There are only about 40 Watchers total in this corner of the universe-- the colony that Grian came from is the only one left in these parts, because the apex predator that preyed on them was so voracious about it that they nearly hunted them all to extinction. This is the reason Watchers are so biologically geared toward keeping an eye on everything and can "see" through the Greater Code-- it became essential to find out where potential predators were before they got close enough to attack, and by constant vigilance and fleeing before they could be found, they ended up starving their own predators into extinction instead (but not without some really heavy losses first)

That's why this Watcher colony is experimenting with supplementing their numbers via Players and modified larvae. They grow quicker than a normal Watcher, and already have all their prior memories as Players when they emerge as juveniles, and therefore need less teaching.
