compensation Fund: Bipartisanship Works

On July 23rd, the Senate passed the 9/11 Victim Compensation Fund which funds health care for 9/11 victims and first responders. On July 12th, the bill was passed in the Senate by a vote of 97-2 and the bill was passed in the House with a vote of 402-12. This fund was created after the September 11 attacks of 2001 as a total of “2,977 people were killed in New York City, Washington, D.C. and outside of Shanksville, Pennsylvania” [1]. After the fund was created in 2001 “the fund distributed over $7 billion to victims and their families through 2004” [1]. The fund was reactivated in 2011 and reauthorized for another five years in 2015 [1]. Comedian and former host of “The Daily Show” Jon Stewart has been an advocate for the 9/11 Victim Compensation Fund and “garnered national headlines last month when he emotionally addressed lawmakers to approve funding before it expired in 2020” [1]. Stewart accused members of the House Judiciary Committee of using the 9/11 Victim Compensation Fund as a “political football in appropriations debates and failing to fund it indefinitely” [1]. Stewart stated “we can never repay all that the 9/11 community has done for our country, but we can stop penalizing them and today is that day that they can exhale” [1]. After the passing of the bill the advocates for the 9/11 Victim Compensation Fund were relieved. John Feal, a demolition supervisor at Ground Zero stated "I cried. Yeah, I cried, I'm a crier…but to know that tens of thousands of people are going to get help now and that financial relief” [4]. Sources have reported that President Trump will sign the bill at the White House on Friday, June 26th. Now, the fund has been extended to 2090 and the Congressional Budget Office estimates that the fund will spend about $10 billion over the next decade [4]. This fund is expected to cover the financial stability of the medical claims from the emergency personnel that worked for months in Lower Manhattan which exceeds 22,000 individuals [3].
The 9/11 Victim Compensation Fund began taking applications again in 2011, after President Barack Obama signed the First Responders Bill, also known as the James Zadroga 9/11 Health and Compensation Act [2]. In 2012, fifty-eighttypes of cancers were added to the List of the World Trade Center (WTC) Health Program and were added to the Federal Register [5]. In 2011, Rachel Zeig Owens and colleagues performed an epidemiologic study which “identified a modest effort of WTC exposure for all cancers combined by comparing the ratios in the exposed group [of Fire Department of New York City firefighters] to those in the non-exposed group” [7]. The health conditions that the list includes are“malignant neoplasms of the lip, tongue, salivary gland, floor of mouth, gum and other mouth, tonsil, oropharynx, hypopharynx, and other oral cavity and pharynx, mesothelioma, rare cancers, childhood cancers and many more” [7].
Luis G. Alvarez, a former New York City detective died on June 29tha month after pleading with Congress to extend health benefits for the emergency responders that responded to the September 11, 2001 terrorist attacks [8]. Mr. Alvarez died from complications of colorectal cancer which was “linked to the three months that he spent at the site of the toppled World Trade Center towers in Lower Manhattan, searching for survivors and for remains of his fellow officers on nearby rooftops and in the toxic rubble at ground zero” [8]. Mr. Alvarez stated “I will not stand by and watch as my friends with cancer from 9/11 like me are valued less than anyone else because of when they get sick. You made me come here the day before my 69th round of chemo. I’m going to make sure that you never forget to take care of the 9/11 responders” [8]. Due to the passing of the 9/11 Victim Compensation FundCongress has showed us that bipartisanship exists and that our representatives are able to reach across the table and establish legislation that ensures the well-being and health of the American people. As the Senate and the House reached an agreement pertaining to the 9/11 Victim Compensation Fund the American people were able to see that despite their differences Congress was willing and able to do the “least for the best of us” [4].

INSPECT THAT USED CAR BEFORE BUYING
No piece of car-buying advice is more often ignored than this: Have a mechanic inspect a used car before you buy it. Why do buyers plunk down thousands of dollars on a car with little more than an around-the-block test drive and a glance under the hood? Three reasons often deter car buyers from taking this vital step:
·         Some consumers don't know that good used-car inspections are readily available.
·         Many car buyers don't want to pay the extra money for an inspection.
·         Some people anticipate a hassle getting a dealer or private party to agree to an inspection.
With a little planning, the inspection process can be simple, not to mention as revealing as a hidden-camera exposé. If the inspection report is clean, you can buy with increased confidence. If it unearths ugly problems, you can back away or negotiate a lower price to reflect the cost of repairs.
Most sellers will let you take the car for an inspection or agree to have a mobile inspection performed at their home or place of business. If the seller hesitates, you might wonder what they're hiding and consider walking away from the deal.
THE VITAL PREPURCHASE INSPECTION
Experts agree that used cars must be inspected by a qualified specialist before the final negotiation for purchase. The ordinary car buyer, even if mechanically savvy, really can't do it justice. A thorough, professional inspection can tell you whether you're about to buy a peach or a lemon.
You should try to have the inspection performed by a mechanic with whom you've already built a relationship. And ideally, the inspection should include a test drive over a route that includes hills, bumps and potholes to reveal suspension problems and engine performance issues. Having a third party inspect and test the vehicle establishes trust and increases your familiarity with the car. Sure, there's a ton of information available on the web about every model, but what you need at this juncture is detailed information about this particular car. A professional inspection will tell you both what might be wrong with this vehicle and also what's right with it.
Smart sellers, too, know the value of a presale inspection. Having the car thoroughly scrutinized by a reliable third party before listing it provides an additional selling point in the form of a written report. While this is useful information and lends credibility to the seller, you should still insist on getting your own independent inspection before making the purchase.
WHAT IT COSTS, WHAT IT COVERS
Nearly all auto service facilities, from chain repair shops to dealerships to independent garages, offer some type of prepurchase inspection at a cost that generally ranges from $50 to $100. Most repair facilities will give a written description of the number of points covered in the inspection — typically more than 100 — and a detailed description of how it's conducted. Note that in most cases, however, the findings of inspections are not guaranteed.
Automotive experts agree that a good inspection serves several functions. It:
·         Verifies the functioning of equipment, including options, on the car.
·         Confirms the condition level of the car, including such things as tire wear and the condition of the brake pads.
·         Reveals hidden problems with the body, frame or engine.
·         Checks trouble codes that can reveal mechanical or electrical problems.
·         Builds confidence in the value of the vehicle.
Major problems that can be spotted by a good inspector include:
·         Frame damage. If the frame shows damage, it indicates the car has been in a serious accident. Unless it has been repaired correctly, the wheels might not track properly, causing the vehicle to pull to one side and lead to premature tire wear.
·         Poor previous repair work. This could range from improper engine service to sloppy bodywork to improper installation of accessories or modifications.
·         Flood damage or fire damage. A vehicle history report can red-flag a car that has been in a flood or fire unless its title has been falsified. You might not spot the fake title, but an inspector can identify the telltale signs of damage.
Other issues an inspection can reveal include hidden rust, fluid leaks, burned-out bulbs, nonfunctioning accessories, suspicious odors and overdue maintenance procedures.
Mobile or Garage Inspection?
Many people will be faced with the choice of having a mobile inspector look at a car or taking the vehicle to a local mechanic. While the most important thing is getting a qualified inspection, each method has its advantages and disadvantages.
A mobile inspection is fast and convenient. The inspector comes to your or the seller's home or office, performs the inspection on site, and prints out a report on the spot. Inspectors also photograph any damage, taking shots of the vehicle from different angles.
Inspections done by your local mechanic, or the service department of a dealership that sells that brand of car, are performed with more specialized equipment. For example, the inspector can put the car up on a lift and examine the underside for damage, fluid leaks and other irregularities.
Buying From a Distance
Online car-buying sites have given buyers access to thousands of vehicles they might never have found otherwise, but purchasing a car located far away can bring a number of potential problems. These might include out-and-out fraud, payment issues, paperwork difficulties and, critically, the inability to see the vehicle in person before committing to the sale. Here's where a presale inspection can help.
If you find a car you like in another part of the country, you should, of course, ask to see a lot of close-up photographs and get a vehicle history report. But a professional inspection will provide an important extra level of insurance that you're not buying a pack of trouble. And arranging an inspection that will take place elsewhere isn't that difficult.
Obviously, it isn't a great idea to rely on the seller to choose the person who will perform the inspection. If you know someone in the area where the car is located, you can ask them to recommend a reliable mechanic. Failing that, a dealership that sells that model of vehicle can generally be trusted to provide an accurate assessment. And if you're the one ordering and paying for the inspection, the report should come directly to you and not through the seller.

KEN CUCCINELLI TRUMP'S FRONT MAN IN PORTLAND AND SOON TO BE OTHER CITIES
Portland continues to be front page news. Every night without fail. Ken Cuccinelli is the person who carries out Trump’s plan of action for the city.
Cuccinelli is Acting Deputy Secretary for Homeland Security. Actually, he runs Homeland Security. He had problems with Senate approval of his appointment and a federal court decision as to what his title and power were. As a result, Cuccinelli’s status is Acting Deputy Secretary. Do not be fooled however, he is actually running Homeland Security.
Portland’s picture becomes worse with each succeeding day. Much has to do with Trump’s thinking. Cuccinelli however is a loyal soldier and dances to the Presidents tune. He is somewhat like Florida’s Governor DeSantis in that regard.
Cuccinelli’s background reflects a far right thinker. He is against same sex marriage, rejects scientific consensus on climate change, as Virginia’s Attorney General he investigated scientists who supported climate change for fraud, an immigration hardliner, anti-birthright citizenship, believes employees in the work place should speak English, and believes the only sex education to be taught should be abstinence.
Two examples that Cuccinelli’s thinking is on the twisted side.
One of the grounds upon which he justifies the federal Portland invasion are the shields and gas masks used by protesters. He describes them as “weapons.” Cuccinelli said, “Here is a shield and a couple of gas masks from a rioter arrested in Portland…..preparations for violence. Peaceful protesters? I don’t think so.”
Another, Democrat’s use of “Nazi” and “Stormtrooper” may be libelous.
I wrote as part of a blog a couple of weeks ago that the judiciary needed updating. Cases had to move faster, decisions rendered quickly, technicalities overlooked in the search for justice.
My thoughts based on one of the first rules taught in law school: Justice delayed is justice denied.
Oregon recently brought suit in federal court to limit the actions of federal agents and to get them out of Portland. The Judge decided against the State (in effect the people) on a technicality.
Brought to mind another basic rule of law taught early in law school: For every wrong, there is a right.
Wrongs perpetrated on the protesters multitudinous. Protester rights should be multitudinous. Basic Constitutional rights are being violated by the minute.
Somewhere, somehow, there has to be justice.
Our government is trending aristocratic. Judges should recall the Nuremberg trials where judges were on trial.  Their excuse was they were enforcing the law. Most were found guilty.
Our judges have yet to step over the line. However they seem to be pushing it.
Trump’s says he is considering sending in 60,000 more federal whatevers to cities he believes need assistance in quelling criminal activity. He mentioned Milwaukee in 3 weeks. In between, Chicago, Albuquerque, Detroit, and Cleveland.
All part of Trump’s new law and order program. To curb violence. A violence not the federal government’s responsibility to cure.
I do not believe the law and order kick will help get Trump reelected. If anything, it will contribute to his defeat.
A coronavirus update next.
Florida is in deep shit trouble as far as the virus is concerned. Governor DeSantis the blame. He has sucked up to Trump at every turn.
Florida numbers recently passed those of New York State. Florida entirely covered with the virus. The numbers swiftly moving up every day.
Florida consistently makes stupid moves. Those which contribute to the virus continuing in an upward trend. The most recent involves Florida’s top business regulator. It was announced this past week he is looking for ways to open bars safely. He has been scheduling meetings with bar owners.
There is no safe way at the moment. The pandemic has overwhelmed Florida.
Florida’s problem is its Governor who wants to reopen the economy. Similar to Trump’s way of thinking.
Coronavirus is never going to go away unless we go back to a hard line. As I continue saying, life is more important than money.
Note that DeSantis is also big on reopening the schools. Another birds of a feather thing between Trump and DeSantis.
As of Friday, Florida has 402, 312 confirmed coronavirus cases. Deaths, 5,653.
The Keys have begun to take a beating. Eighty four new cases reported Friday alone.
The check points were a savior for the Keys. Prevented non-residents from traveling down U.S. 1 to anywhere in the Keys. Kept Key West safe. The checkpoint went up 3/19. Came down 6/1.

The mini-lobster season Wednesday and Thursday this week. A virus disaster in the making. Mini-lobster season normally attracts to the Keys 50,000 vessels and 80,000 harvesters.
Some ramps in the Key Largo area have been closed by the County Commission. Islamorada closed their tamps on their own.
The Commission failed to close all the ramps. The Governor got involved. None further expected.
By mid-August, the number of new cases will rise dramatically. Especially in Key West.
Most of Key West business people are my friends. I disagree with them on this issue, however.
Coronavirus is never going away if we do not put a STOP to everything that permits it to grow. Most know what to do. Our people are not all in accord, however. The situation is only going to get worse, not better.
Local governments have to play “hard ass” if we are going to defeat the virus. Washington, D.C. played “hard ball” this past week. Mayor Muriel Bowser issued an executive order. Masks must be worn outside the home. Failure to do so will result in an automatic $1,000 fine.
Washington, D.C.’s total cases as of last Wednesday were 11,529.
It has been reported that Fauci and his family have been receiving threats. Considered “serious threats.” They began in March and continue. It is believed the threats are the result of anger by those suffering economic hardship.
The Department of Justice is providing Fauci, his wife and daughters with security.

Elridge, skilled in the Edge aspect, had seen us past countless enemies on expeditions, and captured or dispatched at least half a dozen Hunters who imperiled us. But this time he never returned, and the Hunter remains.

What ardour drives these fellows? Why do they recklessly ignore the fate of their forebears? With a sigh, I send my demon out on the errand again.
This one did not survive. My demon returned grinning, matched by the rictus of the detective's corpse.

I have rearranged my cards so I can see what Lore I am missing, and what Lore I can upgrade or subvert. And also to align the many Tools and Ingredients I have with the Lore of the same Aspect.

Another thing I've learned recently: send demons away on expeditions, they're really good at dealing with obstacles 😅

And the second demon I sent on the expedition? It also failed to return. These vertiginous blundering diaboli are as useless as my feeble craving disciples. If they had not already perished, I would vent my wrath upon them now!
The funniest thing about that is I only sent them on the expedition because it was there, and because I could. I didn't have any need compelling me to. 😂

Meanwhile I dream through the Stag's Door in search of powerful Influences; and continue my slow and painful exegesis of the lesser Lores in search of the key to the next door.

The rite was a failure, but nothing of value was lost. Perhaps my next attempt will succeed better.

I tried to summon another Maid-in-the-Mirror to take on dangerous tasks. The ritual wavered; I continued the invocation more passionately, but to no avail. The creature is loose. It seeks something mortal to devour. I may have only seconds left.

I am spared! It whispered past me, fluttering through the air in search of sustenance. Of all the disciples it could have taken in its jaws, it has chosen the most powerful, who was deepest initiated into our mysteries. It has taken Cat Caro, my Seer, and is devouring her.
I shall have to get the health and safety inspectors in to see if there's a better way of containing these demons. I can't afford to lose disciples like this: what would become of my cult without followers?
(This is actually a very significant loss: there are very few followers who are able to be promoted to Seer. Cat Caro was one; another perished in an expedition before I had discovered the ceremonies to uplift Seers. There is one more: my last Seer. I hope he lives.

Have I said much about the writing in Cultist Simulator? It's rich and intense, even though it's not drenched in words as Sunless Sea was. Not a full buffet, but a platter of delectable treats.

I have uncovered a new source of vitality that had hitherto been hidden. It's of uncertain reliability and takes a somnolent quantity of time to pursue, but may be of value if utilised on top of the usual fresh air and exercise.
At around the same time, I chanced upon a marvelous, delicate technique that can preserve a little vitality far beyond its normal duration!
Using all these things in concert, I have succeeded in increasing my health to a robust five. I fancy I can increase it at will in future.
Even more vital than that, I have—after long and arduous research and cross-referencing—discovered the entrance to the Spider Door. I wonder what biquadrupedal revelations are preserved beyond it?

I've encountered a bug in Cultist Simulator about five times: if autosave happens to kick in while a window is being opened or closed (it was Talk this time, but happened with many), then the game stops responding to mouse clicks. Have to save then reload to fix.
In more detail: when the bug happens, the window (if it was opening) disappears. And the game doesn't stop responding to mouse clicks entirely: it just thinks every mouse click is for info on something in the window, so just shows an info window.
So I can't click on any cards, or pan around the desk, or anything like that.
The HUD still works, so I can save & quit. Then when I reload the game, it loads with the window in question visible, and everything's back to normal.

Odd. My hireling and my demons came back from that expedition with their timers rounded up to the nearest minute: two of them were back to their full 180s timers, one at 120s, and one (that had been close to expiry) at 60s.

Maybe… maybe not? "I Am Seeing Things" finishes collecting the third Fascination in 3.6s. Meanwhile my desperate dreams of Reason have led me into nightmares, which will deliver a Dread in 6s. Will that be what I need?

I will still need to find at least one more dread. Time for more reasonable dreams—and hope they don't end in Fascination. It was one such not very long ago that supplied the second Fascination for those visions, in fact! 😱

The crisis is over, but the danger is not yet abated.
Even as I dream, I continue my translations from Fucine (the sixth dead language I learned, the language of witches) as my minions pursue their expedition in The Rending Mountains (three thousand mile—or was it years?—away).
I guess I should count myself lucky that this was the first time my Visions had encompassed three Fascinations.
And even more lucky that the Moth principle turned up (I'm not sure where from) with that Restlessness while the Visions were rising, and that my Dreams rolled the Dread I needed.
All in all, that's the closest I've come to death in about 35 hours of play (yes, this is still my first game of Cultist Simulator).
From what others have told me of their games, death usually comes much more often, and much sooner.

While I was working on the Visions crisis, yet another Hunter turned up on my tail. I ignored him for a while, since my minions were busy and I had more important things to worry about.
But he's still there now, and I was about to send a nasty demon after him—but first I looked up other ways to get Dread [yes, 35 hours in I'm okay with looking up the odd tip], and turns out—I'd even done this earlier in the game but forgotten!—that talking to a Hunter about Winter lore has a chance to terrify them. And doing so will always produce Dread. Bingo!

Fortunately I know of a ritual that can help here…

I have passed the Peacock's Door. I have seen the Worm Museum and the Red Church. I have learnt a sixth dead language, although perhaps one that does not die: "Before gods arose from blood, before ever ape stood upright, this was the language heard in the House of the Sun."

The slowest and painfullest grind in Cultist Simulator is the Lore upgrade. Six 30-second stages, three of which demand a perishable resource—Erudition or Glimmering—or Reason. If you can't meet the demands of each stage as it arises, you usually fail and must start over.
It's definitely easier to obtain Lore from books, if you can find them, and if you can read them. But high level Lore is rare even from books.
And it's never been clear to me which Lore I'm actually going to need: so I'm trying to get the highest level of each. Perhaps overkill.

Whoa whoa whoa! I have just discovered that you can PREDICT when things like Despair and Visions are coming up in the next minute.
Click on the Time tile and the next thing due is shown on the right hand side! My mind is blown.
And it only took me 40 hours of playing to notice!

I've hit another huge plateau. For I-don't-know-how-long I've been pretty stuck. I've passed the time with expeditions and upgrading Lore as much as I can, but I'm not making forward progress towards anything.
I want to try to find the Tricuspid Gate, but haven't a clue how to get there. The Peacock Door doesn't seem to lead there, cause the only cards I can use with the Peacock Door just take me to the Mansus.
There's two other hints of something I'm missing: I have discovered just one book in yet another dead language, but no idea where to learn how to translate it.
And I found a Gold Spintria, but have no possible use for it. Oh, except as a mediocre ritual ingredient I guess.
I can't believe this is still going on in Day 4
