This is called a Dutch Angle. Lots of film-type people don't like them because they can come off as amateur-ish. But, when used intentionally and sparingly, it can add so much depth to the story.
I’m still working on my second rewatch of the show, but I'm pretty sure this is the only scene in the whole show where they use dutch angles. And in this scene, they use them for every

BUT WHAT DOES IT MEAN??
Usually, Dutch angles invokes some sort of change from the previous scene/shot/whatever. The best example I can think of is in The Magicians. Every time the characters go the the Library (read: a very mysterious/sinister place), everything is shot on Dutch angles. Its very subtle storytelling. Most people I know who have seen The Magicians didn't notice this until I pointed it out to them. But it totally adds to the overall "something here is off" vibe without being super on the nose.
The dutch angles here in Rings of Power are doing the same thing. But it is slightly differnt. It is not the setting that’s weird or sinister. The barn doesn't has "something is off" vibes. It's Galadriel! Galadriel's vibes are off!!
There has already been so much said about Gal's emotional state in this scene. Baby girl is not okay! She is clearly in crisis and has become detached from the values that have guided her whole life. You could say her perception of the world and of good and evil has Tilted.
I just wanted to point out this little detail because I am very passionate about visual storytelling. That is all!

Okay, I’m not good at gifs, but Pretty Little Liars: Original Sin has one the... GREATEST dutch angles I have ever seen. It was a normal scene, with a normal angle, and then something sus happened... and then the camera PHYSICALLY TURNED to be slanted. You saw it turn. It was so intense, I loved it SO MUCH.

Hot Summer Nights is a 2017 film written and directed by Elijah Bynum, in his film debut, starring Timothée Chalamet.
On March 26, 2015, the debut of Elijah Bynum was announced with his screenplay Hot Summer Nights, set in 1991 on Cape Cod, which ended up in the 2013 Black List of the best screenplays ever produced.
The film had its world premiere at South by Southwest on March 13, 2017 and was released in US theaters starting on July 27, 2018.

O “dutch angle”, também conhecido como “ângulo holandês”, “ângulo alemão” ou “ângulo inclinado”, é um tipo de enquadramento no qual a câmera tem seu eixo alterado para que as linhas verticais e horizontais da imagem fiquem em ângulo em relação às bordas do quadro. Dessa forma, as linhas verticais não ficam perpendiculares às bordas laterais do enquadramento e as linhas horizontais não ficam perpendiculares à parte inferior (ou superior) do quadro.
O uso do ângulo holandês tem a finalidade de criar no espectador uma forte sensação de inquietação, tensão psicológica, desorientação, loucura, desconforto ou agitação quanto ao assunto filmado.
O filme alemão O Gabinete do Dr. Caligari (1920) foi o primeiro a utilizar de forma proposital o ângulo inclinado para enfatizar visualmente situações de loucura. Na mesma década, mais precisamente em 1929, o cineasta russo Dziga Vertov utilizou, em seu documentário experimental, O Homem com a Câmera, o ângulo inclinado com a mesma finalidade de demonstrar desequilíbrio emocional na cena. A partir daí, a técnica se difundiu mundo afora e passou a ser largamente utilizada. Às vezes com êxito e em outras, nem tanto.
"O Terceiro Homem", filme de 1949 dirigido pelo britânico Carol Reed, é um ótimo exemplo do uso do plano holandês na narrativa. Clássico do gênero "film noir", com inspiração no expressionismo alemão, "O Terceiro Homem" causa estranheza e a sensação de desorientação e inadequação dos personagens, que reflete na experiência visual do espectador.
