Mmm. A lot of people have assumed that Hunter’s sigil means Belos was 100% ready to kill him the whole time but I’m not sure about that. The sigil was definitely a fail safe but his threat to Lilith in season 1 suggests that they can be removed and who knows if the draining spell would extend to Earth. He’s very emotionally invested in the idea of saving his brother. Of getting him out, in one sense or another, whether through an emotional proxy (Luz) or a Grimwalker. And more importantly, as Luz pointed out, he was always going to need proof of his exploits. He was willing to go back without it when Hunter evaded him, but wouldn’t that be the perfect demonstration of what he achieved? A witch, powerless enough to not need exterminating (this may even explain why Hunter was made without a bile sack—if Belos planned to bring him back to Earth he might have been designed as helpless and inoffensive) and already trained to recite whatever story Belos tells him. He gets the emotional victory of having rescued Caleb and a trophy to demonstrate his witch-hunting prowess. Two birds, one abused pseudo-nephew.
