Not EVERY crow location has a monitor in the Institute, but that doesn't mean they aren't all synths still, just that they're not being broadcasted there at the time.

Fallout Whale?
I’d like to think this ghoul whale isn’t necessarily aggressive. It developed an extremely corrosive stomach acid to break down the trash and bones scattered across the ocean as a normal whale’s food source would be pretty much extinct other than the odd mirelurk here or there. And with such an abundant food source it wouldn’t be aggressive to anyone swimming around the ocean. Sure it might think boats are a tasty snack and might take a bite out of the hull but that would be about it. I believe the ghoul whale would develop sharp teeth to break apart trash, metal, rubber, concrete, the whole nine yards to help digest it better. Helps tons with cleaning the ocean and it can like in peace. Ghoul whales would also be solitary unless they’re caring for their young. A whale needs a lot of food and forming packs with other whales diminishes the food source a lot quicker.
Ghouls whales most likely developed arms and legs to walk on the surface again. They wouldn’t be very good at walking as they’re more adapted for water but in case food is scarce they can go on land to eat. Ghoul whales also have a very low cry that is difficult but not impossible to hear. They are also gigantic. Ghoul whales reside very deep below the surface and only come up for air or if their food source is low. It’s not difficult to say they would around 50~60 ft. Which is more than twice the size of both a mirelurk queen and a fog crawler. Huge creatures like that use a lot of energy and walking on the surface would be extremely difficult for said whale.
Now as for the name I’m not sure I like “Ghoul Whale”. It’s a tad uncreative and there are a fair share of ghoulified animals that don’t go by “ghoul dog” or “ghoul deer”. And I know there’s a ghoul Yao Guai but I digress, I believe there should be a better name. So I propose the name Sea Drifter! It’s similar to the names of Mirelurks or Fog Crawlers because of how literal the name is and I think it matches the more docile nature a sea drifter would have.

i love the way they name things in the fallout universe. it's all just so silly.
see that huge monster over there, certain to cause death with its claws? deathclaw!
what about that enormous flying thing with a prominent stinger? that's a stingwing! or maybe the bug that attacks by sucking your blood? sounds like a bloodbug to me.
or even the terrifying crablike creatures that just so happen to lurk in the mire? mirelurks indeed!

Twenty five, Deathjaw! Despite wild claims that the subspecies deathjaws have bigger teeth, they instead have smaller teeth but incredible bite strength. Nests are made in abandoned car husks by shearing clean through the metal.

a common wasteland species and general pest, the wasteland iguana, a species found all throughout north America, is best known for how often they are food, either for people or predators,like young deathclaws, feral dogs, large birds and even very brave cats. waste iguanas are nearly at the bottom of the food chain. they feed primarily on radroaches, baby radsorpions, eggs, birds and plantlife, they often raid coops and gardens for an easy meal, which is a big part of how they became pests, another reason would be how fast they reproduce. waste iguanas lay 5-20 eggs every six months, these eggs take 90 days to 4 months to hatch depending on season and ambient radiation. young waste iguanas care for themselves from the day they hatch but will often stick close to their mothers till they are about a year old. male waste iguanas are highly territorial, often keeping territories that can be up a couple acres of land. males keep a harem of up to 20 females who nest in burrows all over his territory. waste iguanas are eaten in a variety of ways from soups and stews to grilled and fried, even their eggs are used in a variety of dishes. during the fall waste iguanas eat up to twice their body weight trying to put as much weight on as possible, as once winter hits waste iguanas hibernate in a communal burrow till spring when they emerge to feed and breed and lay eggs. there have been rumors of glowing iguanas in the glowing sea, revered by some of the children of atom cults. glowing iguanas have a radioactive bite and inedibal meat
