This implies that Dr. Mario might himself be partially or fully responsible for the infestation, depending on whether he was in charge of the experiment in question.

If he was responsible, then the plot of the game (and potentially the entire Dr. Mario series) is actually Dr. Mario performing damage control in the wake of his own mistake.
