A new rule requiring child welfare agencies to place LGBTQ children in “environments free of hostility, mistreatment, or abuse” based on the child’s sexual orientation, gender identity or expression is drawing opposition from Republicans.
The proposed rule, issued in September by the Department of Health and Human Services (HHS), also would require caregivers to undergo cultural competency training to ensure LGBTQ youths are placed in homes where their identities are affirmed.
In a statement, Health Department Secretary Xavier Becerra said the proposal puts “children’s well-being first.”
Studies have shown that LGBTQ young people are overrepresented in the child welfare system. Lesbian, gay and bisexual children are more than twice as likely to experience foster care placement compared with their heterosexual peers, a 2019 study found, and roughly 30 percent of foster youth identify as LGBTQ, according to the Children’s Bureau, the federal agency responsible for overseeing the child welfare system in the U.S.
About 5 percent of foster youth identify as transgender.
But the rule has met some opposition in the GOP.

Residential Treatment Facilities
In the state of Colorado, they decided they want to close down residential treatment centers across the state. Their goal in this, is to place foster youth with foster families instead of treatment facilities. As someone who grew up in foster care treatment centers, I have a couple thoughts about this. Hypothetically, this is good idea. Every kid deserves a loving family. What I don’t agree with, is pulling kids like me out of a traumatic situation and placing them with a family who are not trained or prepared to deal with aftershocks of trauma. I lived in an abusive house for 12 and a half years. When the state finally pulled me out, they placed me in a residential treatment center where I had access to 24/7 therapeutic services. Without those around the clock services, I would have committed suicide. I went through a phase where almost every day I was fighting to die. I did not want to be alive. If they had placed me in a foster home instead of a treatment center, I would have killed myself, and I would have burned out every set of foster parents they placed me with. You cannot expect foster parents to be able to handle a child with the amount of trauma and behavioral issues I had. That is a job for treatment counselors and therapists. I do not believe youth should be institutionalized to the point of not being able to function in a normal society, but I think youth need time and space to stabilize in a therapeutic setting before they are placed in a family. Otherwise, it will not work. You cannot expect parents to perform the same tasks as a therapist or a counselor. You have to pick one, you can’t be both a therapist and a parent to a kid. It’s unfair and unrealistic to the youth and the parents.

Idk how many former foster youth are on here but I feel like there has to be at least a few. I’m hoping to make some new friends who have experienced similar things as me and to educate others on the foster care system.

I watched the closing minutes of the final Daily Show where Trevor Noah said, “I always tell people, if you truly want to learn about America, ask black women.” Through my past work with black women in a foster youth housing program, I know this in my gut to be true. I learned about black joy, wisdom, faith, and fear for the future of young black men. I’ve learned the depth of appreciation and how precious and costly, in blood, was the right to vote. So as we celebrate victories (and mourn defeats) in advancing the cause of democratic values, it will be the voice of black women who will tell us if we have succeeded.

Panic Intervention
Grounding Statements
When I'm having a panic attack, I usually get into a disaster mindset I can't calm down from. One thing that helps is making a template for self-grounding, which takes some of the pressure off bringing myself back to baseline. Here's mine!
my name is...
right now i am (location) and i'm safe in this moment because...
i live at...as of (move-in date).
i'm safe at home because...
i attend school/work at...i'm a (grade level/job title).
in practice: my name is julian. right now i'm in the restroom at a restaurant and i'm safe right now because my friends are outside. i live in an independent living program as of december 2022. i'm safe at home because everyone there is really nice to me. i attend high school as a junior.
This is something you can and should switch up as needed - it's supposed to bring you back to the present moment however works best for you! This template is what helps me as a foster kid with home instability, hence the emphasis on safety where I am and in my home :) Since I have this prepared, all I have to do is repeat these statements from where they're written down. I like keeping it open ended (the ... parts) so I have to think about it a little and therefore really process what I'm reading and saying.
Soothing Statements
Once I've calmed down a bit, I find it helpful to "assess the damage", and do something easy to clean up - look to the future and see what I can do to move forward.

one thing i can do today to feel less overwhelmed tomorrow is...
one thing i can schedule in the next week to help me feel better is...(hangout with friends or family/therapy/self-care appointments)

LA County's new guaranteed income program is now giving some foster youth $1,000 per month. The program is designed to help youth who have aged out of the system, but many are concerned that the money isn't enough. Critics say that the program isn't guaranteed, and that the youth could lose the money if they don't meet certain requirements. Nevertheless, many foster youth are excited to receive the extra money. It's a big help for those who are struggling to make ends meet.
